Civil Site Work – Multiple Award IDIQ RFP No. 140R3021R0029/0001
Questions and Answers
1. Question – Per Drawing No. 45-300-60124, Plan Sheet 2, General Construction Note 11 states “all site grading work shall be in strict accordance with the soils report.” Please provide a copy of the soils report.
Answer – There is no available soils report for this area. It will be the contractor’s responsibility to obtain soil samples for determination of maximum dry density and optimum moisture (Proctor) for the existing site material and submit the samples to a certified lab for testing.
2. Question – Per Drawing No. 45-300-60124, Plan Sheet 2, General Construction Note 11 states “all work shall be done under the direction of a registered professional engineer.” Does this need to be an engineer licensed in Nevada or are other state licenses acceptable?
Answer- Only materials testing and quality control will be required to be performed under the direction of licensed Nevada Professional Engineer.
3. Question - Per Drawing No. 45-300-60124, Plan Sheet 2 General Construction Note 11 states “all work shall be done under the direction of a registered professional engineer.” Is the engineer required to be onsite during all grading work or is it acceptable to have a quality control technician onsite monitoring grading activity under the direction of a registered professional engineer?
Answer – It is acceptable for a quality control technician to monitor grading activities under the direction of a registered professional engineer.
4. Question - Is there an area designated for contractor staging and storage?
Answer – Yes, see Attachment No. 12 – Staging Area Map included in Amendment No. 1.
5. Question - Is the contractor staging and storage areas required to be fenced?
Answer – A fence will not be required but, it is recommended that tools and supplies be stored in a Conex box.
6. Question - What are the site access requirements for materials, equipment, and workers?
Answer – A PIV card will be issued to the project superintendent. The contractor will have to They will be responsible for granting access and logging in all personnel, materials, and deliveries to the site. The north gate off Colorado Street will be used by the contractor unless otherwise directed by the COR. See, RAR Clause 1452.237-80 Security Requirements – Bureau of Reclamation, Section I.23, page I-20 for additional details on obtaining PIV card.
7. Question - Does the BOR have a designated disposal site for concrete, asphalt, excess soil, and/or vegetation?
Answer – No. All asphalt, concrete and excess soil will need to be hauled to an approved recycle facility with all receipts and an itemized Waste Diversion Table (Form E, provided by COR) to be submitted to the COR prior to project closeout.
8. Question - Are as-built documents available for the existing irrigation system?
Answer – No, there are no as-builts for the existing irrigation.
9. Question - Does the BOR have a water source available for contractor’s use?
Answer – Yes, Contractor will be allowed to use the fire hydrant located on campus at the corner of Reclamation Blvd. and Water Way. A meter must be obtained by the contractor from the Boulder City Water Department.
10. Question - RFP document, SECTION L - Instructions, Conditions and Notices to Offerors, Page L-8, (2) Experience, paragraph 1: Can the government please clarify that the term “concrete canal projects” is a typo in this sentence: “All reported experience is related to concrete canal projects.”
and should be “Civil Site Work projects?”
Answer – Yes, this is an error within the sentence. It should read “civil site work projects.” The section will be updated with Amendment No. 1.
11. Question - RFP document, SECTION L - Instructions, Conditions and Notices to Offerors, Page L-8 and L-9, (3) Past Performance, Paragraph #1.: Can the government please allow the submission of current existing PPQ forms with the same evaluation criteria? Our federal and military Contracting Officers and points of contact are so swamped during these year-end timeframes and workload. It remains very hard for them to complete numerous forms over and over again. We appreciate your consideration as we don’t want to burden our key clients with additional paperwork.
Answer – Yes, Section L will be revised to allow submission of existing PPQs from other agencies completed within the last six months.
12. Question - How does the contractor gain access to the gated area? Will a PIV card or access key be provided?
Answer – A PIV card will be issued to the project superintendent. They will be responsible for granting access and logging in all personnel, materials, and deliveries to the site.
13. Question - There are two (2) boxes in the ground on each side of the new parking area. What are they for, and will they need to be brought to grade and leveled?
Answer - They are electrical and communication boxes. They will remain as is and are in curbed areas in the design and will not be driven over. They will not need to be leveled.
