About this file
This document is Standard Form 30 Amendment 0001 to Solicitation 140R4026Q0121, issued by the Bureau of Reclamation Upper Colorado Region on August 11, 2026. The amendment provides answers to offeror questions regarding a brand-new fixed-price maintenance contract for three Xerox color multifunction devices located in Page, Arizona. The specific equipment consists of one VersaLink C7020 (Serial Number 9TX080549N), one VersaLink C7030 (Serial Number 9TX079983N), and one VersaLink C7125 (Serial Number QPH235195). Historical usage data from the past 12 months shows monthly volumes ranging from 25 to 3,722 printed color pages and 23 to 480 copied color pages depending on device. All machines are currently serviceable with manufacture dates ranging from August 2020 to December 2024 and activation dates from October 30, 2023 to May 8, 2025.
The contractor is required to furnish all OEM toner, imaging units, drums, fusers, and maintenance kits under Section 6.0 of the solicitation. The Government will accept remote diagnostics and telephone triage as initial response for critical repairs with on-site arrival on the next business day. Government escorts are available before 8:00 a.m. Monday-Friday but not after 5:00 p.m. or on weekends. A pre-quote site visit is not available. The proposal due date and all other terms and conditions of the solicitation remain unchanged. Offerors must acknowledge receipt of this amendment prior to the specified hour and date by completing items 8 and 15 on the form, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers.

The purpose of this amendment is to provide answers to offeror questions received to date. All other terms and conditions of the solicitation remain unchanged. The proposal due date and time remain unchanged.
QUESTIONS & ANSWERS
Question: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
Answer: It is a brand-new contract.
Question: Section 4.0 identifies the covered equipment as two "Xerox VersaLink 7030" units and one "Xerox VersaLink 7100." Could the Government confirm the exact model designations (e.g., VersaLink B7030 monochrome vs. C7030 color, and VersaLink C7100)? Color vs. monochrome configuration materially affects the cost of the OEM consumables the contractor is required to furnish under Section 6.0.
Answer: Serial Number 9TX080549N is a VersaLink C7020, Serial Number 9TX079983N is a VersaLink C7030, Serial Number QPH235195 is a VersaLink C7125. They are all COLOR printers.
Question: Because Section 6.0 requires the contractor to furnish all OEM toner, imaging units, drums, fusers and maintenance kits, could the Government provide the current meter readings and the average monthly print/copy volume (broken out between black & white and color, if applicable) for each of the three devices over the past 12 months? Without historical volume data, offerors cannot accurately price consumables.
Answer:
PRINTED COLOR PRINTED B&W COPIED COLOR COPIED B&W
C7020 25 53 23 65 C7030 3722 1356 480 379 C7125 671 334 36 52
Question: Could the Government provide the age, in-service date, and recent service/repair history of each of the three devices, and confirm whether any known deficiencies, deferred repairs, or recurring faults exist as of the date of award? If a device requires repair to bring it to serviceable condition at the start of performance, would that work be handled as a separately funded action rather than under the fixed-price maintenance CLIN?
Answer:All machines are currently serviceable. The service/repair history
C7020 - Manufacture Date: 08/2020 - Activation Date: 10/30/2023 C7030 - Manufacture Date: 06/2020 - Activation Date: 09/24/2020 C7125 - Manufacture Date: 12/2024 - Activation Date: 05/08/2025
Question: Given the remote location of Page, Arizona (approximately 2.5 hours from the nearest metropolitan service area), will the Government accept remote diagnostics and telephone triage as satisfying the initial response for critical repairs, with on-site arrival on the next business day following triage?
Answer: Yes
Question: In addition, will the Government make escorts available outside the 8:00 a.m.-5:00 p.m.
Monday-Friday window, or on weekends, if needed to restore a device and meet the 95% monthly uptime standard? Finally, is a pre-quote site visit available?
Answer: Before 8:00 am Monday-Friday, Yes.
After 5:00 pm Monday-Friday and on weekends, No.
Question: Finally, is a pre-quote site visit available?
Answer: No
Question: we would need to know the estimated annual usage for each of the three copiers:
Answer: Please see previous question that addresses monthly usage.
