Contractor shall arrange for delivery. The roll up doors and all associated parts and hardware shall be crated, boxed, or otherwise packaged to the extent necessary to prevent damage during shipment or delivery to Yuma Area Office. Any damage incurred due to inadequate protection during shipment shall be repaired by the contractor at their own expense. Delivery and installation shall be completed within 90 days of notice to proceed (NTP).

Contractor shall provide all parts and associated hardware and install doors to the manufacturer’s specification. Contractor shall transport off site, all trash and removed items no longer used. The COR will coordinate all power outages needed during performance, to allow for the wiring and electrical connections completed by the contractor.

3.02 Field Quality Control

The Government will conduct site inspections and witness functionality specified in this section.

The Contractor shall perform tests and provide labor, equipment, and incidentals required for testing. Be able to produce evidence, when required, that each item of work has been constructed properly in accordance with the statement of work.

3.03 Site Safety & Security

The site is within the Yuma Area Office and is secured. Reclamation will arrange site access into the required buildings as determined by the Safety Office. Upon completion of work for the day, all contractor staff shall be escorted off the installation.

Construction Work Areas are defined as areas where work is required under this contract. This includes designated access routes and any areas used by the Contractor for temporary service areas, storage areas, or parking areas.

The Contractor shall restrict entrance of personnel and vehicles, including vehicles of subcontractors and suppliers, into project site and existing facilities. Entry shall be limited to the Construction Work Area and all contractor and subcontractor employees must have proper identification. Suppliers and delivery vehicles must be escorted onsite by the Contractor’s superintendent and Reclamation staff.

Contractors shall not utilize government restrooms in any facility other than those in the YAO’s/Yuma Desalting Plant’s (YDP) maintenance shops where federal/contract employees are more present and security is not high. The Contractors may bring portable restrooms at their expense.

The YDP has ongoing research projects and escorts are required. The chlorine building requires arming and disarming of the building and must be secured at all times. Entrance requires clearance with security maintained. Any overnight work which leaves an open bay, that area must be barricaded to prevent unauthorized access.

Contractor is responsible for following their established Safety Plan and Job Hazard Analysis for each task that is performed. Hot work permits are required for all welding, cutting, and other hot work conducted outside of designated areas (per RSHS 10.8.7.2). Contractor is responsible for all incidents or accidents involving contracted employees.

The wet chemical building stores the hazardous material, which is chlorine, however chlorine is not flammable and cannot burn. It is an oxidizer and won't react with oxygen, however it will cause fires to burn faster, hotter and more intensely. The chlorine cannot be removed from the wet chemical building, but a Hot Work Permit and shielding will be sufficient. The wet chemical building does not store any flammable material. The WQIC and dry chemical buildings will not have any flammable materials in them.

All work is to be performed in areas that do require access cards or keys to access the area.

Access cards and keys will not be issued for this contract.
