Project Title Senator Wash Pump/Generating Plant

The Bureau of Reclamation, Lower Colorado Basin, Yuma Area Office, has a requirement to upgrade the Senator Wash Pump/Generating Plant.

Senator Wash Dam forms an off stream regulatory reservoir west of the Colorado River 22-miles northeast of Yuma, Arizona, in Imperial County, California as shown on Location Map, drawing 423-D- 187.

Project involves the removal and replacement of motor protective relays, furnishing and installing a permanent engine-generator set, furnishing and installing distribution panelboards, and interfacing pump-generation unit control with a contractor designed, furnished, and installed SCADA system.

This acquisition is being procured under Federal Acquisition Regulations Part 15, Contracting by Negotiation. Offeror is cautioned to carefully review the offer submission requirements contained in Section L and the evaluation standards contained in Section M. In order to be considered qualified for this work, offerors must fully address all requirements. Reference Section L, for instructions and Section M, paragraph M.1 for evaluation standards. The Government anticipates making award without discussions.

Solicitation/contract subject to the FAR, current through Federal Acquisition Circulars (FAC) 2022-03, effective date January 1, 2022.

MAGNITUDE OF CONSTRUCTION PROJECTS: In accordance with Federal Acquisition Regulation (FAR) 36.204 Disclosure of the Magnitude of Construction Projects, this construction project is estimated to be between $1,000,000.00 and $5,000,000.00.

In accordance with FAR 19.702(a)(2) If a Large Business submits a proposal it shall submit a subcontracting plan as part of its package. Large Businesses will not be eligible for award if they fail to submit an acceptable Subcontracting Plan.

SITE VISIT: See Section L.8, FAR 52.236-27 Site Visit (Construction) for information regarding the organized site visit. A site visit will be held on February 10, 2022 at 9:00 am, Arizona Time. Attendees will meet at the at Senator Wash Pumping - Generating Plant (See Attached Directions- Attachment 10).

Contact Virginia Toledo at vtoledo@usbr.gov if you intend to attend the site visit. If no notification is received from interested vendors, the site visit will be cancelled.

Vendors are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the price of the work to be performed, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitutes grounds for a claim after award of purchase order.

WRITTEN QUESTIONS: Reclamation will only accept written questions for this solicitation. Please submit all written questions pertaining to this solicitation to Virginia Toledo, email vtoledo@usbr.gov. no later than February 18, 2022 at COB 4:00 pm. Submission of Emailed Proposals shall be clearly marked on the Subject Line with the Solicitation No.

140R3022R0001. Proposals shall be submitted electronically via email to the Contract Specialist/Contracting Officer, vtoledo@usbr.gov. Email attachments combined cannot exceed 10MB. If a potential offeror’s submission exceeds 10MB, an email shall be sent to the Contract Specialist/Contracting Officer to request an alternate method for submitting documents. Only written requests will be accepted, and the email subject shall clearly state the solicitation number. The written request shall be received at least three (3) business days prior to the due date, any request received less than three (3) days prior may not be able to be accommodated. Offerors shall submit hard copy of their bonds by the date proposals are due.

L.8 52.236-27 SITE VISIT – CONSTRUCTION, ALTERNATE I (FEB

1995)

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, bidders are urged and expected to inspect the site where the work will be performed.

(b) An organized site visit is organized for February 10, 2022 at 9:00, Arizona Time. Attendees will meet at the at Senator Wash Pumping - Generating Plant (See Attached Directions- Attachment 10). Due to safety precautions as a result of COVID-19, all participants will be required to bring and wear a mask at all times during the site visit and practice social distancing. All interested participants are required to confirm attendance by sending email to vtoledo@usbr.gov no later than February 8, 2022 at 4:00 p.m.

L.9 52.252-5 AUTHORIZED DEVIATIONS IN PROVISIONS APRIL 1984

The Government intends to evaluate proposals submitted under this solicitation and select a source for contract award without discussions (unless the contracting officer later determines discussions to be necessary) in accordance with the following provision: FAR 52.215-1 Instructions to Offerors -- Competitive Acquisition (Jan 2017). Source selection shall be in accordance with procedures contained in FAR Part 15, Department of the Interior Acquisition Regulation (DIAR) Part 1415 (48 CFR 1415) and Bureau of Reclamation Acquisition Regulation WBR Part 1415. These procedures are summarized as follows:

(a) Technical evaluation. A Technical Proposal Evaluation Committee has been established to objectively evaluate technical proposals in accordance with the Evaluation Factors for Award -- Bureau of Reclamation provision of this solicitation. Technical proposals shall be submitted in accordance with the Proposal Instructions -- Bureau of Reclamation provision of this solicitation.

(b) Past performance evaluation. In addition to any other past performance information required under the solicitation, the contracting officer shall use past performance information available from the Contractor Performance Assessment Reporting System (CPARS) in the source selection process on offerors competing for awards in excess of the simplified acquisition threshold, unless the contracting officer has documented an exception from past performance consideration in accordance with FAR 15.304(c)(2)(iv).

