Questions Answers
5 Section 01 64 40 Para. 1.04B it states delivery dates are listed in Table 01 64 40A. No dates are listed.
Section -1 64 40 Paragraph 2A states products will be furnished upon notice to proceed. Government furnished products are anticipated to be delivered as early as
04/01/2024.
6 Please provide submittal drawings for the FRP pipe that show the lengths and type of joint.
Government furnished product data has not been approved/received by the Government. The data can be provided once the Government has approved/ received.
Section 33 46 40 Para 2.07.A.2 states access hatch of size shown on the drawings. No size is shown on the drawings.
Section 33 46 40 Para 2.07.A.2 updated from "Cover shall be an aluminum floor access hatch of size shown on drawings." to "Cover shall be an aluminum floor access hatch of size that approximately matches the centerline dimensions of the concrete walls of the flume enclosure shown on drawing 33-D-61451, allows for proper anchorage of the hatch assembly, and allows for installation and servicing of the Parshall flume and stilling well, and protects the interior of the enclosure from ingress of debris."
How many light fixtures and receptacles are required in each Auxiliary Drain and Inspection Well number 1 and 2? Interior or exterior?
For light fixtures refer to drawings 33-D-61467 and section 26 51 10 Part 3.01 D.
For receptacles refer to spec section 26 27 30 Part 3.01 C.
Are the 480-volt receptacles required in each Auxiliary Drain and Inspection Well number 1 and 2?
Yes one per location, refer to spec section 26 27 30 Part 1.04 A.
Is there a specific transition enclosure requested from the 2” RMC from Panel P1 to receptacles and lights in each Auxiliary Drain and Inspection Well?
Follow guidelines on National Electric Code for propper transition.
HVAC control panel is calling out for a NEMA 4X enclosure, panelboard and transformer load center in spec section 262216-2 calls out for NEMA 250, 3R. Please confirm.
Provide NEMA 4X enclosure for HVAC control panel, per Drawings 33-D-61602 and -61467
Is the equipment on one-line drawings 33-D-61462, 33-D-61463, 33- D-61464 existing?
The equipment mention on drawings 33-D-61462, -61463, and -61464 will be installed by Reclamation prior to construction and we will update the drawings to reflect as built conditions.
Is there any electrical scope in the Generator Building, Electrical Building, Gauging Station?
No
14 What is the estimated distance between the existing generator building to Auxiliary drain inspection well number 1?
Please refer to drawings 33-D-61767 and 33-D-61771 to estimate a distance between the existing generator building and Auxiliary drain inspection well No. 1.
Sheet 33-D-61462; note 5 contractor is to supply the conductors from P1-2 to Panel P2. Sheet 33-D-61465; note 1 wire and conduit. Please confirm which note we are to follow.
Drawing 33-D-61462, note 5 states that contractor should supply conductors from panel P1 breaker P1-2 to incoming power for panel P2 inside the ispection well.
Drawing 33-D-61465 states the conduit size for the remaining conduit run from
Contract 1, final conduit installation on drawing 33-D-61626 to contract 3, inspection well drawing 33-D-61466.
Are any of the inspection wells classified as hazardous locations? If so, what class?
The space will be considered a permit required confined space while construction work is occurring. Once all equipment has been installed and tested/commissioned, the space will not have a CS or PRCS designation because it has been designed for continuous human occupancy and all hazards have been mitigated for.
Please provide a detail, shape, thickness, etc. for the PVC waterstop.
Section 03 15 12 Para. 2.02.B mentions a Standard Drawing 40-D-
6463 that is not included in the drawing set.
Standard Drawing 40-D-6463 should have been included in the reference drawings.
All information required for details, shape, thickness is included in drawing 40-D-
6463.
CLIN 7 is for 6-inch Strip Waterstop. The Specification Section tied to it is for PVC waterstop, same as CLIN 6 – 6-inch PVC Waterstop.
