About this file
This file contains Addendum No. 3 and Addendum No. 4 for IFB 159297 issued by the Virginia Department of Transportation (VDOT) for the Stanardsville Area Headquarters Combo Building project (Project Code: 501-18130-047). Addendum No. 4 extends the bid due date to January 3, 2025 at 1:30 PM EST, with a public bid opening scheduled for January 6, 2025 at 1:30 PM EST. Addendum No. 3 addresses various technical questions regarding the construction specifications, including clarifications about helical piles (70-Kip exterior and 20-Kip interior load capacities), epoxy-coated rebar requirements for the Chemical Storage Building, storm sewer details, waterline casing requirements, and confirmation that the prototype combo building walls do not require fire rating.
The addenda provide important technical clarifications, including that the WQU and UST shown on Prototype Chemical Storage Building Drawing A4.2 are not applicable to this project since a new salt pond will control runoff. The Hormann Steel Ranger 9500 LS overhead door is specifically noted as not being an approved equal due to various technical specifications. The documents also clarify that square helical pile lead anchors are permitted with round shaft extensions, and that a concrete cradle is not required for existing pipe work.

Addendum No. 3 VDOT Stanardsville Area Headquarters IFB No. 159297 Project Code No. 501-18130-047 VAE Project No. 23021
5. Question: Helical piles: Will a load test be required? On the Bid form it says 70 KIPS but, it reads Ninety
KIPS.
Response: No load test is required. Exterior helical piles are 70-Kip ultimate load capacity, minimum.
Interior helical piles are 20-Kip ultimate load capacity, minimum. Change “ninety” to “seventy” under Bid Form, Part F.
6. Question: Specifications Section number 316613, page 1.7B: It says no square bar shall be used. Does this include the lead Section? Most all leads are square shaft and then transition to the round shaft. The theory is that the square shaft is in laterally supported soil. This one is important because round shaft leads are specially made. Cost are expensive.
Response: Square helical pile lead anchors are permitted. All pile extensions above the lead anchor shall be round shaft.
7. Question: Does Chemical Storage Building require epoxy coated rebar?
Response: Yes, refer to Concrete Note 5 on Drawing 4S3.
8. Question: Storm Sewer Details on Drawing C10: SWM-DR detail shows Concrete Cradle schedule. Is encasement required as pipe is existing?
Response: A concrete cradle is not required on the existing pipe.
9. Question: OFF-SITE WATERLINE PLAN Drawing C9: Casing indicated of 45 LF 4inch DR-11 pipe. 4 inch DR-11 comes in 40 ft sticks. Would reducing the casing to 40 ft be allowed?
Response: A minimum of 45 feet must be provided to allow for sufficient offset from the edge of pavement.
10. Question: Chemical Storage Building Drawing A4.2: SALT STORAGE TANK schematic for the WQU and UST, indicates an overflow line, which presumably goes to Str 26. Does this overflow line replace the run shown between Str 27 and Str 26? Implying Str 27 is moved to other side of pad? (to be close to UST) or does 27 - 26 stay as shown, and a 2nd catch basin (+130 LF pipe) be assumed to make the UST system functional?
Response: The WQU and UST shown on Prototype Chemical Storage Building Drawing A4.2 are not located or identified on the Stanardsville AHQ Site Drawings and therefore not applicable to this project, as a new salt pond will control runoff from pads.
11. Question: Chemical Storage Building Drawing A4.2: Please provide sizing on ADS Water Quality Unit.
Civil Set Cover Sheet page G, Note 3. states VDOT will provide and install any calcium chloride or brine pumps and associated power on this project. Please confirm the site contractor will furnish and install 20,000 gallon tank only.
Response: The 20,000 gallon underground storage tank and associated water quality unit shown on Prototype Chemical Storage Building Drawing A4.2 are not located or identified on the Stanardsville AHQ Site Drawings and therefore not applicable to this project.
12. Question: Refer to Office & Maintenance Building Drawing FP1: Please provide wall fire rating types.
Response: None of the walls associated with the Prototype Combination Office and Maintenance Building are required to be fire rated.
13. Question: Refer to Specification Section 033000, page 1, paragraph 1: Concrete specification makes no mention of the requirement for using epoxy coated rebar at all cast-in-place concrete applications. Please confirm epoxy coated rebar is required.
Addendum No. 3 VDOT Stanardsville Area Headquarters IFB No. 159297 Project Code No. 501-18130-047 VAE Project No. 23021
Response: Referenced Specification Section is for Protype Combo Building which does not require epoxy coated rebar. Per Specifications Outline Item 2 on Page 6 of the Project Manual - Volume 1 Table of Contents, the same specification is applicable to the Sitework Equipment Storage Building, and Fuel Station; all of which do not require epoxy coated rebar. Per Concrete Note 5 on Drawing 4S3, epoxy coated rebar is required for the Chemical Storage Building.
14. Question: Refer to Specification Section 083323, page 1, paragraph 1: Specification 083323 lists approved overhead coiling door manufacturers, please advise if Horman Steel Ranger LS door would be considered as an approved equal.
Response: Hormann Steel Ranger 9500 LS overhead door is NOT an approved equal due to available motor voltages/phasing, no indication of compliance with UL 235, no indication of compliance with NFPA 70, slat material thickness, and springless construction.
15. Question: Refer to Prototype Chemical Storage Building Drawing A4.2 - Salt Storage Tank: During the pre-bid it was mentioned that either build the salt pond or salt storage tank. Both are shown on the plans and if it is either/or, please advise which one is preferred.
Response: Refer to Questions 10 and 11 above.