(c) Cost or price evaluation. An objective cost or price evaluation of contract pricing proposals will be made in accordance with the Evaluation Factors for Award provision of this solicitation. Pricing proposals shall be submitted in accordance with the Proposal Instructions -- Bureau of Reclamation provision of this solicitation. A cost or price analysis will be performed to determine price reasonableness and any instances of unbalanced pricing, using one or more of the techniques at FAR 15.404

L.12 1452.215-81 PROPOSAL INSTRUCTIONS -BUREAU OF

In addition to the requirements of the Instructions to Offerors - Competitive Acquisitions provision of this solicitation (see FAR 52.215-1), each offeror shall submit a proposal in accordance with the instructions contained in this provision.

(a) Use and Disclosure of Proposal Information. In accordance with the Use and Disclosure of Proposal Information -- Department of the Interior provision of this solicitation (see DIAR 1452.215-71), offerors shall mark trade-secret or confidential commercial or financial information contained in the proposal with the restrictive legends specified. The offeror shall also clearly and separately mark all proprietary information (as defined in FAR 3.104-3) contained in the proposal with the restrictive legend "Proprietary Information."

(b) Proposal Volumes. Offerors shall submit separate Volumes with the required number of copies as follows:

(1) Separation of volumes. All electronic copies of each proposal Volume (i.e., all copies of Volume I) are to be packaged individually and clearly marked to identify contents. The exterior of each package containing proposals shall be marked with the solicitation number, and the time and date for receipt of proposals and the name and address of the offeror, in order to prevent mishandling. Additionally, it is recommended to list which part of the proposal is included in each email if multiple emails are submitted.

The Government anticipates multiple emails, please indicate email 1of X when submitting packages. It is up to the Offeror to verify receipt of all emails to ensure full proposal is received.

(c) General Contents. Each separate proposal Volume shall:

(1) Be presented in a manner which allows it to “stand alone” without the need to reference other documents;

(2) Be a coherent document free of internal inconsistencies as well as inconsistencies with other volumes of the proposal;

(3) Conform to all solicitation provisions, clauses, or requirements;

(4) Address the submission requirements with specificity and detail where required;

(5) Be an orderly, specific, and complete document in every detail;

(6) Be logically presented, using clear and concise language so that it can be easily read and meaningfully evaluated by Reclamation personnel from a variety of different functional and technical disciplines;

(7) Have all pages in each volume consecutively numbered (including pages with tables and exhibits) and cross-referenced to other volumes where appropriate for each; and

(8) Indicate how the proposal conforms to the evaluation criteria identified in Section M.

(d) Format. To assist in the uniform evaluation of proposals, the following format shall be used in preparing each separate proposal Volume:

(1) Provide a Table of Contents which lists all sections specific to the proposal Volume;

(2) Cross-reference the work statement to the terms of the proposal and indicate how the proposal conforms to the evaluation factors contained in Part IV, Section M;

(3) Provide a list of any enclosures, including tables, drawings, charts, or other enclosures which summarize data or information;

(e) Volume I, Business Proposal. Volume I shall incorporate the other Volumes by reference but shall not physically include them. It shall consist of:

(1) A fully executed Solicitation, Offer, and Award form required by Part I, Section A of this solicitation.

It shall be used as the cover sheet (or first page) of Volume I.

(2) Fully executed and completed offeror representations, certifications, and acknowledgments required by Part IV, Section K of this solicitation;

(3) Additional information required by the solicitation to be furnished by the offeror which is not required to be obtained in another volume of the proposal;

(4) Make-or-buy program (if applicable);

(5) Requests for any waivers of any solicitation provisions or contract clauses; and

(6) A summary of any exemptions from, or deviations to, any other solicitation requirements.

(f) Volume II

(1) Technical Proposal. The technical proposal should convincingly describe the capability of the offeror's organization to participate in this project and effectively demonstrate a thorough understanding of the work statement contained in Part I, Section C of this solicitation. To assist in the uniform evaluation of proposals, the following format shall be utilized in preparing the technical proposal:

(a) Table of Contents. The Table of Contents shall list all sections of the technical proposal. Any future amendments, additions and/or revisions to the proposal shall be included in an updated Table of Contents;

(b) Index. The Index section shall cross reference the statement of work, specifications, or performance work statement to the terms of the proposal and indicate how the proposal conforms to the evaluation factors contained in Part IV, Section M;

(c) Enclosures. The Enclosures Section shall include a list of any tables, drawings, charts, and any other enclosures which summarize data or information;

(d) Executive Summary. The Executive Summary shall include a brief discussion of how the required work will be performed and important highlights of the proposal.

