About this file
This document is an Amendment (0002) to Solicitation 140R1725Q0053 for Emergency Backup Generator Service issued by the Bureau of Reclamation's Pacific Northwest Region. The amendment makes several key modifications: (1) clarifying narrative for Contract Line Items (CLINs) 010, 030, 050, 070, and 080 by adding "Inspection, and Maintenance" to each, (2) scheduling a non-mandatory site visit for July 01, 2025 at 10:00 AM Pacific Time, and (3) extending the solicitation due date from June 13, 2025 to July 11, 2025.
The amendment also includes responses to two vendor questions regarding generator load testing and electrical work. The contract covers monthly load testing, inspection, and maintenance for ten backup generators at the Grand Coulee Dam complex, with a base period from September 01, 2025 to August 31, 2030. The contract is structured with a base year and four optional one-year renewal periods. Notably, permits are not required for the electrical work, though a Washington state certified electrician is recommended. The product/service is classified under code J061 for maintenance and repair of electric wire and power distribution equipment.

After the site visit, please email all questions to tmest@usbr.gov no later than July 03, 2025 at
1:00 PM, Pacific Time. Answer will be posted in an amendment to the solicitation. Questions after this date will not be addressed.
3. Extend the Solicitation due date from June 13, 2025, to July 11, 2025
4. Answer the following questions:
Question #1: My question is about the Load
Testing of all ten generator. I see that they are requiring 30min at minimum 30% loaded load banking every month. Is this something that we could do a loaded transfer through the transfer switch to help with wear and tear on the generator breakers.
Answer #1: All of the generators (except the 1 at the 911 tower site) are tested with the load bank. The previous COR had the electrical shop install external load bank connection boxes to all the other generators, except the large Cat and for the 1 at the fire station, & those 2 still require hooking up to the breaker.
Question #2: Do the electricians need to pull permits being that this is federal agency?
Answer #2: Permits are not required. Although, it is recommended to have a WA state certified 01 electrician to complete the work.
