SYNAR Vendor Questions Clearing Schedule and Environmental Considerations Clearing operations are restricted and cannot commence until August 1st. To potentially begin clearing earlier, is it permissible to engage a third party to conduct a bat study that could facilitate an earlier start date? Yes

Vegetation Management and Organic Content If woody vegetation is chosen to be ground, can the resulting material be used to meet the organic content requirements that must be incorporated into the fill through deep plowing?

Yes, but ground material would have to be no more than 30% of the existing biomass by volume before it would risk inhibiting vegetation establishment.

Water Use for Dust Suppression and Grass Watering Is it acceptable to load water trucks from the waterbodies located on Mr. Synar’s property for the purposes of dust suppression and grass watering? Yes

1. Is it possible to extend the bid due date to 05/04/2026?

2. During the pre-bid meeting, it was noted that the specification requiring a contractor to be located within 200 miles of Tulsa had not been included in previous bid packages and would not be required in future bids. Will this specification for a firm within 200 miles of Tulsa, Oklahoma, be enforced for this bid, or can an amendment to the specification be made? An amendment will be made to remove this requirement.

3. Will the 100% Small Business set-aside requirement be enforced for this bid? Yes

4. Must we attend the pre-bid meeting to be allowed to submit bid. No, you do not have to attend but it is NOT the Government’s responsibility for what was missed by not attending.

Is it possible to substitute wood chipping for CLIN 4 – Air Incinerator? The wood chips could be incorporated into the soil to provide organic content, instead of being incinerated? No, the C:N ratio/physical size for wood chips is too high and would potentially inhibit forage establishment if it was the primary method.
