New Mexico Department of Game and Fish (NMDGF) the U.S. Bureau of Reclamation, and its contractor Pyramid Enterprises, LLC. (Rocky Mountain Recreation) continued with Aquatic Invasive Species activities (AIS) at Elephant Butte Reservoir. Using a combination of education/outreach, early detection monitoring and prevention activities, the current designation for Elephant Butte Reservoir remains negative for zebra and quagga mussels.

Watercraft Inspections: In 2019, watercraft inspections were conducted at multiple ramps at Elephant Butte Reservoir, with 99% of them occurring at either the Marina del Sur location or Rock Canyon Ramp entrance. Rocky Mountain Recreation employees staffed the inspection stations 363 days, typically from 5 am – 8 pm (summer) and 7 am – 4pm (winter). A total of 16,854 inspections were conducted of which 57 needed hot water decontamination to further reduce the risk of AIS introduction. Watercraft from 41 different states, plus a watercraft from the islands of American Samoa visited Elephant Butte Reservoir. A majority of the boats visiting Elephant Butte originate from the states of New Mexico (84%) and Texas (10%).

Mussel Boat Interceptions: In April, a small watercraft from the State of Michigan arrived at Elephant Butte Reservoir. Initially this boat by passed the inspection station but the inspector followed the owner down to the ramp and explained the requirement for inspections.

During the inspection, zebra mussels were found. Inspectors removed adult mussels and performed a hot water decontamintion before allowing the boater to launch.

Monitoring: New Mexico Department of Game and Fish conducted early detection monitoring at Elephant Butte Reservoir in May 2019. Five locations were sampled using planktonic nets. Samples were preserved and sent to Piscices Molecular, LLC for qPCR analysis. All samples were reported negative for zebra or quagga mussel DNA.

Advancements: Using funding from the U.S. Department of Interior “Safeguarding the West From

Invasive Species” an inspection station was created at the Rocky Canyon ramp entrance. While not as busy as the Marina Del Sur ramp, Rock Canyon does receive measureable boater traffic. A total of 2,506 watercraft were inspected, of which two needed hot water decontamination.

Looking ahead/Needs: Continued expansion of watercraft inspection locations at Lions Beach entrance, Hot Spring Landing entrance, Monticello entrance and Dam Site.

New Mexico Department of Game and Fish (NMDGF) the U.S. Bureau of Reclamation (BOR), and its contractor Pyramid Enterprises, LLC.

Watercraft Inspections: In 2020, watercraft inspections were conducted at multiple ramps at Elephant Butte Reservoir, with a majority of them occurring at either the Marina del Sur location or Rock Canyon Ramp entrance. Rocky Mountain Recreation employees staffed the inspection stations 363 days, typically from 5 am – 8 pm (summer) and 7 am – 4pm (winter). Due to the COVID-19 pandemic and the directives issued by the State of New Mexico, inspections stations had to be fluid on their location and operation times. A total of 18,188 inspections were conducted, of which 44 needed hot water decontamination to further reduce the risk of AIS introduction. When closures occurred at NM State Parks ramps, boaters accessed the reservoir through the BOR Dam Site ramp, which did not enforce the state issued COVID-19 closures. Watercraft from 32 different states, plus the District of Columbia and Ontario, Canada visited Elephant Butte Reservoir.

Houseboats and Mussel Boats: A significnant increase in both the number of housesboats and number of boats arriving with zebra or quagga mussels was observed. A total of 23 houseboats were inspected during 2019. Because of the size and complexities involved, these types of conveyances tend to be of higher risk for AIS introduction as compared to other types of watercraft. A total of 11 watercraft were inspected and found to contain mussels. This increase is attributed to the dense population of quagga mussels that are in Lake Powell. All 11 watercraft were cleaned and hot water decontaminated prior to allowing the owner to launch the watercrraft.

Monitoring: New Mexico Department of Game and Fish conducted early detection monitoring at Navajo Reservoir in April, June and August of 2019. A total of 12 samples were collected using planktonic nets. Samples were preserved and sent to Piscices Molecular, LLC for qPCR analysis. All samples were reported negative for zebra or quagga mussel DNA.

Advancements: Using funding from the U.S. Department of Interior “Safeguarding the West From Invasive Species” inspection hours were increased at the Sims Marina ramp.

While not as busy as the Pine ramp, Sims Marina ramp does receive measureable boater traffic. A total of 634 watercraft were inspected, of which one needed a hot water decontamination.

Looking ahead/Needs: Bureau of Reclamation is finalizing an upgraded inspection and decontamination facility at the Pine ramp location. Bureau of Reclamation has secured funding for continued expanded inspection hours at the Sims Marina ramp location.

Due to the COVID-19 pandemic and the directives issued by the State of New Mexico, inspections stations had to be fluid on their location and operation times. A total of 14,554 inspections were conducted, of which 100 needed hot water decontamination to further reduce the risk of AIS introduction. The number of inspections and decontaminations was significantly lower than in 2019, likely the result of COVID-19 directives issued by the State of New Mexico regarding out of state travelers visiting New Mexico. Watercraft arriving at Navajo Reservoir originated from 31 different states.

Number of Inspections

Houseboats A total of 24 houseboats were inspected during 2020. Because of the size and complexities involved, these types of conveyances tend to be of higher risk for AIS introduction as compared to other types of watercraft. Two houseboats, both from Lake Powell, were inspected and found to contain mussels.

After a full decontamination and reinspection, both were allowed to launch.

Looking ahead/Needs: Bureau of Reclamation is finalizing an upgraded inspection and decontamination facility at the Pine ramp location. Bureau of Reclamation has secured funding for continued expanded inspection hours at the Sims Marina ramp location. The BOR will also be creating a new five-year contract for inspections and decontaminations at Navajo Reservoir. Request for proposals should be announced by the end of 2021.
