Description of Changes:

1. In Part I – Section C, Division 41, remove page 41 22 31 - 5 and replace it with page Revised 41 22 31 - 5.

2. In Part IV – Section M, remove page M - 4 and replace it with page Revised M - 4.

For convenience, essential changes on the revised solicitation page are indicated by a vertical line within the margin, whereby the lines or paragraphs are changed from the previous version.

However, all portions of the revised solicitation pages shall apply whether changes thereon have been indicated or not.

2.02 WIRE ROPES

B. Wire Ropes (Parts 7, 8, and 9):

1. Comply with requirements of FS RR-W-410F, Type 1, General Purpose, Class 2.

2. Designation:

a. 6x19 single layer construction (Class 2, Construction 1).

b. Right regular lay (SZ).

c. Independent Wire Rope Core (IWRC).

d. Preformed.

e. Extra-improved plow steel (XIP).

f. Galvanized-to-finished.

g. Minimum Breaking Strength = 64.4 Tons.

3. Diameter: 1-1/4 inches.

C. Socketing:

2. Zinc-poured type or resin type, to provide efficiency rating of 100% of the rope strength.

3. Performed by a manufacturer certifying the wire rope testing per Submittal RSN 41 22 32-1, Approval Data, in Paragraph 1.04B of this Section and in accordance with current industry practice.

Revised M - 4 available, the offeror may not be evaluated favorably or unfavorably on past performance.

Offerors will be given a “Neutral” rating when offeror does not have a record of relevant past performance or information regarding past performance is not available.

Factor 4: Price

The Total Evaluated Price is the sum total of all Contract Line Item Numbers (CLIN’s), lines 1 through 5, of Section B Price Schedule. All proposed prices will be reviewed for price reasonableness and any instances of unbalanced pricing.

The relative importance of the factors are as follows:

1. Factor 1: Technical Plan

a) Subfactor 1A: Construction Schedule

b) Subfactor 1B: Work Plan

2. Factor 2: Company Experience

3. Factor 3: Past Performance

4. Factor 4: Price

(e) Factors 1 through 3 are equal and significantly more important than Factor 4. All non-price factors

(factors 1 through 3), when combined, are significantly more important than price (factor 4).

NOTE 1 – If an offeror intends on utilizing subcontractors to perform any of the work, the requested company experience information must be provided as well for each proposed subcontractor. Failure to provide experience information on the proposed subcontractors may result in a lower rating.

NOTE 2 – Offerors are reminded that the Government intends on awarding this contract without conducting negotiations. Therefore, failure to submit any of the information addressed above for each of the factors and/or subcontractors may result in a lower rating.

Industry Ques�ons & Government Answers

1Q. Sec�on 2.02.B.2.c calls out the use of Fiber core wire rope. Our wire rope supplier stated that most likely the fiber core wire rope would not be possible to source and it would likely result in vendors not being able to quote this project. In the past, fiber core wire rope was specified for its increased flexibility. However, the Fiber core wire is a lower strength wire and there are now significantly beter op�ons for flexibility of the wire rope that don’t sacrifice strength or longevity of the wire rope. Our vendor strongly recommends that IWRC (Independent Wire Rope Core) wire rope be specified instead of fiber core.

1A. Fiber Core Rope has been replaced by Independent Wire Rope Core (IWRC). Please see atached

Norton Specifica�ons page “Revised 41 22 31 – 5” as part of this solicita�on amendment 0001.

2Q. Within the state of Kansas, Federal projects are legally exempt on sales tax for permanent materials.

On a previous project we performed in Kansas, with the Billings Bureau office in 2018/2019, it took over a year for the Contrac�ng Officer at that �me to provide the required paperwork to us to receive the exemp�on. Eventually the Contrac�ng Officer did provide what we needed in order to obtain the exemp�on from the state. Please confirm the Contrac�ng Officer will provide the paperwork, they are legally required to, to the contractor to obtain the exemp�on.

2A. Proposals shall include all applicable Federal, State, and Local taxes in accordance with FAR Clause 52.229-3 Federal, State, and Local taxes.

3Q. The drawings show the exis�ng sheave and arm sha�s as a carbon steel but the specifica�ons require us to replace those with stainless steel or same as exis�ng, but the exis�ng are carbon.

Please confirm which is desired, because stainless steel and carbon vastly different.

3A. Refer to Sec�on 41 22 31, Paragraph 2.03, B, 1, b. Type to conform to bushing manufacturer recommenda�ons, matching or beter structural proper�es of exis�ng sha�s.

4Q. Please confirm the sheave assembly pedestals can be recoated in place, without removal.

4A. Refer to Sec�on 41 22 31, Paragraph 3.03.

5Q. Can the full �me and part �me safety personnel be the same person, assuming they meet the requirements of both? Being a remote project site, the part �me safety professional will have to spend 2-3 days a week traveling to and from the project site, just to be onsite 1 day a week.

5A. No, shall remain as separate individuals as noted in Sec�on 01 35 30, Paragraph 1.04, A & B.

