About this file

This document is a Special Instructions to Vendors for a Boulder Reef Construction solicitation issued by Broward County's Resilient Environmental Department, involving a fixed contract for marine reef construction. The project encompasses constructing up to 3.70 acres of nearshore boulder reef (using limestone boulders) across approximately 5.52 acres of seafloor, and 0.30 acres of offshore boulder reef across 0.45 acres of seafloor. The contract is a definite quantity contract, allowing the County to order up to an additional 20% of the original quantities within one year of award. Vendors must possess a State of Florida Certified General Contractor license and demonstrate prior experience in offshore marine structure installation, including crane/excavator deployment, reef structure placement, and diving inspection services in Atlantic Ocean or Gulf of Mexico waters.

The project is funded through multiple sources, including the State of Florida Department of Environmental Protection (FDEP) grant agreements 18BO1 and 21BO3, the U.S. Army Corps of Engineers, and County funds. An annual allowance of $510,750 is included for specific activities like Queen Conch Surveys & Relocation and Acceptance Surveys, with strict conditions on allowance usage—no markup is permitted, and payment is based only on actual costs incurred. The contract will be awarded to the lowest responsive, responsible bidder on a total bid price basis. Vendors are required to perform at least 80% of the contract work themselves, without subcontracting, and must provide proof of relevant project experience in marine structure fabrication, transport, and controlled placement.
