FOREWORD
Work associated with this solicitation is to be performed at the Bureau of Reclamation’s Norton Dam facility near Norton, Kansas. The Norton Dam spillway is located approximately 4.9 miles southwest of the town of Norton, along Norton County Rd W3 off of Lower Dam Road.
Work performed under these specifications includes the following:
1. Remove and replace wire ropes.
2. Remove grease lines.
3. Fully recoat and rehabilitate sheave assemblies and idler arm assemblies.
4. Fully recoat floatwell covers, weirwell covers, and raised platforms.
5. Spot repair coatings on hoisting equipment.
POINT OF CONTACT – The Contracting Specialist for this action is Mr. Howard Heflin. All questions and correspondence concerning this solicitation shall be directed to him via e-mail at hheflin@usbr.gov.
METHOD OF PROCUREMENT – This requirement is solicited as a Request for Proposal using the Federal Acquisition Regulation Part 15 - Contracting by Negotiation.
ORGANIZED SITE VISIT – In accordance with L.14, 52.236-27 ALT1, Site Visit (Construction) - Alternate I, an organized on-site visit has been scheduled for 30 January 2024 at 10AM Central Standard Time. The meeting location will be the public parking lot on the South end of Norton Dam. The address for Norton Dam is 13000 Upper Dam Rd, Norton, KS 67654.
Prospective offerors interested in attending should contact Mr. Heflin via email. All offerors are strongly encouraged to attend this meeting.
Questions from industry may be submitted to Mr. Heflin via email no later than 2 February 2024 at 4PM Central Standard Time. A solicitation amendment will be issued no later than 9 February 2024 addressing all industry questions with corresponding Government answers.
RECLAMATION SAFETY AND HEALTH STANDARDS (2014 EDITION) – For information regarding Bureau of Reclamation's publication "RECLAMATION SAFETY AND HEALTH STANDARDS" (2023 Edition at http://www.usbr.gov/ssle/safety/RSHS/rshs.html) which is applicable to work under this contract, see clause at "WBR 1452.223-81 SAFETY AND
HEALTH."
SYSTEM FOR AWARD MANAGEMENT (SAM) – Effective October 2018, all contractors interested in doing business with the Federal Government must be registered in the System for Award Management (SAM) database at the time they submit their offer. Per FAR Provision http://www.usbr.gov/ssle/safety/RSHS/rshs.html

52.204-07 System for Award Management, upon receipt of each offer, the Government will verify that the offeror is currently registered in SAM. Any offeror found not registered in SAM at time of receipt of their offer will result in the Government immediately disqualifying their offer from further consideration for evaluation and award. In addition, any offeror’s registration that expires any time between submission of its offer and the time of award shall also be determined no longer qualified for consideration for such award. As such, each offeror is strongly encouraged to verify that they are currently registered in SAM and that their registration is not anticipated to expire within at least 4 months after the date they intend to submit its offer.
The Government cannot legally make ANY exceptions to this registration requirement for this procurement.
Additionally, the contractors Unique Entity ID (UEI) and banking information are required for the SAM registration and annual confirmation requirements must be accomplished through the SAM website at https://www.sam.gov. For assistance with registering in SAM, contact the Federal Services Desk at 1-866-606-8220.
INVOICE PROCESSING PLATFORM (IPP) – Payment requests for the anticipated contract or agreement must be submitted electronically through the U.S. Department of Treasury’s “Invoice Processing Platform” (IPP) System via the IPP website at https://www.ipp.gov. Contractors are required to use the IPP website to access and use IPP for submitting request for payment.
Registration assistance can be obtained by contacting the “IPP Production Helpdesk” via email ippgroup@bos.fbr.org or phone 1-866-973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor can submit a waiver request in writing to the Contracting Officer with its proposal. Note: Waivers will be on a case by case basis and not automatically granted as determined by the Contracting Officer. Please see Paragraph G.3, DOI-AAAP-0028 for more specific information on the process for submitting invoices in IPP.

