About this file
This is a Request for Proposal (RFP) for Commodity Discount Providers issued by Richardson Independent School District (RISD), located in northern Dallas County, Texas, serving approximately 37,000 students across 50 campuses. RISD seeks to establish contracts with multiple vendors to provide discounted supplies, equipment, and related services across numerous commodity categories including art supplies, athletic equipment, audio-visual supplies, building materials, catering services, custodial supplies, electrical supplies, fine art instruments, HVAC equipment, instructional materials, networking supplies, printing and signage, technology supplies, and numerous other categories. The RFP is unsealed, and proposals must be submitted electronically through Euna Procurement no later than June 15, 2026 at 1:00 PM Central Time. The deadline for questions is June 8, 2026 at 10:00 AM, with RISD responses posted by June 9, 2026 at 4:00 PM. Awards will be made on an incremental basis throughout the solicitation offering period, with anticipated monthly board recommendations and agreement start dates as specified in individual award letters. The contract term begins upon formal Board of Trustees approval and receipt of the award letter, with end dates aligned to existing RISD bid awards or extending to June 30, 2028 if no existing contract applies. The proposed discount must remain firm for one year following the award date, after which any changes require RISD approval.
Vendors must offer a primary discount (which may be zero percent or list price) from their published price list, with the option to provide multiple discounts by category. Pricing must remain firm for one year and comply with RISD's tax-exempt status, meaning no sales tax will be charged. Award selection is based on ten evaluation criteria including purchase price and discount offered, vendor reputation and references, quality of goods or services, extent to which offerings meet district needs, vendor's past relationship with RISD, compliance with Historically Underutilized Businesses laws, total long-term cost, and whether the vendor or ultimate parent company has its principal place of business in Texas or employs at least 500 persons in the state. Selection does not guarantee any minimum purchase volume. Previously awarded vendors or those with existing cooperative contracts need not respond. All vendors must comply with Senate Bill 571 regarding employee and service provider misconduct reporting through the Pre-Service Affidavit requirement. Required submission documents include a proposal not exceeding three pages, pricing information, vendor questionnaire, Master Terms and Conditions, Certificate of Interested Parties, RISD Certifications, insurance certificate, W9 form, conflict of interest declarations, and HUB certification if applicable. All purchases will be made via official RISD Purchase Orders, and RISD reserves the right to cancel the contract if vendors fail to comply with contract terms or if service or product quality becomes unacceptable.

If a parent company is submitting more than one subsidiary company, a separate proposal shall be submitted for each company name.
If your company claims “sole source” status for the services or products you provide, the RISD still requests a response from your company to this RFP.
The District reserves the right to order supplies and related items from any other source, if in the judgment of RISD it appears necessary, expedient, and or financially advantageous to the District.
