I. DESCRIPTION OF CHANGES:

Note: Targeted changes have a vertical line next to specification and/or clauses.

SECTION 35 22 25 – JET FLOW GATE

a. Remove pages 35 22 25 - 9 and 35 22 25 - 10 in their entirety and therefor insert Revised page 35 22 25 - 9 and Revised 35 22 25 - 10.

SECTION 09 96 20 – COATINGS

a. Remove Section 09 96 20 in its entirety and therefor insert Revised Section 09 96 20.

SECTION 09 97 02 – IMPACTED IMMERSION COATINGS:

a. Remove SECTION 09 97 02 in its entirety and therefor insert Revised SECTION 09 97 02

II. QUESTIONS AND ANSWERS:

Question 25.

Question: Specifications Section 352225, Paragraph 3.01 B calls for modification and reuse of existing floor grating and supports. Specifications Section 055000, Paragraph 1.01.A.b calls for removal and disposal of the grating, beam and connection components. Please confirm which specifications section is correct.

Answer 25.

Specifications Section 055000 is correct. Reference revised specifications Section 352225 included with this amendment. [This revised specification Section did not get included in Amendment No. 0003 – it is hereby included in Amendment No. 0004]

Question 26.

Question: Specifications Section 352225 Requires the wall gland to be disassembled and reassembled.

No mention is made of replacing the rubber gasket material (parts 11 and 12 drawing 245-D-1089). Has this material been replaced recently? If it has not, there is a probability that the joints will leak. In reviewing the asbestos report, I was unable to determine if the gasket material was tested and determined to contain asbestos. Could you please verify.

Answer 26.

See Section 352196 for replacement of packing material. Wall gland replacement is covered in Section 352196. See Paragraph 3.01 A. for sampling and testing existing packing material to be performed by the Contractor. No testing of this material was performed by the Government. See Paragraph 2.01 D. for new wall gland material requirements.

Question 27.

Question: Specifications Section 09 97 02, Paragraph 3.07 C and Section 09 96 20, Paragraph

3.07 C; requires that the Coating Quality Control Manager cannot be the same person as the Coatings Inspector. What requirements or qualifications are required for the Coating Inspector?

Since there will be two individuals and since there will be a Coating Inspector, is it required that

____________________________________________________________________ Page 2 of 4 the Coating Quality Control Manager be onsite at all times during coating work? If not, how often will they need to be onsite, and/or can they manage the QC remotely?

Answer 27.

See revised specifications Section 099702 and revised specifications Section 099702 for a clarification of Coating Inspector and Coating Quality Control Manager qualifications and responsibilities.

Question 28.

Question: Specifications Section 09 97 02, Paragraph 1.03 D, 3; requires that the Coating Quality Control Manager have a NACE Level 3 certification and requires someone with no less than 5 years of experience of projects applying vinyl coatings of similar size and complexity. Could the BOR change that requirement? Vinyl coatings are not used outside of federal projects, usually USACE dam projects are where vinyl coating applications are seen. State, County, City, and Utility companies do not use these systems due to the high VOC’s. Based on that type of structure, will the BOR consider above ground dam gates similar in complexity to the confined space below ground interior surface of a penstock? Based on these requirements, it looks like it could be very difficult to find someone who will meet the specifications.

Answer 28.

BOR will consider experience in projects applying vinyl coatings on above ground dam gates to be similar to the confined space below ground interior surface of a penstock. Projects shall be of similar size and complexity.

Question 29.

Question: Specifications Section 09 97 02, Paragraph 1.03 D, 2; requires current Coating Applicator Specialist (CAS) and experience on 3 jobs applying vinyl coatings to structures of similar size and complexity. Based on these requirements, it looks like it could be very difficult to find CAS’s who will meet the specifications.

Answer 29.

BOR will consider experience in projects applying vinyl coatings on above ground dam gates to be similar to the confined space below ground interior surface of a penstock. Projects shall be of similar size and complexity.

Question 30.

Question: Specifications Section 01 35 30, Paragraph 1.06 B; requires an Onsite CIH. Will the contractor be required to have a full time CIH onsite at all times during the coatings work?

Specifications Section 01 35 30, Paragraph 1.05 B, 1, c, 3); indicates a CIH is required at the start-up and a minimum of one time per week. Could the BOR verify that is what will be required for the “Onsite CIH.”

____________________________________________________________________ Page 2 of 4

Answer 30.

See specifications Section 013530, Paragraph 1.05 B.1.b 3) for CIH work on Asbestos Hazard Abatement, and Section 013530-2, Paragraph 1.05 B.1.c 3) for CIH work on coating removal and application.

Question 31.

Question: Specifications Section 01 35 30, Paragraph 1.04 A; states that the Contractor shall identify a full-time Onsite Safety and Health Professional that is acceptable to Reclamation.

What experience, qualifications, and certifications will be required to be acceptable?

Answer 31.

See specifications Section 013530, Paragraph 1.04 A. 3.
