About this file

This document is an amendment to the solicitation for the Kachess Dam Modification Phase 3 project in Yakima, Washington.

The amendment provides responses to contractor questions, revises submittal requirements and timelines, and updates specifications. Key details include that the project remains a total small business set-aside. Submittals for items such as safety, quality control, environmental protection, and construction plans are due at least 28 days prior to mobilization. Construction will require diversion of reservoir releases, cofferdam installation, excavation and reconstruction of the outlet works channel. The Bureau of Reclamation is the contracting agency. Products and services encompass concrete, earthwork, drainage, instrumentation, and HVAC work needed to modify the dam.

# Offeror Question Government Answer Answered in Amendment

Is there another set of drawings for this project? We have the ones provided from today but were hoping additional ones might be available

No, there is not another set of drawings. The ones posted to SAM.gov in the intial solicitation are current and complete.

The Kackhess Dam Modifications -Phase 3 project is solicited as a total small business set-aside project. Can we bid it as a subcontractor to a small business general contractor even thou we are not a small business?

The Prime contractor must be compliant with the clause at Section I 52.219-14 Limitations on Subcontracting (Oct 2022).

Question in regards to Notice ID - 140R1024R0002 Kachess Dam Modification Phase 3. We noticed Government Furnished Products included 413lf of Steel Pipe. Is this part of the bid or bid as a separate project?

Government Furnished Products including 413lf of Steel Pipe will be furnished by the government and provided to the contractor. The contract to procure government furnished material has been awarded.

4 Is there a possibility USBR would open this project up for all to bid?

No, at this time the government will not change the small business set-aside to an unrestricted competition.
