About this file

This is a Questions and Answers (Q&A) document addressing 19 clarifications on a federal construction project involving water-based work and shoreline improvements.

Key clarifications address water management, access, and environmental compliance. Lake elevation will fluctuate during the construction window with normal water operations and will not be purposefully drawn down; water depth near the shoreline may be less than 6 inches on sandy beaches. The contractor is permitted to use only half the boat ramp with public access maintained, though may request full closure from the Contracting Officer for crane operations. The contractor must open and secure the log boom daily and is responsible for site surveying per Section 01 71 20. Barge-based work with wet loading/unloading is permitted provided sediment controls per Section 01 57 30 are implemented. An archaeological monitor will be onsite throughout construction.

Environmental and operational requirements include mandatory biodegradable oil for all equipment per Section 01 57 30-9, with SPCC plans required for barge-specific operations where oil release could enter water. Contractor must immediately notify the Contracting Officer of any spills; Reclamation owns the Water Quality Certification Order and will notify state agencies. Revegetation must be completed by April 15, 2027, per HPA Condition 26, though other construction activities may continue through May 1. Screen openings must comply with the more restrictive HPA permit requirement of 5/64" square openings. The Government granted a bid due date extension to allow review of identified specification issues, including erroneous references, missing seed mixture schedules, and conflicting compaction tolerances that will be edited prior to award.

Questions Answers

What lake elevation is expected during the construction period, and is the water level generally stable or subject to fluctuations? If variations are anticipated, is information available on the expected range of change?

Refer to Section 01 14 10

2 How old is the survey, and are bathymetric soundings or other depth‑measurement data available for this area?

Survey was performed in August of 2021 for both topographic and bathymetric data.

Bathymetric surface is shown in the drawings combined with the topographic surface.

Contractor is required to survey the site according to Section 01 71 20 and drawings

Given that the project specifies contractor access to half of the boat ramp, is there an option to temporarily close the entire ramp to public use for approximately 3–4 days to allow safe crane operations for launching and retrieving the portable barge?

As written, Contractor is only permitted to use of half the boat ramp so the remainder stays open to the public. Contractor can submitt request to the CO for approval.

4 Will an archaeologist be present on site at all times during construction activities?

An archeological monitor will be onsite during the construction period. Refer to Section 01 57 90

Can you clarify the water depth profile near the shoreline—specifically, how shallow the water is at the bank and how far that shallow area extends—and, based on those conditions, how close a barge can safely approach during operations?

Water elevation will fluctuate during construction window with normal water operations. Based on the average curve data for water surface elevation there may be less than 6 inches of water on the sandy beach. Refer to figure in 01 14 10.

6 Will the log boom be opened for construction access, and who will be responsible for moving and replacing it?

The Contractor will have the ability to open the log boom and will be responsible for locking it back up at end of day. Please refer to Section 01 55 00 Part 3.01.B and

Section 1 56 10 Part 3.01

7 Is biodegradable oil required in the equipment Yes. Biodegradable oil is required for equipment in accordance with Section 01 57 30‑9 of the Water Pollution Control specification.

Section 32 92 15 Part 3.02.B (p. 156) references a Part 3.03 for additional instructions, but the section ends at Part 3.02. Please clarify if additional execution instructions were intended or if the reference should be removed.

Will edit spec to remove erroneous reference.

Section 32 92 20 Part 2.01.B (p. 160) and Landscape Sheet 222-100- 61361 (p. 10) do not provide a specific seed mixture schedule or application rate. This information is required to accurately price and execute CLIN 8. Please provide the required seed species composition and application rate

Will edit spec to add the seed mix and application rate.

Section 31 37 00 (p. 148) and Typical Section (Sheet 222-100-61360, p.

9) show Void-Filled Riprap placed directly over a biodegradable Erosion Control Blanket (ECB) with a 3-year longevity. No permanent filter fabric or granular filter layer is specified. Once the ECB degrades, the fill will be susceptible to erosion through riprap voids. Please confirm if a permanent filter layer should be added.

No permanent filter layer should be added. The intent is that by the time the ECB will start to degrade, vegetation in the void-filled riprap should be established and act as a natural barrier to erosion activities.

Section 31 25 14 (p. 143) requires the ECB subgrade to be free of protrusions > 1-1/2", but Section 31 23 11 (p. 141) and Section 31 23 02 (p. 134) allow stones up to 3-5" in the compacted fill. Please clarify if a bedding layer is required or if fill gradations should be revised for the top lift.

The fill is specified as no stones larger than 3” in diameter. This is also being compacted and is also specified to place fill carefully and spread in uniform layers so that all spaces about rocks and clods will be filled. This should provide a smooth surface with protrusions of less than 1.5 inches for the ECB.

Section 31 23 02 (p. 136) contains conflicting moisture content tolerances for soil compaction: Part 3.02.B.2.a specifies -4% to +2% of optimum, while Part 3.04.B.3.b.1 specifies +/- 2%. Please clarify the required tolerance.

Part 3.02.B.2a is the moisture content allowed during construction. Part 3.04.B.3.b.1 is specifying the Density as measured from D-value for acceptance purposes of moisture range which is a tighter tolerance. These do not conflict with each other, one is “operational guidance” the other is acceptance requirements.

Section 01 51 00 (p. 72) allows square screen openings up to 3/32", but HPA Condition 23 (Permits, p. 28) limits square openings to 5/64".

Please confirm that screens must comply with the more restrictive HPA permit requirement.

Will edit spec to change square opening size to the size specified in the HPA.

The Categorical Exclusion (Permits, p. 10) requires a barge-specific SPCC plan, but Section 01 57 30 (p. 91) only requires an SPCC plan if aggregate oil storage exceeds 1,320 gallons. Is a barge-specific plan required for all over-water work regardless of storage volume?

Section 01 57 30 Part 1.03.C.1.a says an SPCC plan is required where release of oil could reasonably be expected to enter the water in addition to oil storage exceeding

1320 gallons. But we will edit specs to add requirements for the barge specific SPCC plan for further clarification.

WQC Order No. 24018 (Permits, p. 4) requires immediate notification to Ecology, WDFW, and Emergency Management for spills into state waters, but Section 01 57 35 (p. 102) only specifies reporting to the COR. Please confirm that the contractor is responsible for these agency notifications.

Reclamation owns the WQC Order and will not be transferring it to the contractor.

Reclamation will be in charge of notifications. The contractor shall immediately notify the COR per the spec, and the COR (as the permit owner) will notify all the agencies listed in the order.

HPA Condition 26 (Permits, p. 28) mandates revegetation completion by April 15, 2027. However, Section 01 14 10 (p. 14) allows construction through May 1. Please clarify if the revegetation work must be completed by the earlier April 15 deadline to comply with the permit.

Contractor does have to comply with permit which is more stringent. Revegetation will have to be completed by April 15 but other construction activities can still occur up to May 1.

OHWM is shown at 1570, will the water be drawn down for beach access via heavy equipment or is the project slated to only be done via barge?

Water elevation will fluctuate during construction window with normal water operations. Water elevation will not be drawn down purposefully for construction activities. It is up to Contractor to come up with means and methods of access

If the work is slated to be done via barge, will the contractor be allowed to load/unload “in the wet” to handle the extremely shallow draft along the work area?

Yes, but sediment controls must be in place to reduce sediment release per Section 01 57 30.

19 Can the Government grant a bid due date extension to allow for review of these issues? Yes an extension will be granted.