Where is this material used at? Need details for it also.
Specification Section 03 15 17- Hydrophylic Strip Waterstop has been added. 03 15 12 PVC Waterstop has been amended. 01 33 00 Submittals has been amended.
Price Schedule CLIN 7 has been changed to 1-inch Hydrophylic Waterstop.
Dwg. 33-D-61445 shows 1” hydrophillic waterstop. No specification, size, is given for this material.
Specification Section 03 15 17 - Hydrophylic Strip Waterstop has been added to provide additional information for this material.
Dwg. 33-D-61616, Steel Transition Anchoring detail. Please provide the Bureau’s perceived sequence of installation of the transition parts as it relates to these anchors. Items to consider:
A.Are/do either of the anchor nuts get welded to the liner? If so, before or after the anchor is installed?
B.Are the anchors installed before or after the liner is in place?
C.If the anchors are installed prior to the liner pieces being set, the anchors will not be parallel to each other due to the radius of the inside of the existing conduit and liner pieces. This prevents the liner pieces from being able to slip directly over the anchors.
D.The nut on the exterior side of the liner will not be accessible once the liner is set in place.
E.How is the anchor to be torqued per Section 35 21 95 Para 3.01.M? The interior side nut is basically flush with the liner surface per the anchor detail. A socket cannot be engaged.
F.Which nut is considered the primary nut, and which is the secondary as mentioned in Para. 3.01.M.10.g?
G.What is the finish requirement on the interior side of the lining at the anchor?
H.Torque values are to be designed in RSN 35 21 95-4 per 35 21 95 Para. 3.01.M.10b. What are the design considerations and at what point are they torqued?
A. Neither nut is welded B. They can be installed before or after the transition plates are in place
C. We agree with the observation. The intent of the design is to permit flexibility for the Contractor to set the transition, obtain the proper surfaces for weldments, and achieve a smooth fluidway.
D. We believe there is access from the downstream side of the transition
(sequencing of installation, tool extensions to access nuts, etc.).
E. Standoff nuts do not require the same amount of torque as clamping nuts, and a full torque wrench socket may not be needed for installation F. This language applies to the deflector plate anchors, not the steel transition.
G. Surface finish of interior of transition to meet requirements for coatings per
Section 09 96 20 Paragraph 3.09 Tabulation No.1. There is not a metal fabrication finish tolerance specified.
H. The torque values need to be sufficient to allow for installation of the steel transition plates when considering the weight of the plates and grouting pressure in the installed condition. Contractor is to follow adhesive anchor manufacturer's recommendations. The sequencing is determined by the Contractor.
Note: These responses are means and methods, we defer to the Contractor for the most effective method of installation
Does CLIN 9 – Concrete include all concrete shown for the project except the Mudmat?
Correct. The volume of concrete shown in CLIN 9 reflects the Cast-in-Place concrete required as shown in the final QEW for the following structures: Collar, Conduit, Headwall Outlet transition/channels and the parshall flume structure.
22 What material is to be included in CLIN 10 - Cementitious Material?
CLIN 10 can be removed because the contractor is responsible for mix designs.
Paragraph 1.01.B in Specification Section 03 30 00 has been deleted.
Please provide shop drawings for the steel pipe liner so locations and type of stulling (wood or steel) that will be furnished in the pipe can be known.
Government furnished product data has not been approved/received by the Government. The data can be provided once the Government has approved/ received.
Due to the amount of engineering and technical proposal requirements for specific work activities, plans and design we request a 4-week extension for bid submission.
The government will not be providing a 4 week extension for bid submission at this time, however the government will provide a 2 week proposal submission due date of February 23rd 2024.
Table 01 64 40A Government Furnished Products provides basic information, is there specific product / submittal information available for all Government furnished materials and can this be made available to the contractor prior to bid submission?
Government furnished product data has not been approved/received by the Government. The data can be provided once the Government has approved/ received.
Are there photos available of the outlet works structures?