6Q. Can the part �me safety personnel requirement be waived on this project due to the remote loca�on and not having qualified personnel in that area? The full �me safety personnel requirements would s�ll be met.

6A. No, Sec�on 01 35 30, Paragraph 1.04, A & B will remain applicable.

7Q. Is the gallery access to the floats considered a permited confined space, or a standard confined space?

7A. Under normal condi�ons the gallery access is not a permit required confined space. Work in that area may change the condi�ons and require the space to be permited. i.e. coa�ngs removal, coa�ngs, etc.

8Q. Is the access to the top of the floats to disconnect the cable to the floats considered a permited confined space, or a standard confined space?

8A. Permited confined space, permit required.

9Q. Can the bridge over the spillway be closed completely during the work or part �me during the work?

9A. Refer to Sec�on 01 55 20 Traffic Control.

10Q. Who legally has ownership of the bridge over the spillway, KDOT or the Bureau, as far as jurisdic�on in deciding closures?

10A. The bridge is Reclama�on property. The roadway is a county road. Refer to Sec�on 01 55 20 Traffic Control.

11Q. Please add the millwright labor classifica�on to this project wages.

11A. Reference Included By Reference FAR Clause 52.222-6 Construc�on Wage Rate Requirements, paragraph (c) for the requirements for this process.

12Q. Please consider shortening the 120 days to award dura�on to 60 days. Due to the violate pricing with wire ropes, the price could increase substan�ally during that �me and puts unnecessary risk on contractors.

12A. Standard Form 1442 block 13, line d., 120 calendar days for Government acceptance a�er the date offers are due will remain unchanged.

13Q. On p. 303 of 314 of the Solicita�on under Factor 2: Company Experience, it states that, “If an offeror intends to have subcontractors perform any of the major components of work, the requested experience informa�on must be provided as well for each proposed subcontractor.”

Which project informa�on do we need to provide for major subcontractors? Do we need to show a list of all of their similar projects within the last 10 years? Or just the requested details on 3 past projects?

13A. Three past projects within the last 10 years.

14Q. On p. 297 of 314 of the Solicita�on under Factor 2: Company Experience, it says to, “clearly demonstrate ability to successfully accomplish projects in a �mely manner, u�lize resources, and work with project owners.” What should we include with our list of projects to show that we can successfully u�lize resources and work with project owners? We are not sure how to clearly demonstrate that.

14A. Provide the informa�on requested in the bullets under L.20 Proposal Instruc�ons – Bureau of Reclama�on, Factor 2: Company Experience.

15Q. On p. 304 of 314 of the Solicita�on it states that, “If an offeror intends on u�lizing subcontractors to perform any of the work, all of the above informa�on must be provided for each subcontractor.

Failure to provide detailed informa�on on the proposed subcontractors may result in a lower ra�ng.” What informa�on must be submited for subcontractors? Do we need to submit a separate pricing, work plan, and price from the subcontractor? Or can that be included within the prime contractors? It would be unprecedented to provide separate items, especially pricing, and most likely not possible.

15A. Solicita�on Part IV, Sec�on M, Provision M.2 WBR 1452.215-82, Note 1 has been revised to reference subcontractor company experience. Please see atached provisions page “Revised M – 4” as part of this solicita�on amendment 0001.

16Q. Will PIV cards be necessary for the project or will standard site security submitals be acceptable?

16A. PIV is required. Reference Table 01 33 00A. – List of Submitals RSN 10, and Clause I.31 WBR 1452.237-80 ALT III, Security Requirements – Bureau of Reclama�on – Alternate III.

17Q. Is the project state/local tax exempt for built in materials?

17A. Please reference Government answer 2A.

18Q. What, if any, permits will be required for the project?

18A. Refer to Sec�ons 01 57 20 and 01 57 30.

19Q. Does the Gov’t have more recent/current informa�on on the record of Reservoir Eleva�on (51 20 00)?

19A. Below is data from 2023:

20Q. What does the contractor do with the old wire rope cables once removed?

20A. Refer to Sec�on 01 74 00 Cleaning and Waste Management.

21Q. Please consider a 1 week extension to the bid date, due the proposal effort and requests from subcontractors and suppliers, and preferably move the due date so it is not on a Monday or Friday.

21A. Proposal submission date/�me will remain as noted on Standard Form 1442, block 13.

22Q. The schedule requirement in the solicita�on for the proposal states, our schedule shall show we can perform the work within the work restric�ons iden�fied in the specifica�ons. What work restric�ons are listed in the specifica�ons?

24A. As part of market research and requirement building, the Government iden�fied Mazella, Lexco Cable, and American Riggers Supply. This list is not required to be provided nor all inclusive. The contractor is responsible for ensuring the manufacturer products meet the contract specifica�ons.

25Q. Is there a floatwell drain?

25A. The clean out flange shown on Drawing #5 can be removed to evacuate water from the floatwells.

26Q. Can the manhole access on the spillway floor be used to access the gallery?

26A. Yes.