14. Question - Will we have access to a hydrant for water?
Answer - See response to question No. 9 above.
15. Question - The SOW for TO 1 states rock is to be stock piled for later use; however, at the site visit the area was virtually rock free with the exception of the approximately 100 sq feet. Does that rock need to be saved?
Answer – The rock should be salvaged and used to cover the exposed slope after grading.
16. Question - What type of grading are you looking for on the parking side near the chain link fence to transition? Rip-rap?
Answer – Grading should transition from the sidewalk to the existing rip rap at the fence. Slope should not exceed 4:1. Salvage existing landscape rock and use to cover sloped and disturbed area.
17. Question - Near the chain link fence, once the work is complete to keep with the 2% slope for drainage, the build-up to the wall will make the wall short to where people can hop the fence easily. Is this an issue, or do we need to extend the height of the wall?
Answer – No, this will not be an issue.
18. Question - Is the conduit to be installed for future work?
Answer - Yes, it is for watering of trees and other future landscaping.
19. Question - Specs call for solar light corrects?
Answer - Yes, solar lighting should be comparable to other parking lighting on the complex.
20. Question - Is the retaining wall rated for the load that will be added after the build up?
Answer – Unknown, Drawing has been revised to eliminate any loading against existing wall that is unsupported on the opposite side. (See attached revised Drawing No. 45-300-60126).
21. Question - Is there a requirement for an office trailer?
Answer – No trailer needed for this project.
22. Question - What are the available working hours for Task Order No. 1?
Answer – Work hours are Monday – Friday, 6:00 a.m. - 4:30 p.m.
23. Question - Who is to provide traffic control?
Answer - The contractor is responsible for traffic control of the area; however, BOR will block off the street. The contractor will be responsible for traffic in/out of the construction area.
24. Question - The plans call for landscape rock to be removed and stockpiled. It appears to be cleared already. Is the remaining landscape rock to hauled away as spoils?
Answer – See response to question No. 15 above.
25. Question - Can it be confirmed that the retaining wall is rated to have approximately 30” of dirt placed and compacted against it on the northeast end?
Answer – See response to question No. 20 above.
26. Question - Please confirm that the existing vaults will be in landscape islands and will not need to be raised to finish grade.
Answer – Yes, the existing vault are within the landscape area and will not require adjustment.
See revised Drawing No. 45-300-60126 for vault locations.
27. Question - The existing irrigation lateral/tubing will be sleeved under the pavement and the existing valve is outside of the work zone. Please confirm that laterals and emitters to saved trees are to replace with new irrigation components.
Answer – Yes, that is correct.
28. Question - As the parking addition travels downslope, the end of the new parking area transitional grade break with the chain link fencing. Please confirm that this will be graded and a 2” to 6” rip rap cobble will be required on the slope to prevent future erosion off the slope area.
Answer – Rip Rap will not be required. Use existing landscape rock for slope cover to protect against erosion.
29. Question - The existing trees that remain in place will be located within the new landscape islands. Please confirm that their existing location, regardless of final location in the planter, will not need to be adjusted for better alignment.
Answer – Correct, if the trees need to be relocated/replaced it will be part of a future landscaping project.
30. Question - Is there a notice of award date for this project.
Answer – Will be awarded by no later than September 24, 2021.
31. Question - Please confirm that a bid bond/guarantee will be required for the amount of the task order.
Answer – Yes, the bid guarantee must be for the proposed price of each individual task order.
See Section I.10, page I-10.
32. Question - Can the BOR please clarify that the total ‘program’ value is $10.4M versus $10.4M per year? The following section is the RFP passage:
IDIQ VALUE: The ordering period for the proposed IDIQ contract(s) will be for five (5) years from the date of contract award with the cumulative/maximum amount of all task orders not exceeding $10,400,000.00.
Answer – The overall value for the five-year ordering period is $10.4M, not per year.
33. Question - Per Page L-8, Paragraph (2) Experience Requirements, Can the BOR clarify if more emphasis is place on projects with Self Performing work crews?
Answer – BOR did not put emphasis on self-performance. Per FAR Clause 52.219-14, the Prime offeror meets the performance requirements if they perform 15% of the work at a minimum.