(e) The evaluation factors from the solicitation are as follows:

Provide: Resume information, which includes previous jobsite responsibilities on major contracts for individuals who will occupy the key function on this project. Key personnel include: The Project Manager, Lead Engineer, On-Site Superintendent, Safety Manger, and Electrical Superintendent. The resume information shall include:

a) Name and the tasks to be assigned.

b) Education, background, experience, certifications, accomplishments, and other pertinent information that demonstrates their suitability for the work assigned to them.

c) Include project names, locations, dates, details, position occupied, and description of duties for qualifying experience.

d) Contact information (telephone and email) for three references from previous contracts.

2) If the Offeror intends on subcontracting any of the key personnel, listed above, the Offeror shall include a Letter of Commitment. The Letter of Commitment shall be signed by both parties and shall demonstrate the commitment of both parties to this project

1. Which volume should the offer guarantee be submitted with?

Answer: Offer guarantee shall be submitted under Volume 1 – Business Proposal.

2. Many government and USACE offices permit bids to be submitted electronically, will the

BOR consider accepting electronic bids via DoD SAFE , or other government secure email delivery system?

Answer: Electronic proposal may be submitted electronically. Please review

Foreword for special instructions and revised Paragraph L.12.

3. Could you please provide the attendee list from the site visit?

Answer: Sign In Sheet was transmitted under Amendment No. 0001.

4. Would the Bureau of Reclamation please consider a two week extension of the bid date.

Answer: The proposal due date was extended under Amendment No. 0001.

5. Would the Bureau of Reclamation please consider a one week extension for question submission.

Answer: The submission of questions was extended under Amendment No. 0001.

6. Would the Bureau of Reclamation please consider revising the hard copy requirement and make this an electronic only with submission either via email or a government provided site for upload? Ex: DoD SAFE website (https://safe.apps.mil/)

Answer: Refer to answer to questions No. 2.

7. Regarding the "Note" following (g) Volume IV – Subcontracting Plan "Reclamation’s

Subcontracting Small Business Goal are as follows..." Please confirm that these are the

Contracting Officer's determined minimum subcontracting goals (percentages of total planned subcontracting dollars) for this solicitation, and not the FY22 goals for Bureau of

Reclamation.

Answer: The solicitation has Reclamation’s subcontracting goals.

8. Would the Bureau of Reclamation please consider accepting the NAVFAC/USACE PAST

PERFORMANCE QUESTIONNAIRE (Form PPQ‐0)? The USACE form provides all required information from attachment J.

Answer: The Government is not familiar with the referenced questionnaire. The Government requires from all offerors the form attached in Section J of the solicitation for consistency purposes.

9. "Would the Bureau of Reclamation please consider revising to allow offerors to submit the completed PPQs as part their final Vol. 1 proposal as opposed to having the PPQs individually emailed to the Bureau Reclamation?

Rationale‐ Subcontractor (Sub) past performance is part of the evaluation. A Sub could be bidding as part of multiple Prime teams, thus the PPQ you receive from the Sub's customer will state the Sub’s name as the ""Firm Being Evaluated"". This creates risk because it is not clear which Prime proposal it belongs to. This risk can be eliminated by the Prime submitting all completed PPQs as part of the final proposal submission. The completed PPQs contain all customer information for follow‐up.

Answer: In order to eliminate any confusion, the offeror may consider filling out the information before submitting to their references so there is no confusion. The reference should email PPQ to Contracting Officer and in addition, the offeror may include the information in their proposal if desired.

10. For clarification, is work outside 6:00AM‐4:30PM not permitted?

Answer: Requested work outside of specified hours will be assessed on a case‐by‐ case basis. Preference is to work during specified times.

11. Does the BOR have a preferred Cyber Security partner?

Answer: No, contractor design shall meet requirements of the specifications.

12. Can we get screenshots of the existing SCADA screens?

Answer: No, awarded contractor can submit a Request for Information on this topic.

13. The ask is that the SCADA system support interface to SNMP 2.0, Modbus Serial (RTU or

ASCII), Modbus TCP, and DNP 3.. are all these really required?

Answer: Yes, see Specification Section 26 09 15 – SCADA System, 2.19 B 1.

14. Does the plant have an existing GPS clock that should be reused?

Answer: Contractor to investigate. See Specification Section 01 11 00 – Summary of

Work, 1.03 K 1.

15. They have an existing Fiber system as the primary means of comms and a radio backup.

Does the BOR have a preferred radio system platform / partner?

Answer: No, see Specification Section 27 200 01 – Communication System, 1.05 A 2.

16. Can we get a copy of the existing PLC (GE 90‐30) program?

Answer: See Division 51 00 00 for a copy of the code in print form. Awarded contractor can submit a Request for Information on this topic for an electronic copy.

17. Can we get a copy of the drawings for the existing SCADA system?

Answer: All available drawings have been provided in Specification Section 52 00 00.

18. Are there page limitations for each Factor within the Technical proposal?

Answer: The solicitation does not specify page limitation.

19. Is there a font and font size requirement for the technical proposal?

Answer: The solicitation does not specify a font but recommend using not less than

12‐point type font.
