About this file

This is a Questions and Answers document for federal roofing contract RFP 140P8626R0002, "Replace Roofs and Vents Fort Cronkhite, GOGA," issued by the National Park Service Contracting Operations - West for the Golden Gate National Recreation Area.

The Q&A clarifies scope requirements for roof and vent replacement work at Fort Cronkhite. Key determinations include: drone activities are prohibited (GGNRA is a No Drone Zone); large vents lack available drawings and contractors must estimate based on existing conditions; gutters are not included in the base contract except for approximately 10 feet of missing gutters on Building 937, which will be replaced; vents have no motors; flashing must be copper; and deteriorated boards will not be covered unless discovered during tear-off, requiring a contract modification via the Contracting Officer. Building 941 has copper gutters while Building 937 has unverified metal gutters; contractors may bid non-copper gutter guards for Building 937 with field verification before procurement. No gutter replacement is required for Building 106. Hazardous materials testing and removal are not included in the base bid, but any suspect materials (lead or asbestos) discovered require contract modification. Contractor should not disturb paint during roof replacements. Star links may be present on buildings and can be removed by NPS. Three-tab asphalt shingles must be Owens Corning brand; approved equivalents are not acceptable. All available NPS drawings have been included in the solicitation.

Answer 3:

No, if there are gutters, please remove and reinstall existing.

Question 4:

Do the vents have motors?

Answer 4:

No.

Question 5:

Does the flashing need to be copper?

Answer 5:

Yes.

Question 8:

What material are the gutter guards made of?

Answer 8: S

See specification SECTION 07 71 23 – MANUFACTURED GUTTERS

Question 9:

Are there any machinist plans for the larger vent style? And can they be published?

Answer 9:

See question 2 above.

Question 10:

Section 07 71 23 requires the gutter guard material and fasteners to match the existing gutter metal but does not identify the existing gutter material. Please confirm the existing gutter material for Buildings 937 and 941 and the required material for the new surface tension gutter guard system.

Answer 10:

Building 941 has copper gutters, and Building 937 has metal gutters different than copper but the metal is not verified. The contractor can bid for non-copper gutter guards for that building and field verify before procurement.

Question 11:

Please provide any available architectural, structural, roof, or as-built drawings for all buildings included in this project to assist bidders in verifying existing conditions and accurately pricing the work.

Answer 11:

All the drawings NPS has have been included in the solicitation.

Question 12:

Please confirm whether all existing electrical wiring, conduit, and roof-mounted electrical components will be de-energized and disconnected by the Government prior to construction, or if this work is to be included in the Contractor's scope.

Answer 12:

There may be star links on the budlings. NPS can take it down, but there shouldn't be any roof mounted electrical that needs to be de-energized.

Question 13:

Please confirm that hazardous materials testing, hazardous materials abatement, and associated disposal (including asbestos-containing roofing materials) are not included in the base bid. If hazardous materials are encountered, please confirm they will be addressed by the Government or by contract modification.

Answer 13:

Hazmat testing and removal is not included. NPS parkwide asbestos survey did not indicate asbestos in the roofing materials. If suspect material is found by the contractor (lead or asbestos), that would mean a contract modification. Contractor should not be disturbing paint during roof replacements.

Question 14:

Please confirm that no gutter replacement required for Building 106.
