About this file
This Statement of Work (SOW) details the requirements for installing four active drop-arm beam barriers at Davis Dam in Bullhead City, Arizona, for the U.S. Department of Interior's Bureau of Reclamation. The project involves replacing existing traffic barriers at four locations - two in Arizona and two in Nevada - with new K12-rated barriers that meet ASTM F2656-07 M50-P2 standards, capable of stopping a 15,000-pound truck traveling 50 mph. The barriers must be hydraulically operated, with full local and remote control capabilities from the Davis Dam Administration Building, and include features such as monitoring, alarming, and system status transmission.
The project has a performance period from the contract award date through June 2, 2026, with on-site construction not to begin until after all required submittals are approved. The barriers must be installed and operational within 200 calendar days of the Notice to Proceed, and all work sites must be clear of debris by April 24, 2026, due to a separate road paving project. The contractor will be responsible for comprehensive installation tasks, including demolition of existing barriers, site restoration, foundation preparation, bollard installation, card reader pedestal setup, gate opener replacement, and providing operation and maintenance training to Reclamation personnel.

Bullhead City, AZ 86429
1.02 BACKGROUND
Davis Dam is an earthen dam that spans the Colorado River located 67 miles downstream of Hoover Dam and 88 miles upstream of Parker Dam. Built between 1942 and 1950 by Reclamation, Davis Dam was constructed to regulated water delivered to Mexico through the Mexican Treaty of 1944. The dam forms
Lake Mohave. Davis Dam is located 2 miles north of Bullhead City, AZ and Laughlin, NV.
