About this file

This document is an amendment (Amendment 0003) to a federal solicitation for Emergency Backup Generator Service by the Bureau of Reclamation's Pacific Northwest Region. The amendment addresses six contractor questions regarding maintenance form approvals, badging/security clearance processes, training schedules, generator location accessibility, generator count clarification, and repair work mechanisms. Key details include clarification that there are ten total generators (not an additional one as previously suggested), badging/security clearance can take 30-120 days, HECP training occurs monthly on the first Wednesday, and contractors must be prepared to access generators via dirt/snowy roads using appropriate vehicles. The contract period of performance is set for September 1, 2025 to August 31, 2030, with repairs to be handled via credit card or separate contract depending on cost. The solicitation is a small business set-aside under NAICS Code 811310 for commercial and industrial machinery maintenance, with a $8 million small business size standard.

The purpose of this amendment is to answer the following questions.

Question #1: Section 6.3 allows the use of contractor-provided maintenance forms upon approval. Are there any formatting or content requirements (e.g., alignment with POM-400) we should follow when submitting our forms for approval?

Question #2: Can you confirm the approximate lead time required for badging and security clearance for contractor personnel, and if there are specific documents (besides a valid driver's license) required?

Answer #2: It has been completed in 30 days and up to 4 months or more depending on each circumstance. If individuals are responsive and get what is asked of them done as soon as they receive their notice that will help it take less time. The individual will need to have a RealID complaint driver¿s license to prove identity with the gov. In addition the contract covers the security portion of their responsibilities.

Question #3: Since the HECP training is offered monthly, how soon after contract award can our staff be scheduled for the required training?

Answer #3: Once the contractors have been provided badges to be allowed to enter the admin bldg, they can attend the HECP training, which is provided the 1st Wednesday of every month.

However, you will need to contact the Contracting

Officers Representative to schedule the training.

Question #4: Two generator locations are only accessible via dirt roads. Are there any seasonal restrictions or equipment requirements (e.g., 4WD, chains) we should plan for in those areas?

Answer #4: The access roads can be plowed by

Bureau personnel after snowfall, however, contractor should be prepared to use a vehicle capable of traveling on dirt, snowy, or icy roads to get to the generators.

Question #5: The PWS mentions one additional generator will be added to the contract at a later date. Could you clarify the timeline and expected location/configuration of this generator, if known?

Answer #5: This was an error in the PWS. There is a total of ten generators. There are no plans to add additional generators.

Question #6: For repairs outside the scope of routine maintenance (Section 11.1), can you confirm the mechanism and contracting vehicle that will be used for such work?
