About this file
This document is an amendment to a federal solicitation for cured-in-place pipe (CIPP) lining installation services at the Leavenworth National Fish Hatchery in Washington. The Bureau of Reclamation is seeking to rehabilitate pipelines at the hatchery by installing CIPP lining through cured-in-place methods. The amendment provides additional details on health and safety precautions for working with heated water to cure the installed CIPP lining. Specifically, it outlines requirements for hot water curing systems, including minimum temperatures, pressure levels, and flow monitoring. Used curing water must be safely removed from the project site and disposed of according to the specifications.

Leavenworth National Fish Hatchery Surface Water Intake Fish Screens and Fish Passage Project Phase II Pipeline Rehabilitation Columbia Basin Project, WA Amendment No. 0006
Cured-In-Place Pipe (CIPP) (Revised)
33 11 10 - 28
2. Reaching into the existing pipeline with hands, tools, or hand-held equipment is permissible, but at no times shall personnel place their head or body within any length of the existing pipeline.
C. Contractor shall supply all personnel, equipment, and materials necessary to fully cure the installed CIPP lining.
D. Contractor shall take all necessary precautions to protect the remaining pipeline segments, in-place and undamaged, during the curing process.
1. If segments are damaged during curing, immediately notify the COR and follow provided directions.
E. COR shall be provided information (video, still images, or other evidence) sufficient to determine that the installation of the CIPP lining was successful.
1. An installation shall be considered successful if:
a. The fit and finish of the installation meets the visual classification standards of the more stringent of ASTM D1743 or ASTM D5813, and
b. The CIPP lining is free of excess wrinkling or other features that compromise its functional or structural performance design objective.
1) Defects, such as lifts, folds, fins, or wrinkles will only be acceptable if it can be proved that the reinforcing fabric is not present in this defect.
c. The CIPP lining is free from visual defects such as foreign inclusions, pinholes, or delaminations, and
d. The finished lining continuously spans over the entire length, and
e. The lining is impervious and free of any leakage from the pipe to the surrounding ground or from the ground to the inside of the lined pipe, and
f. The liner is properly secured and prepared for curing.
F. Curing of the CIPP lining shall be accomplished using a circulated hot water system, heated to such temperatures necessary to activate the catalyst/hardener and epoxy/resin reaction.
1. Steam, compressed air, or UV curing is not acceptable for this work.
2. The hot water system shall have thermometers and volumetric flowmeters installed minimally at the inlet and outlet points of the hot water heater/boiler.
3. The hot water system shall be capable of providing sufficient pressure to hold the uncured CIPP lining in-place against the existing pipeline, as determined by the approved calculations.
a. Required hot water system pressure shall make allowances to include the presence of groundwater, if applicable.

4. If the temperature or pressure drops during CIPP lining curing, the installed lining should be inspected for lifts, delamination, or other defects prior to curing resuming.
G. All necessary precautions for work with heated water, as defined in Section 01 35 20 –Safety and Health, shall be exercised in this work.
H. Hot water used to cure the CIPP lining shall be safely used, removed, handled, stored, and disposed of in accordance with Section 01 74 00 – Cleaning and Waste Management.
1. Water used for curing shall not be discharged directly to Icicle Creek, onto project lands, or to the Leavenworth National Fish Hatchery. This water must be removed from the project site and safely disposed of in accordance with these Specifications and approved Plans.
