About this file
This is a bid security procedural document issued by Indian River County, Florida, detailing the implementation of electronic surety bonds (eBonds) through Surety2000 for all County contract bidding. The document outlines the mandatory online bid submission process for contractors bidding on County projects, including the Courthouse Generator project, which involves the replacement of a 1000KW emergency diesel power generator, installation of a structural concrete pad, installation of a 10-foot aluminum perimeter screen enclosure wall, and disconnection and removal of the existing generator. Bidders must complete a four-step process: confirm bonding agent registration with Surety2000, register as a bidder on the platform, submit an electronic bid bond, and provide the unique 11-digit Surety2000 bond verification code during bid submission in the Euna Bonfire system. The eBond process eliminates traditional paper bonds, notarizations, and physical delivery requirements, streamlining the bidding procedure.
The annual fee for bidders to utilize the Surety2000 platform is $480. The electronic bond system provides fraud prevention measures including digital audit trails, QR code validation, and unique bond numbers for each document, with instant verification of bonds through the secure platform. Bidders who have not previously registered with Surety2000 must complete registration before submission. Support for the eBond process is available through Surety2000 at 1-800-660-3263 or help@surety2000.com, as well as through bidders' bonding agents. An educational video is provided to facilitate bidder understanding of the new process.

Indian River County is excited to announce another improvement to our public procurement process - implementing electronic surety bonds (eBonds) through Surety2000, a nationally recognized leader in secure, paperless bond execution.
The new process requires contractors bidding on County projects to submit their entire bid, including bid bonds, completely online — eliminating the need for paper forms, notarizations, shipping, or in-person delivery. In addition to saving time for contractors and County staff, the process improves accuracy, reduces administrative costs, and enhances security.
Key benefits of the eBond process include:
Faster bid awards — Bonds are verified instantly through Surety2000’s secure platform.
Increased security — Built-in fraud prevention measures, including digital audit trails, QR code validation, and a unique bond number for every document.
Simplified process — Contractors can submit bonds anytime, from anywhere, without the risk of lost or delayed paperwork.

Bidders should complete the below steps:
1. Confirm Bonding Agent Registration Verify that your bonding agent is registered with the Surety2000 e-Bond platform. If they are not yet registered, direct them to register at this site - Register Here
2. Bidder Registration If your bonding agent has an active account with Surety2000 and you (the Bidder) have not already registered, you must also register. The annual fee to utilize the Surety2000 platform is currently $480.
CLICK HERE to register with Surety2000.
3. Submit Your e-Bond Once both the bonding agent and Bidder have active Surety2000 accounts, the Bidder may use the platform to establish and submit the electronic bid bond with their bid.
4. Use Bond Code in Bid Submission Your bonding agent will provide an 11-digit, unique Surety2000 bond verification code. Enter this code in the “Surety2000 eBond Number” area in Euna Bonfire when preparing your bid.
This code allows the County, your bonding agent, and Surety2000 to confirm a valid bid bond has been issued for your project.
