Question #1: I have a question about spec section 432426. We are not having any luck w/ our VT pump manufacturer's being able to hit that duty point of 33 gpm @ 712' TDH. I'm curious if a well pump is more inline with what you're needing?

Government Response: The pump required is as listed in the Specifications and Drawings.

Question #2: I did not attend the site visit. I sent our superintendent instead. I assumed he would get pictures but pictures weren't allowed. Are you able to send me pictures? Any way I can get a site visit?

Government Response: All relevant pictures are available in the drawing specs. During the initial briefing when the safety briefing was being accomplished the facility manager advised to do security protocols no internal photos and or videos could be captured of the facility. All relevant photos for the projects are on the drawings. Unfortunately coordinating another site visit is not possible…many BOR personnel traveled in from out of state towards accomplishing yesterday’s event.

Specific additional photos may be requested by those who attended the site visit as discussed on site. Requests need to be very specific to ensure the correct photos are taken.

Question #3: RFI Per L.26; Offerers are to submit proposals on forms furnished (SF 1442 and continuation sheet) by the government. Questions: Is there a list of other attachments to include or are attachments needed? I would assume at least the bid bond needs to be attached.

Government Response: The specification language speaks for itself.

Question #4: RFI Spec section 01 31 30, states that the Contractor is to provide a "Contract Document

Management System" for both the contractor and the government to use. Question: Is this applicable for this project? If this is applicable for this project, is there software the government prefers? There are a lot of different projects out there.

Government Response: Any program that meets the Specifications.

Question #5: RFI Question: Are there on site staffing requirements? On a project this size, I would assume the superintendent could be both the Safety Officer and primary supervisor.

Government Response: This is possible assuming all qualifications of both positions are met.

Question #6: Is access to well only allowed by crossing the concrete access bridge on the left abutment?

Government Response: The BPA Bridge is the only access available to the well site. There is no downstream access point.

Question #7: What is the weight limit on the bridge and dimensions?

Government Response: Bridge load design is HS 20-44. See Specifications for notes on loads over this crossing the bridge. The bridge is approximately 55-feet long, and 14-feet wide (outside edge to outside edge)

Question #8: Can you provide the bridge analysis?

Government Response: Bridge load design is HS 20-44. See Specifications for notes on loads over this crossing the bridge.

Question #9: Is there a Geotech available for the HDD boring alignment or well installed to date?

Government Response: Drilling reports from construction of the well are attached.

Question #10: Will there be any issues with the HDD alignment running underneath the existing communication building and equipment on the left abutment?

Government Response: The Specification Package speaks for itself.

Question #11: Is it expected for a new concrete landing to be installed outside of adit with new handrail?

Government Response: Damage to concrete or sections removed shall be replaced to match existing.

Question #12: How is new handrail to connect to existing handrail, and do you have specifications on the handrail?

Government Response: Sections removed shall be reinstalled or replaced to match existing.

Question #13: There was an electrical ped noticed along the side of the access road to the well. Are there asbuilts as to where that runs, and if it will interfere with well modifications and HDD operations?

Government Response: What looks like an electrical pedestal is a seismic monitoring device. There is a buried conduit that runs up the of the road towards the plant. PER the FAR and Specifications all existing utilities are to be protected.

Question #14: Grates in the elevator chase, are those to be cut or replaced when installing the new water line conduit? If cut, will each need to be removed and modified with guarding and then reinstalled? Or is it intended to modify while in-place?

Government Response: The specification and drawings speak for itself.

Question #15: Plansheet 447-100-60509 shows all three conduits (2” PW, 1” DC, and 2” AC going through adit door together in one profile, but plansheet 447-100-60510, detail A & B show them separated. Can you provide better detail how you want this transition?

Question #16: Plansheet 447-100-605012, will there be any guarding around the Block 14 hydropneumatic tank detail as the location is outside of the elevator door?

Government Response: There will be a guardrail around the tank. See new sheet 477-100-60516 attached*

Question #17: Will contractor need to be escorted at all times?

Government Response: No.

Question #18: Will special security clearance need to be required for all workers onsite (General contractor, subcontractors, and vendors coming to site) before work can commence

Question #19: What level of security clearance and where can that be obtained?

Question #20: Is an external job-trailer required and will amenities need to be provided for the BOR and

EOR?

Question #21: Will the contractor be allowed a staging and workspace within the powerplant?

Government Response: Staging areas are shown on plan sheets.

Question #22: Has lead time been taken into account for specialty electrical components that need to be ordered?

Government Response: Contract assumes standard lead times.

Question #24: Will the BOR entertain the request to postpone the bid date to 6/26?

Question #25: Will potential workers have to commute to Browning for background checks/paperwork?

