About this file
This Single Source Justification document for a Simplified Acquisition covers a contract for full service maintenance, repair, and support of a Nicolet i550 scientific instrument. The procurement is by AFMC OLH/PZIMB, with a Purchase Request/Identification Number PR F2DCAN518A001. Thermo Fisher Scientific is being identified as the sole source provider due to their proprietary rights to the instrument's design and software, with exclusive access to component parts, spare parts, software, technical support, upgrades, and engineering resources.
The justification highlights that Thermo Fisher is the only vendor certified to provide service for this equipment, and alternative vendors cannot reliably replicate the system's specialized technical requirements without significant disruption. The government intends to continue market research to potentially remove barriers to competition in future requirements, with the Contracting Officer determining that only a single source is reasonably available. The contract is dated March 2018, with a Contracting Officer signature date of 02-Dec-2025, indicating potential long-term planning for this specialized scientific equipment maintenance.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government intends to evaluate any opportunities to remove barriers on future requirements. The Government will continue to perform market research to see if any new opportunities allow for competition. The government will need to reengage with Thermo Fisher Instruments for future requirements, to determine if new vendors have been granted access to their proprietary rights.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
