About this file

This is Amendment No. P00005 to a federal solicitation for turbine repair services at the Nathaniel "Nat" Washington Power Plant, located in the Columbia Pacific Northwest Interior Region 9.

The solicitation covers comprehensive turbine repair work for six hydroelectric generating units (G19-G24) operated by the Bureau of Reclamation. Services include welding repair of turbine runners and stay vanes, finish grinding of hydraulic profiles, draft tube platform installation and removal, coating of turbine components, asbestos survey and removal, abrasive blasting, load testing, and contract document management. The work is structured across multiple price schedules (A through M) with varying quantities for different units and work activities. Measurement and payment are based on weight of weld metal (pounds) for welding repairs and area (square feet) for grinding work. The contract is divided into six units with scheduled maintenance outages extending from August 2026 through March 2032, with turbines available for repair during 90-day periods at each unit's scheduled outage. Work is restricted to Monday through Thursday, 6:00 AM to 5:00 PM, with limited pre-outage access for material sampling. The solicitation references comprehensive technical standards including ASME codes, AWS standards, and ASTM specifications for welding, material testing, and quality control. Contractor responsibilities include secondary damage assessment, verification inspection by third-party inspectors, non-destructive examination of repairs, and detailed documentation using government-provided forms. The amendment revises sections on price schedules, work by government, work restrictions, submittals, metal fabrications, and turbine repair procedures.
