About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Bureau of Reclamation, Mid-Pacific Region, Division of Acquisition Services for Lake Berryessa East Side Road Fence Repairs. The solicitation number is 140R2026Q0079, and this is Amendment 0004, effective June 26, 2026. The amendment incorporates attached Questions and Answers regarding the project scope and modifies the contract order terms. The offeror must acknowledge receipt of this amendment by submitting a signed copy of SF30 with their proposal. The date and time for receipt of offers remains unchanged at July 2, 2026, at 12:00 p.m.

The document includes contractor pre-bid questions and responses addressing project logistics and work procedures. Key clarifications include: wooden posts must be disposed of offsite; all equipment and debris containers must be staged at Eticuera due to NEPA requirements; water for cement mixing can be drawn from the lake using pumps; hot work for cutting cattle panels and pipes is permitted only if current fire restrictions do not prohibit it and all safety measures are followed, otherwise cold-cutting methods must be used; and a portable generator may be used at the staging area for charging tools, as no outlets are available. These responses provide contractors with essential information for bid preparation and project execution planning.

Title: Lake Berryessa East Side Road Fence Repairs

Solicitation No.: 140R2026Q0079

Amendment No. 0004

Contractor’s Pre-bid Questions

Question 1. The new amendment requests all wooden posts to be removed is there a storage/reclamation facility these should be delivered to? Or, will these need to be disposed of off site?

Response 1: They would need to be disposed of offsite.

Question 2. I can have a roll off box service truck for debris and waste- will it need to be at staging area, or can it be closer to the fence line?

Response 2: Any truck or container for debris, as well as all other equipment, must be staged at Eticuera. Staging is not allowed along the fence line due to NEPA requirements.

Questions 3. The water for the cement mixing- will it need to be hauled in from a bulk water supplier? Or can we fill up our tanks from utilities near the lake? Or we have submersible pumps we can draw water from the lake.

Response 3: The contractor can use pumps to draw water from the lake. There are no utilities available in that area.

Questions 4. Hot work to cut cattle panels at water crossings. Can we cut the panels with a grinder/torch? If not, we will have to use bolt cutters. Also, water gap connections and other h pipe connections may need some hot work done as well - a cutting torch will be needed to cut a hole in pipes. If no hot work allowed, we can drill-it will however take longer.

Response 4: These are allowed only if current fire restrictions (e.g., Red Flag Warnings or agency fire bans) do not prohibit it, and all required hot-work safety measures and permits are followed. This includes having a fire watch, controlling sparks, and clearing combustibles. If these conditions cannot be met, cold-cutting methods (bolt cutters, drilling, etc.) must be used.

Questions 5. Charging of portable tools - are there outlets at visitor center to charge batteries? if not we have generators that are portable.

Response 5: There are no outlets available. A generator may be used at the staging area.
