About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Bureau of Reclamation's Mid-Pacific Region for Lake Berryessa East Side Road Fence Repairs. The solicitation number is 140R2026Q0079, and this amendment is numbered 0006, dated June 30, 2026. The amendment incorporates contractor pre-bid questions and responses regarding project specifications and operational procedures.

The project involves fence repairs along approximately 7 miles at Lake Berryessa's east side road. Key specifications clarified in the Q&A include: pedestrian chicanes must be constructed from 2-inch Schedule 40 steel pipe in U-shaped configuration (not V-shaped) to comply with Americans with Disabilities Act (ADA) and Public Rights-of-Way Accessibility Guidelines (PROWAG) requirements, providing 48-60 inches of clearance for accessible maneuvering space. Contractors are permitted to use portable toilets on trailers that travel with crews along the fence line, provided any overnight storage locations receive prior written approval from Reclamation. The offeror must acknowledge this amendment by submitting a signed copy of SF30 with their proposal. The receipt of offers deadline is unchanged and remains July 9, 2026, at 12:00 p.m. The contracting officer is Rosana Yousefoarji at the Bureau of Reclamation, Mid-Pacific Region, Division of Acquisition Services, Sacramento, California.

Title: Lake Berryessa East Side Road Fence Repairs

Solicitation No.: 140R2026Q0079

Amendment No. 0006

Contractor’s Pre-bid Questions

Question 1. The pedestrian Chicane that is to be made of non-combustible material and in a U shape. I am assuming the 2"+schedule 40 pipe will suffice? Also, many of the pedestrian chicanes are made in a V shape (We do this for horse pens/arenas lots) and saves more time and material-would it be ok to make these into a V shape?

Response 1: Yes, 2-inch Schedule 40 steel pipe meets the requirements for a non-combustible

U-shaped pedestrian chicane, and this is consistent with the materials specified for gate and fencing in the project.

However, the project specifically requires chicanes be U-shaped, and this design provides a more accessible turning radius. Pedestrian facilities constructed on federal land must comply with Americans with Disabilities ACT (ADA) or Public Rights-of-Way Accessibility Guidelines

(PROWAG). U-shapes chicanes allow for accessible maneuvering space, offering 48-60 inches of clearance for appropriate turning movements. For these reasons, the chicanes should remain U-shaped rather than V-shaped.

Question 2. The repairs are going to be along 7 miles of fence the day use staging area has a restroom-however that will be a bit of a distance for my guys to walk to. Will it be ok to have a portable toilet on a trailer traveling with us along the fence line. The toilet will be portable so would a contractor be allowed to leave it on the fence line over night or would it need to be towed back to the staging area?

Response 2: Yes, you may use a portable toilet on a trailer that moves with the crew along the fence line. However, any location where the unit is left overnight must be approved by

Reclamation beforehand.
