Attachment 7 Task Order No. 1 – Statement of Work

SUMMARY OF WORK

1. Location

Work is located on Bureau of Reclamation’s Lower Colorado Basin Date Street Campus, located at 500 Date Street, Boulder City, Nevada 89005.

2. Scope

The Bureau of Reclamation, Interior Region 8: Lower Colorado Basin’s Date Street Campus is in Boulder City, Nevada. The campus is 19.25 acres, has 12 buildings and approximately 308 employees. The purpose of Task Oder 1 is to improve the campus by adding 27 additional parking spaces for employee and government vehicles and improve accessibility by adding sidewalks with Architectural Barriers Act Accessibility Standards (ABAAS) compliant ramps and crosswalks. Lighting and conduit/irrigation line for future landscaping are also included as part of this task order. The following is a list of the major tasks that are included as part of this Task Order.

1. Remove and dispose 350 linear feet of curbing,

2. Remove and dispose 20 square yards of valley gutter,

3. Prepare subgrade and base for sidewalks, sidewalk ramps, and asphalt pavement (parking stalls),

4. Construct 399 square yards of concrete sidewalks,

5. Construct five (5) Architectural Barriers Act (ABA) compliant curb ramps,

6. Construct 371 linear feet of type “A” curb,

7. Construct 93 linear feet of type “L” curb,

8. Construct 81 square yards of valley gutter,

9. Construct 27 parking stalls (approx. 5,434 square feet of asphalt pavement at 4-inch-thick over a 6-inch aggregate base),

10. Install 27 concrete wheel stops,

11. Paint 24 parking stall lines (approx. 600 linear feet),

12. Paint crosswalk (approx. 350 square feet),

13. Remove and dispose three (3) trees as indicated on plans,

14. Install irrigation and power conduit for future landscaping areas adjacent to proposed sidewalk. Installation of new irrigation and power conduit to be coordinated with the COR two (2) business days prior to the start of this task.

15. Maintain irrigation system to the four (4) trees that are to remain as indicated on the plans. Existing irrigation locations and new lines will need to be coordinated with the COR five (5) prior to the start of this task.

16. Install four (4) solar powered streetlights including light standards and concrete bases (similar in size, style, and intensity of existing streetlighting within the Date Street Campus). Location: Sta. 12+ 96, 35’ RT; Sta. 13+85, 26’ RT; Sta. 14+79, 37’ RT;

Sta. 15+47, 37’ Rt. Stationing and offsets are approximate. Locations to be verified with the COR five (5) days prior to the start of this task.

17. Install two (2) 4-inch diameter schedule 40 PVC drainpipe under proposed sidewalk at north end of project. Approximate length 20 ft each. See revised Drawing No. 45- 300-60126-RD-1 for additional information.

18. Salvage existing landscape rock and use to protect slope and disturbed area at the north end of project.

Quantities listed are estimated only and may differ from actual field conditions. It is the responsibility of the contractor to field verify all quantities prior to construction.

3. Requirements

Permits and licenses should not be priced separately, they are covered by the FAR the Contractor shall perform this in accordance with FAR Clause 52.236-7 Permits and Responsibilities (Nov 1991).

Until further notice, contractors will be responsible for updating site specific safety plans to address the risks presented by COVID-19. The safety plan must be submitted to both the contracting office and designated Contracting Officer's Representative (COR) for review and approval. The contractor must refer to the Center for Disease Control (CDC) and Occupational Safety and Health Administration (OSHA) information related to COVID-19.

Work shall conform to the Reclamation Safety and Health Standards (RSHS) and must take all necessary precautions to ensure the safety of the public.

Principle components of work include, but are not limited to, any or all the following tasks:

1. The contractor must conduct mobilization and demobilization, along with preparatory work.

2. The contractor must provide bonding and liability insurance.

3. Furnish and submit all permits, licenses, and regulatory approvals that may be required by, including but not limited to, Federal, state, city, and county agencies.

4. The contractor shall provide qualified surveyors with all labor, equipment, and materials necessary to conduct preliminary, construction, and as-built surveys, this may include but not limited to setting control, staking, and record data for work indicated in this task order.

5. Provide all plans, labor, equipment, and materials necessary for traffic control of parking lots, public and office roads, and highways as designated.

6. Furnish all labor, equipment, and materials to pothole, locate and verify existing utilities.

7. Furnish all labor, equipment, and materials needed to place temporary fencing, barricades, lighting, and signage to secure work area.

8. Furnish all labor, equipment, and materials to demolish and remove existing foundations, utilities, and appurtenances.

9. Demolition, saw cut, remove, dispose, reuse, or stockpile of existing concrete slab, curbs and structures, and other identified materials.

10. Demolition, saw cut, remove dispose, reuse, or stockpile of existing asphalt paving, asphalt curbs and patching, and other identified materials.

11. Furnish all labor, equipment, and materials needed to install ABA/ADA compliant curb ramps and cross walk.

12. Furnish all labor, equipment, and materials needed to place slurry sealant or fog seal on existing asphalt pavement as indicated.

13. Furnish all labor, equipment, and materials to stockpile all recyclable materials as indicated on the drawings.

14. Furnish all labor, equipment, and materials required to perform earthwork for roadway and parking area subgrade.

15. Furnish and place subgrade material.

16. Furnish and place compacted aggregate base material, for new asphalt pavement or patching.

17. Furnish all labor, equipment, and materials for grading shoulders along roads and parking lot for drainage.

18. Furnish and install new asphalt concrete pavement.

19. Furnish and place aggregate base, Plantmix bituminous surface, concrete curb, gutter, and sidewalks.

20. Furnish and apply the parking lot striping and parking lot markings.

21. Conduct, and submit all asphalt, concrete, or other material testing to comply with specification.

22. Furnish all labor, materials, and equipment to install site landscaping and irrigation system.

23. Furnish all labor, materials, and equipment to install solar lighting, poles, and concrete bases.

24. Contractor to provide for all materials testing and quality control testing; including sampling and testing of existing soils to determine dry density and optimum moisture content (Proctor). Quality control sampling and testing to be performed by a certified material testing laboratory under the direction of a Civil Engineer licensed in the state of Nevada.

4. Site Access

Access to the gated area and work site will be given via a PIV card issued to the project Superintendent. The Superintendent is responsible for providing access and logging in all personnel, materials, and deliveries to the site.

5. Contractor Use Areas

The Contractor use areas are designated in Attachment No. 12. The use areas must be used for equipment loading/staging areas, the storage of equipment and materials, parking, and other work-related activities.

6. Work Hours

Work shall be scheduled between the hours of 6:00 AM to 4:30 PM, Monday through Friday.

Any request for weekend work, holiday work, or work outside of the specified work hours must be submitted to the Contracting Officer for approval at least two (2) days prior to the activity.

7. Period of Performance

The performance period for Task Order No. 1 is 120 calendar days from receipt of Notice to Proceed.
