About this file

This document is an amendment to a federal solicitation providing additional information regarding coating systems for carbon steel strainers and extending the quote due date to April 29, 2022. The solicitation is for plug valves and strainers with a minimum pressure rating of 175 PSIG to isolate strainers for maintenance at the Grand Coulee Dam Right Powerhouse. The strainers will strain raw river water routed into the generator cooling water system. Carbon steel strainers are required to have a coating system on both the inside and outside providing a minimum 30-year service life against corrosion from raw river water. Acceptable coating systems include those meeting AWWA C550 standards with a gray color. Documentation of coating specifications must demonstrate compliance with the 30-year service life requirement. The amendment responds to questions by clarifying coating life expectancy is 30 years and materials must be new. The amendment does not change any other requirements in the original solicitation.

Response:

Coating Specifications: Coating system shall be as per AWWA C550; Color: Grey

Description of the work: These valves serve to isolate strainers as required for maintenance.

The strainers serve to strain raw river water to be routed into the generator cooling water system.

Expected life of coatings: 30 years.

New or rebuild/reworked materials: New.

Construction: Carbon steel.

Indoors or outdoors, (sunlight) or both exposure:

Indoors.

Humidity: The humidity in the power plant where these valves will be located averages 50%.

Temperature: water temp through the units averages 6ºC (43ºF).

Chemical exposure: No. Columbia River water (near potable quality).

4. Your latest amendment states that all plug valves and strainers to be minimum 175 maximum psi?

Response: That has not changed. Per the solicitation, all valves and strainers in all sizes must have a minimum pressure rating of 175

PSIG. There is no restriction on how robust a component can be above minimum requirements.