Yes. Photos are provided in Specification Section 51 00 90 - Existing Conditions Within Outlet Works.
27 On-site safety Representative, can this person perform other duties?
No. Specification Section 01 35 30 - Contractor's Onsite Safety Personnel, Article
1.05, Paragraph B.12. has been deleted to clarify this question.
Document entitled “J_3_Permits-743_pages” (Page 37 of 743) has the snippet below. It states that a New Generator would be installed in a New Generator Building. Please confirm if these are to be built and installed. There is no mention of a New Generator in the drawings or the specifications.
New generator will already be installed in new generator building.
29 Please provide information regarding the FRP pipe type/manufacturer, joint type, joint length, pressure rating, temperature range, etc. JH

Please confirm that all steel pipe liner joints have steel backing plates similar to the “Steel Transition to Steel Liner Backing Plate” Detail on Sheet 33-D-61615? Will the steel pipe liner be fabricated with the steel backing plates welded in-place?
The detail shown on 33-D-61615 is only for the connection from the Steel Transition to the first liner piece. See FIO DWG. 33-D-61609 for typical steel pipe liner joints. The steel pipe liner will be fabricated with backing plates welded on.
Please confirm that the 30 CFS bypass flows will be available within the “Reservoir pumping limit area” on Sheet 33-D-61773 for bypass pumping when Kachess Reservoir is fully drawn down during fall/winter period.
Yes. The reservoir will inundate a portion of the reservoir pumping limit area shown on Dwg 33-D-61773. The contractor is responsible for water diversion in accordance with the specifications. Water surface elevations fluctuate depending on the water year. 30 cfs is always passed during current operation for fish flows even during major drawdown.
Please provide clarification for what scope CLIN 4 Bid Item Interior Preparation/Cleaning covers. Section 01 74 00 does not provide details regarding cleaning or preparation of the tunnel interior.
01 74 00 has been updated to be a cost item.
Please provide clarification for what CLIN 10 Cementitious Material is for. Paragraph 1.01 B Measurement and payment for this items states volume, while CLIN 10 unit is per ton. The specification does not provide details for the scope of work for CLIN 10
CLIN 10 can be removed because the contractor is responsible for mix designs.
Paragraph 1.01.B in Specification Section 03 30 00 has been deleted.
Section 01 51 00 Temporary Utilities Paragraph 1.05.A provides for a 460V 50 Amp plug for Contractor’s use. Is this all available 460V 3- Phase power? Can the Government provide the contact information for the electric utility provider in Phase 2 so that an estimate can be provided for additional temporary power.
Yes. As indicated in paragraph 1.05.A., "Single-phase (120/240 Volt) electrical service power (with 4-prong twist-lock plug) and three-phase power (460 Volt, 50 Amp, 3 phase) at spare breaker of panelboard will be made available on site at new generator building shown on drawings."
Puget Sound Energy (PSE) contact - Dan Swan, 425-457-6485. Reclamation will pay for power use in accordance with Specification Section 01 51 00 - Temporary
Utilities.
Please confirm that the Government will pay for all temporary power use charges from the utility company with the exception of setup costs.
Correct. As indicated in paragraph 1.05.A. and 1.05.B of Specification Section 01 51 00 - Temporary Utilities, no charges will be made for power obtained from new generator building shown on drawings or from a location selected by Contractor. In accordance with paragraph 1.05.B., the establishment/setup of power at a location selected by Contractor (not at new generator building) will be at Contractor's expense.
Will a cofferdam outside the footprint of the lined outlet works channel be necessary to complete the concrete channel underdrain and relining work?
No. Note 8 on drawing 33-D-61411 indicates "Cofferdam may be located anywhere within the outlet works discharge channel downstream of the excavation limits."
Will the Government allow a two week bid extension to February 23rd to allow for sufficient time for proposal preparation?
Yes,proposal submission due date has been extended to February 23rd 2024
