Revised L-23

NOTE 1 - If an offeror intends on utilizing subcontractors to perform any of the work, all of the above information must be provided for each subcontractor.

NOTE 2 - The Government intends to award this contract without conducting negotiations; therefore failure to submit any of the information addressed above for each of the factors and/or subfactors may result in an unacceptable proposal.

NOTE 3 - Past Performance Questionnaire (PPQ) shall be sent by the offerors customer directly to the Contracting Officer before the Request For Proposal (RFP) closing date and time. Completed PPQ’s will not be accepted if sent by the offeror or offerors subcontractor. PPQ’s received after the RFP closing date/time will not be accepted.

NOTE 4 - The Government will use oral presentations as a means to ensure the offeror with the best written technical proposal can effectively portray their plan to implement their proposed construction plan, schedule, and means and methods.

Oral Presentations – The TPEC will conduct an initial evaluation of the written proposals and assign an initial rating for each individual factor and subfactor by proposal, and then establish an overall technical rating for Volume II -- Technical Proposal. Each offeror that submits a technical proposal, which receives a technical rating of Acceptable or better, will be required to provide an oral presentation for the Government’s review and evaluation. The TPEC will evaluate each offeror’s oral presentation, to arrive at a final overall technical rating for each proposal. Proposals that do not receive a technical rating of Acceptable or better, based on the initial evaluation of written proposals, will not be further considered for award.

Schedule for Presentation – Presentations will be scheduled with offerors within four to six weeks of receipt of proposals. Each offeror will be contacted regarding scheduling the date and time of the presentations. However, all presentations will be held within the same week, based on the availability of the Technical Proposal Evaluating Committee (TPEC) members and each offeror. For scheduling purposes, oral presentations will likely take place mid-August 2018.

Schedule for Presentation – Presentations will be scheduled with offerors as soon as possible after the closing date for receipt of proposals. The presentations will be scheduled as tightly as possible, but the duration of the oral presentation process will be dependent upon the number of proposals received. The order in which offerors will make their presentations to the Technical Proposal Evaluation Team (TPEC) will be determined by a drawing of lots by the Contracting Officer after receipt of proposals. Once notified of their scheduled presentation date and time, offerors shall complete their presentations on the scheduled date and time.

Form of Presentation – Offerors will make their presentations in person to the TPEC. The presentation will take place at the Eastern Colorado Area Office Warehouse complex, Building A, 910 Van Buren Ave, Loveland, Colorado, 80537. Submission of video tapes or other forms of media containing the presentation for evaluation is not authorized and such presentations will be determined unacceptable. The Government will provide suitable electronic media to include overhead projector and screen to assist each offeror in making their oral presentation.

Time Allowed for Presentation – Each offeror shall have a maximum of 90 minutes in which to make its presentation to the TPEC. At the conclusion of the presentations, there will be a 15 minute period available for questions and answers.

Offeror’s Presentation Team – Only members of the offeror’s or subcontractor’s in-house staff shall participate in the presentation. The only exception is that any individuals who are proposed to perform on the contract, such as the Project Manager, but who are not currently employed by the offeror/subcontractor, may participate.

Clarification of Oral Presentation Points – After completion of the oral presentations, the Government may request clarifications of any of the points addressed which are unclear and may ask for elaboration by the offeror on any point which was not adequately supported in the presentation. Any such exchange between the offeror and the Government will be for clarification purposes only and will not constitute discussions within the meaning of FAR 15.306(b).

Material to be addressed in Oral Presentation – The Government will be relying upon oral presentations to supplement the information contained in the written technical proposal. The purpose of the oral presentation is for offerors to describe orally and/or visually their overall safety and technical approach for this project. Offerors shall be prepared to explain how they will successfully complete the entire project in accordance with specification requirements, considering both schedule and site constraints.

The Government will be evaluating each oral presentation to determine the contractor’s ability to successfully implement their technical approach and proposal.

(d) Cost/Price Information. To permit objective evaluation of the technical proposal, no cost or price information shall be included in the technical proposal. However, the proposal shall include:

(1) A breakdown of unpriced labor hour estimates for each labor category proposed to accomplish each task or phase of the work and the basis for each estimate;

(2) Identification of the types and quantities of proposed materials and equipment necessary to perform the work; and

(3) The number, duration, destination and purpose of each trip proposed for performing the work"].