Question #26: Can the elevator(s) be utilized by contractors to move personnel and materials? Any restrictions that may apply? Assumed Block 14 elevator will only be utilized?

Government Response: Elevators have a load capacity rating that cannot be exceeded and require key card access for use.

Question #27: Will the contractor have to be escorted at all times by a member of the dam’s staff?

Question #28: Does the site have any additional entrances (east side?) to the inspection gallery to allow access for materials up to 20 feet in length?

Government Response: If this question is asking if there are any openings on the east side of the dam (i.e.

the forebay side when looking at a map for east), then no, there are not. There are four accesses to the roadway gallery: one at each end that is security controlled and must be locked when not in use and daily, and an entrance within each elevator tower to the roadway. Best options for material entry to roadway are the towers but would have to be lowered to that floor via stairwell (elevators can't handle 20 foot sections by my estimation).

Question #29: Any particular detail for concrete core drill penetrations? Link Seal? Grout?

Government Response: See Specifications and new plan sheet 447-100-60516 attached *

Question #30: Vertical pipe chase: Will new penetrations require any sort of guarding/protection from sharp edges? Will the expanded metal need to be removed for adding the new penetrations to avoid falling objects/hot work slag going down the vertical shaft?

Question #31: Does the existing facility have any prior anchoring provisions/requirements for work within the vertical shaft access points at each level?

Government Response: All new anchor points for personnel protection must be inspected and approved by a PE unless they are pre-engineered anchors such as the HILTI swivel anchors that have manufacturer installation requirements and usage requirements that MUST be followed.

Question #32: Has a laydown/stored material area been identified at the site? Location?

Question #33: Is this project tax exempt?

Government Response: No, the federal government is, by law, exempt from paying state and local taxes.

However, this exemption does not apply to organizations with federal government contracts, which are designated as agents of the government.

Question #34: Are restrooms available for contractor use?

Question #35: Please confirm security requirements for all individuals to access the projects location.

Question #36: Will a government escort be required during when work is being performed inside?

Question #37: Project documents state “to perform asbestos abatement.... to demolish existing conductor.”

It looks like it is pointing to a disconnect switch box.

a. Is this note referring to asbestos transite insulative backing inside of the switch box?

b. Please verify if the switch boxes being removed contain asbestos, if so, do they need to be removed by a licensed abatement contractor? Or is it that the old boxes once removed by an electrician need to be disposed of properly by a licensed abatement contractor?

c. How many switch boxes or other panels are there that contain asbestos transite insulators?

d. Does the owner require any other abatement outside of the referenced switch box?

Government Response: The asbestos abatement note is a general note and is not pointing specifically to a disconnect switch box.

Question #38: Can I please look at the well and boring obstacles?

Government Response: Reclamation is unable to facilitate another pre-bid site visit. Earlier email inquiries stated your companies Superintendent physically walked the site? If so, Reclamation afforded everyone an opportunity to visit the well location and was encouraged to take as many photos and videos of all the exterior work locations to better ascertain project variables.

c. Provide description of methods and results of development of well.

d. Provide copies of the results of the well performance tests as described in these specifications.

e. Reduce data from the test pumping and recovery period by computation and plot to determine the degree of development, efficiency, and coefficient of transmissibility of the well.

2) Graphical plots of time-drawdown and time-recovery shall be made on three-cycle semi-log charts.

3) Describe methods used in computations and show example calculations.

f. Provide results of the chemical water analysis.

g. Include in this report recommendations for size and depth settin of pump, allowable daily pumping, long-term production capacity, and long-term drawdowns.

h. Furnish report signed and sealed by a Professional Engineer registered in the State of Montana.

B. Well Disinfection:

1. After well is completed, disinfect well and pump with chlorine solution.

a. Thoroughly clean well of all foreign substances, oil, grease, joint dope, and scum, including tools, timbers, rope, debris, cement, prior to disinfection.

b. Utilize chemical cleaners if necessary.

2. Disinfect well in accordance with AWWA A100 and State of Montana, Department of Environmental Quality requirements.

3. Furnish chlorine solution for disinfecting the well of such volume and strength that a minimum residual concentration of 50 PPM of chlorine is obtained in all parts of the well for a minimum contact period of 2 hours.

C. Water Quality Analysis:

1. Before disinfecting the well, obtain water samples for chemical analysis and submit to certified laboratory meeting the State of Montana, Department of Environmental Quality requirements.

2. After disinfecting and flushing well, obtain a water sample of bacterial testing and submit to certified laboratory meeting the State of Montana, Department of Environmental Quality requirements.

3. Furnish sample containers and sampling methods conforming to AWWA and Department of Quality guidelines.

4. Do not put well into service until three (3) consecutive passing reports are received.
