SAFETY OF DAMS DIVING SERVICES TO ASSESS SEDIMENTATION LEVELS WITHIN INTAKE #3 AT

COLEMAN NATIONAL FISH HATCHERY

March 2024

1.0 Scope:

Acquire professional diving services for an in-depth assessment of Intake #3 at Coleman National Fish Hatchery. The assessment will generate detailed data regarding the sedimentation levels within the intake, the current surface water elevation within the intake, and bottom hinged obermeyer gate removal. The assessment data will allow a replacement screen project to proceed. New screens must be in place as soon as possible to prevent risk of loss of human life and loss of endangered salmonids.

2.0 Background:

2.1 Facility Information

Coleman National Fish Hatchery (CNFH) was constructed as a salmon propagation and rearing facility to partially mitigate the loss of historic habitats in the Sacramento River watershed following the construction of Shasta and Keswick dams. To mitigate the habitat loss, the federal government established the Shasta Salvage Plan, which included the construction and operation of what would eventually become CNFH.

CNFH was constructed in 1942 on Battle Creek, near the city of Anderson in Shasta County, 5.8 river miles (RM) from the confluence with the Sacramento River, with fish culture operations beginning in 1943. It is located at 24411 Coleman Fish Hatchery Rd, Anderson, CA 96007. The Battle Creek watershed is considered a highly important and unique watershed, which historically supported large numbers and a broad diversity of anadromous salmonids. The Battle Creek watershed is part of the Basalt and Porous Lava diversity group, one of four geographic regions in the Central valley considered important to the formulation of Evolutionary Significant Units (ESU) for Chinook Salmon and steelhead. The portion of habitat for this diversity group occurs above Coleman National Fish Hatchery where several intakes for the facility’s water conveyance are unscreened. Unscreened Intake #3 causes the unwanted take of naturally produced salmonids from the upper Battle Creek watershed, which may negatively affect Battle Creek restoration and the winter-run chinook reintroduction efforts.

2.2 Intake #3

CNFH has non-consumptive water rights to withdraw up to 122 cubic feet per second (cfs) from Battle Creek, with a maximum requirement of 109 cfs being used for fish culture and an additional 13 cfs that is diverted through the hatchery intake and delivered to downstream water users. Intake #3 is one of 4 intakes devoted to water deliver for CNFH. Intake #1 (72 cfs) and #Expanded 1 (50 cfs) are the current primary intakes located on the tailrace canal of the PG&E powerhouse. Intake #2 and Intake #3 are backup intakes and are both unscreened. Intake #3 is the backup to Intake #Expanded 1 and draws 50 cfs when in use. Intake #3 is primarily used late May-early October and periods throughout the year when there is inadequate water delivery from PG&E’s Hydroelectric Operations. PG&E has decreased their usage of the hydroelectric operations over the last several years, which has caused the increased use of Intake #3. Additionally, PG&E has decided not to pursue a renewal of its Federal Energy Regulatory Commission (FERC) license for the Battle Creek Hydroelectric Project and soon CNFH will soon be reliant on a water supply directly from Battle Creek. As such, CNFH is heavily reliant on this water intake in the present and future of its operation. U.S. Fish and Wildlife Service (USFWS) automated Intake #3 to take water from Battle Creek when the water level in the water supply canal drops below the minimum level required to meet hatchery water demands.

PERFORMANCE WORK STATEMENT (PWS)

Major modifications to the CNFH’s Intake #3 screening system occurred throughout 2007-2010 to limit entrainment of natural origin juvenile salmonids. The modification consisted of the creation of a concrete structure with four intake portals, each equipped with an electric motor-driven rotating fish screen. Unfortunately, the infrastructure associated with Intake #3 has been deemed a design failure by Reclamation Operations and Maintenance, as the screens could not operate under the sediment-rich and capricious flow conditions of Battle Creek. Fine sediment passed through the screens and settled out in a sump within the intake and immediately downstream, instead of being flushed through the discharge manifold. The traveling screens become blocked by this fine sediment and their rotating mechanism have broken. Two of the four screens have been completely removed to allow for adequate water supply to be delivered to the hatchery, the other two screens are still in place but non-operational. All deficiencies include broken plastic and metal screens, broken sprockets, motor issues, sediment buildup, debris/brush build up on the screens, vandalism of unprotected controls, sediment-plugged filters on the spray bar system, and two broken precast concrete covers on the control deck.

