III. QUESTIONS AND ANSWERS
Question 1.
According to the Scope of Work this project is calling for a Coating Quality Control Manager with a NACE Level III certification. My question is do you hire the third party coating inspector or is it up to the contractor?

Answer 1.
The contractor will provide the Quality Control Manager in accordance with specification paragraphs Coatings 09 96 20 1.03.D.3 and Impacted Immersion Coatings 09 97 02 1.03.D.3.
Question 2.
We got word of this project and have a couple of questions.
We have received our QP1 and QP2 certifications but have not done the QP3 yet. We do not have the CAS or PCAC certifications but we have been certified by International paint and other material manufacturers on Plural Component application. We have current Level 3 NACE coating inspectors on staff.
We are asking if we would be eligible to bid this project, we would like to send someone to the job showing if we could be considered as an approved contractor.
Answer 2.
Within the Solicitation are the specifications and requirements and is located on two Government official websites: www.fbo.gov and www.fedconnect.net. In regards to your question on QP3, CAS, PCAC and NACE, see Specification 09 96 20 Coatings and please read the entire solicitation to ensure your questions and concerns are addressed. At this time I cannot answer if your company is eligible or not. That is determined by the offerors proposal, if you choose to submit and after closing date and evaluation of the offerors proposal. The site visit location date and time are listed in the "Foreword" page of the solicitation and is advertised as Full and Open competition to anyone that is interested in providing a proposal on this project.
Question 3.
I am inquiring into the Green Mountain Penstock Rehab project and where I can obtain a copy of the project specification.
Answer 3.
The solicitation is advertised on the two Government Official websites: www.FBO.gov and www.fedconnect.net.
Question 4.
In the scope of work described in the project advertisement was the rehabilitating of existing penstock coatings. Company X manufactures Fiberglass Reinforced Mortar Pipe that is used to rehabilitate by sliplining method Penstocks and Pipelines in the diameter range of 24” thru 130”.
I was wondering if the US Bureau of Reclamation would consider the use of Company X to rehabilitate the Penstock instead of using coatings?

Answer 4.
The Government thanks you for your offer to provide an alternative method. However due to the circumstances of this particular project, our specified requirement is the best method.
Question 5.
Control Monitoring 25 00 01 Section 1.06.D says to install modules and program existing control system cabinet CCSA to communicate with Jet-flow Gate Remote I/O and flowmeters.
Question: It appears the I/O for the flowmeters has to go into the existing PLC racks in CCSA cabinet. According to the drawings, the PLC racks in the CCSA do not have any spare slots?
Please clarify
Answer 5.
There are currently 5 spaces in cabinet CCSE with an Ethernet Module communicating back to CCSA PLC controller. It is recommended to take advantage of these spaces. See drawing 125 from the solicitation package.
Question 6.
Control Monitoring 25 00 01 Question: According to drawing 36 provided, there is an existing SCADA and Operators Workstation. We know we have to update the existing PLC program to add new logic and interface for remote I/O and new OIT. Do we need to add programming/screen updates to the existing SCADA and Operators Workstation. If so, what is the software currently being used?
Answer 6.
Yes. Updates will be needed for the existing programming. See Section 25 00 01, Control and Monitoring, Article 1.05B, for software used on the workstation.
Question 7.
We would like to request an extension for proposal due date.
Answer 7.
The proposal due date is extended until July 19, 2018
Question 8.
Section L-21.4.2 requires submission of a schedule as part of our proposal. What date should we use as notice to proceed?
