1. DESCRIPTION OF CHANGES:

SECTION 01 54 20 – Use of Government Cranes:

a. Remove Section 01 54 20 in its entirety and therefor insert Revised Section 01 54 20.

SECTION 09 97 02 – Impacted Immersion Coatings:

a. Remove pages 09 97 02 -19 and 09 97 02 -20 and therefor insert pages Revised 09 97 02 -19 and Revised 09 97 02 -20.

SECTION 52 00 00 – Drawings

a. Remove Section 52 00 00 in its entirety and therefor insert Revised Section 52 00 00.

DRAWINGS:

a. Insert informational drawing 245-D-1528 as Sheet 90A – Green Mountain Power Plant – Substructure – Concrete Outline – Longitudinal Sections – Second Stage – Sheet 1 of 2.

b. Insert drawing 245-D-411 as Sheet 43A – Green Mountain Dam – Outlet Works – Gate Chamber, Shaft and Hoist House.

2. QUESTIONS AND ANSWERS:

Question 9.

Question: The Contractor will be required to remove existing valve bases. Concrete Repair specifications Section 038114, Paragraph 3.01A mentions, “unexpected embedded items,” and Drawing 245-D-1527 (provided within the solicitation) indicates there is a section A-A on Drawing 245-D-1528.

This second Drawing was not part of the Issued set. Please provide Drawing 245-D-1528, as part of an amendment.

Answer 9.

Reference “For Information Only” drawing 245-D-1528 (sheet 90A) included with this amendment. All existing conditions shall be field verified by contractor.

Question 10.

Question: Since the proposals due date has been extended, via Amendment No. 0001, would Reclamation consider having another Pre-Proposal Site Visit on this project? As an alternative, would it be acceptable to contact the Green Mountain powerplant representative, listed in the specifications, to visit the site when it's convenient for the powerplant personnel?

Answer 10.

No, there will be no additional pre-proposal site visits. Also the proposal due date was extended in Amendment 0002, not Amendment 0001.

____________________________________________________________________ Page 3 of 5

Question 11.

Question: Will the contractor have use of Reclamation's manbasket that is currently stored in the hoist house?

Answer 11.

Reclamation’s manbasket will be available for emergency egress only. No other use of the basket will be permitted.

Question 12.

Question: Steel Piping specifications Section 352194, Paragraph 2.01.C.2.b requires ASME BPVC VIII, Division 1, Appendix 2 code for the 50" flange upstream of the new jet flow gate valves. Is it acceptable to use AWS D1.1 welding code for this?

Answer 12.

No, it is not acceptable to use AWS D1.1 welding code.

Question 13.

Question: Photo 9 in specifications Section 510030 shows the facility access platform mounted beneath the runner. Will the contractor be permitted to use the platform to access the work area for cavitation inspection and repair? Are there installation instructions or drawings available for the platform?

Answer 13.

No, the existing access platform is not available for contractor use.

Question 14.

Question: Are there stop logs or other means of flow stoppage upstream of the Gate Chamber Valves for the respective penstocks?

Answer 14.

No.

Question 15.

Question: During the outage periods, will the Owner’s staff be available for operating the Owner’s equipment (cranes, valves, etc.) during a night shift or on a 24 hours/day basis? If so, is there a cost to the contractor for the availability of personnel?

Answer 15.

No, reference specifications Section 015420, Paragraph 1.06.A, for availability of scheduling Government cranes.

Question 16.

Question: Are there other costs to the Owner that the contractor will be required to pay in order to work 24/7 during the outage periods?

____________________________________________________________________ Page 4 of 5

Answer 16.

No, reference specifications Section 011412, Paragraph 1.02.C.1, for allowable work hours.

Question 17.

Question: Are all of the owner provided items to be received at the same time?

Answer 17.

Question is unclear. There is no Government-furnished equipment referenced in the solicitation.

Question 18.

Question: Do penstock support brackets have to be removed and replaced to allow the penstock pipe to be coated in the area concealed by the brackets?

Answer 18.

Refer to specifications Section 099620, Paragraph 3.10, Tabulation No. 1a. The walkway support brackets are welded onto the penstock and do not have to be removed.

Question 19.

Question: Is any painting required on the gate?

Answer 19.

No.

Question 20.

Question: During the site visit, a reference was made to handrail that doesn't meet OSHA? Which handrail? Will it have to be replaced by the contractor prior to the start of work?

Answer 20.

Reclamation is aware of the dimensions of the existing hand railing. Replacing the railing is not in the scope of work, and is not required under this solicitation.

Question 21.

Question: Can the power house gantry crane be used for the stoplog installation and testing? The as-builts lead us to thinking the existing footprint of the gantry cannot make this reach and therefor an outside crane service will be utilized for this activity.

Answer 21.

No. The bridge crane cannot reach the area required to install or remove the stoplogs. The contractor is required to provide a crane, operator, rigging, etc. for this work.

Question 22.

Question: What will be the upstream limits to the Blast/Recoat of Interior Penstock pay item? Will it include any of the existing ring seal gates?

____________________________________________________________________ Page 5 of 5

Answer 22.

Reference specifications Section 099702, Paragraph 3.10, Tabulation No. 1, Note No. 4.

Question 23.

Question: Will any of the existing handrail need modification to reach todays OSHA standards? Site visit narrative led us to assume this.

Answer 23.

Refer to answer provided for question 20.

Question 24.

Question: Has Reclamation had any preliminary correspondence with any of the Jet Flow Gate suppliers and determine anticipated lead time delivery dates?

Answer 24.

No.

Question 25.

Question: Specifications Section 352225, Paragraph 3.01 B calls for modification and reuse of existing floor grating and supports. Specifications Section 055000, Paragraph 1.01.A.b calls for removal and disposal of the grating, beam and connection components. Please confirm which specifications section is correct.

Answer 25.

Specifications Section 055000 is correct. Reference revised specifications Section 352225 included with this amendment.

NOTE: Last time and date to submit questions:

The final time and date to submit questions is 12:00 pm (local time), July 13, 2018. Questions after this time and date will not be addressed. This is to ensure the government has time to respond and then advertise response so interested parties can react. The RFP due date & time remains the same as stated in Amendment 0002.
