Solicitation No. 140R6018R0005 – Guernsey Powerplant – Surge Tank Recoating Prospective Contractor Questions and Answers

1. SF1442 lists a project completion date of 200 cd after receiving Notice to Proceed, but since this work is on the Surge Tank, which is an integral part of the Hydro Electric water flow system, is there a specific "outage" period, at the Guernsey powerplant, that the USBOR expects the Surge Tank recoating work to be performed?

Refer to revised Section F.1

2. Section 011100 Summary of Work: states the scope of work involves the Removal and Disposal of existing Coal Tar lining System, and Relining the INTERIOR surfaces of the surge tank. Under Section L.18 Technical Proposal Instructions, under 1. Technical Plan for Design and Construction, paragraph 1.B on page L-15 it asks to submit a narrative detailing the Containment, Surface Prep and Recoating of the EXTERIOR surfaces and the INTERIOR surfaces. Is the Exterior of the Surge Tank included in the scope of work?

Refer to revised Sections L & M attached.

3. Is there any information available on what the thickness of the existing Coal Tar lining system is?

Yes. According to previous Reclamation contract documents dated 1979, the final film thickness was 24 mils (+/- 6 mils).

4. Does the surge tank have a roof structure or is the top of it open to the environment?

The surge tank top is open. Refer to attached specifications Section 51 00 10.

5. Can the Contractor inspect the tank interior?

No. Refer to attached specifications Section 51 00 10.

6. The wage rate determination provided does not have a “Painter Wage.” Can you provide another wage schedule with a painter wage?

There is no wage rate for a painter in the Wage Rages included in the solicitation. Prospective contractors shall perform a survey to determine what they believe is a reasonable wage rate and fringe for this labor classification in Platte County. These rates and fringes shall be used as the basis of their price proposal. After award, the successful contractor shall submit a Standard Form 1444 requesting approval for their proposed rate and fringes. If DOL later requires a higher rate and fringe, the Contractor may submit a request for equitable adjustment.

7. Can the contractor install a new (2nd) or enlarge the existing lower shell manway if needed for tank access?

No. The Contractor has three points of access into the tank, including the top, side manhole, and bottom.