Norton Dam facility near Norton, Kansas. The Norton Dam spillway is located approximately 4.9 miles southwest of the town of Norton, along Norton County Rd W3 off of Lower Dam Road.
1.02 PRINCIPAL COMPONENTS OF WORK
A. Work performed under these specifications includes the following:
1. Remove and replace wire ropes.
2. Remove grease lines.
3. Fully recoat and rehabilitate sheave assemblies and idler arm assemblies.
4. Fully recoat floatwell covers, weirwell covers, and raised platforms.
5. Spot repair coatings on hoisting equipment.
1.03 WORKFLOW RESTRICTIONS
A. Although no seasonal restriction will be imposed upon construction scheduling, the reservoir level may be above the crest elevation of 2296.00 feet prior to construction, or may rise above this elevation during construction (refer to Section 51 20 00 – Record of
Reservoir Elevation), which will place water on the radial gates. Reservoir operations will not be adjusted to accommodate construction schedules or work access, so the following restrictions shall apply:
1. Wire rope replacement and sheave assembly rehabilitation shall be performed on one gate at a time, such that at least 2 gates are fully operational at all times.
2. If after installation the lowering ropes on a particular gate require additional adjustment, and if the reservoir level exceeds or is anticipated to exceed the spillway crest elevation, the COR will direct all rope replacement work to cease until the reservoir level subsides or a Modification is issued to mitigate the safety hazards associated with the re-adjustment procedure.

1.06 REVIEW OF SUBMITTALS
A. Time Required:
1. Submittal review will require 28 days for review of each submittal or resubmittal, unless otherwise specified.
2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return e-mail date.
B. Time in Excess of Specified:
1. The CO may extend contract completion date to allow additional time for completing work affected by excess review time.
a. Time extension will extend the contract completion date based on the excess review time delay.
b. Time extension will not exceed time used in excess of specified number of days for review of submittals or resubmittals.
c. Concurrent days of excess review time resulting from review of two (2) or more separate submittals or resubmittals will be counted only once in extending contract completion date.
2. No time extension will be allowed if Contractor fails to make complete action submittals in sequence and within time periods specified.
3. Adjustment for delay will be made only to extent that:
a. Approval was required under contract, and.
b. Requests for approval were properly and timely submitted and were approved.
4. Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR
52.242-14, Suspension of Work; however, no such delay shall be deemed to be a “suspension order” as the term is used in that clause.

ACGIH, OSHA, RSHS, and any other applicable regulatory standard.

E. Safety Inspection Procedures • Specify in accordance with this specification and RSHS Section 3.
F. Accident Investigation and
Reporting Procedures
• Specify in accordance with this specification and RSHS Section 3.
• List procedures for reporting to COR and USBR, utilizing required forms.
G. Applicable Emergency Plans • Detailed coordination plan for outside emergency services including response time and a site visit where a rescue requires special capabilities or equipment.
• This plan shall address detailed emergency contacts and procedures to be used during an on-site emergency.
• Additional emergency plans and procedures as applicable to the location and potential hazards, such as but not limited to, the remoteness of worksite, potential hazards of worksite, and limitations of outside assistance.
• Plan shall include procedures for weather-related emergencies (e.g.
high winds, lightning, tornadoes, wildfires, etc.).
H. Confined Space Procedures • Include a detailed confined space entry plan for operations that require employees to enter confined spaces.
• The detailed confined space entry program shall be site-specific and in accordance with OSHA 29 CFR 1926.1200 thru 1926.1213 and these specifications.
• OSHA’s definition of IDLH in the 1926.1202 standard will be utilized on this project (see Article 1.3 above). A ventilation system alone does not alleviate the need for a rescue team to be prepared to enter an
IDLH atmosphere due to the potential for failure of a ventilation system.
• Include engineering controls, detailed ventilation plans (if applicable), personal protective equipment and air monitoring procedures for each confined space.
• Include non-entry and entry rescue plan.
• Include the Contractor’s Confined Space Entry Program.
• If permit-required confined spaces (PRCSs) will be entered, a trained and evaluated rescue team/service shall be required on site. If outside emergency services are to be relied upon for rescue and/or transporting of injured personnel, the employer shall first secure an agreement with the outside personnel to include what role they will have, response time, GPS coordinates if helicopter will be used, etc. The rescue team shall be immediately available (on site) during all entries into a PRCS.
Non-entry rescue is required unless the retrieval equipment would increase the overall risk of entry or would not contribute to the rescue of the entrant.