The dive work requested is to acquire data to be used in the development of a new design that modifies the existing structure a new screening design capable of addressing the high sediment loads and extreme fluctuations in flow within Battle Creek. Diving services will include the assessment of the sedimentation level and surface water elevation within Intake #3 at Coleman National Fish Hatchery. The contractor shall also remove and dispose of the inflatable bladder and bottom hinged obermeyer gate as indicated on the attached drawing outlined in a red square. The bottom hinged obermeyer gate contributes to the fine sediment settling issue in front of the intake. The contractor may find other unusual objects during the sediment survey, such as cobbles/boulders and/or man-made things that washed down and lodged there.

If the government desires to remove any objects that could impede the operation of a new screen system, the contractor should be able to remove such objects and mobilize the proper equipment. Should such objects be encountered, the contractor shall describe them to the Contracting Officer’s Representative (COR), including what the object is and its dimensions. This information will be informed to the contract officer and the Contractor and COR shall take direction from the contracting officer on how to proceed. The removal work would be incidental to the sediment survey and is a fraction of the cost of the overall survey work.

2.3 Emergency Authorization

The removal of these screens presents a safety risk for hatchery personnel, recreational users of Battle Creek, and Endangered Species Act (ESA)-listed salmonids. Hatchery staff had to remove two of the four screens to allow for adequate water supply to be delivered to the hatchery. Their removal has left the intake to be exposed and vulnerable for unwanted entry and is an immediate life safety concern when the intake is in operation. Expediting the development process of a new design which will barricade unwanted entry to the intake is urgent and justifiable to ensure the safety of ESA-listed species and human lives.

Unscreened intakes cause the unwanted capture and mortality of adult and juvenile ESA-listed salmonids at all water entry points when the intake is in operation. Battle Creek watershed is considered highly important in the context of endangered and threatened species recovery planning. The role of restoration of natural salmonid populations in Battle Creek includes the upstream passage on ESA-listed threated Spring-run Chinook and Central Valley Steelhead, and reintroduced endangered Winter-run Chinook. California Central Valley Spring-run Chinook Salmon and Steelhead are federally listed as a threatened species under the ESA by National Marine Fisheries Service (NMFS). Critical habitat has also been established for steelhead (63 FR 7764; February 16, 2000) which includes Battle Creek. Sacramento River winter run Chinook salmon are state and federally listed as endangered. NMFS listed these as a federally endangered species on January 4, 1994 (59 FR 440). Winter Chinook salmon have been listed as endangered under the California Endangered Species Act (CESA) since September 22, 1989 (California Code of Regulations, Title XIV, Section 670.5).

Reintroduction of winter run to suitable historic habitats, including Battle Creek, is integral and critical to achieving recovery of the species (ICF International 2016). Unscreened Intake #3 causes the unwanted take of naturally-produced salmonids from the upper Battle Creek watershed, which may negatively affect Battle Creek restoration and the winter run reintroduction. This significantly affects the hatchery’s take of listed species, potentially leading to violations of regulatory obligations.

The open exposure of this site to Hatchery staff and recreational users of Battle Creek is an immediate concern for Reclamation. There is currently no way to prevent unwanted persons from entry into the Intake while still allowing for uninterrupted hatchery operations unless it is screened. Since the site’s creation, there has been vandalism of unprotected controls on land nearby, and it now has expanded to directly on the intake itself due to its vulnerability to entry.

Additionally, hatchery staff have noted recreational swimmers jumping from atop the Intake #3 and kayakers entering the exposed intake. The interior of Intake #3 is considered a confined space and the current improper barricades to unwanted personnel could lead to entrapment if the intake is not operating and death if the intake is in operation. Since the Intake is automated, unwanted persons inside the intake maybe caught unaware at anytime. Due to the increased use of this Intake, it is essentially Reclamation address this safety issue as soon as possible.

The deadline to perform this work is June 7, 2024. Coleman National Fish Hatchery will then be completely reliant on Intake 3 from Late June 2024 until Late Fall/ Early Winter 2024.
