About this file

This is Amendment 0001 to solicitation 140P8625Q0017, providing answers to contractor questions and adding Attachment 6 (Site Visit Sign-In Sheet). The amendment, issued by NPS Pacific West Region - GOGA MABO in San Francisco, has an effective date of February 25, 2025.

The Q&A clarifies several technical and administrative aspects of the generator replacement project: The existing generator specifications can be found in photos showing the nameplate; a portable generator will remain in place during removal/replacement and can be moved as needed; the 90-minute downtime refers specifically to power interruption time during cutover; both prime and subcontractors must submit OSHA 300A logs for the previous three years with the quotation package; a SCADA system is in place to monitor generator status; and NPS has a rental generator onsite that will remain until project completion. For questions about contractor licensing requirements (Class A General Engineering vs C-10 Electrical) and personnel experience requirements, bidders are directed to review Sections L and M of the solicitation.

I noticed in the pictures provided it looks like there is an electric generator attached to the building. Will this generator still be in place while the generator inside the building is being removed and replaced?

Answer:

Yes, the "portable" generator will be in place during removal/replacement of perm generator. It can be moved around out of the way for access.

The leads are long enough to allow for that.

Question 3:

Does the 90-minute downtime include removal, reinstall, and testing the newly installed generator?

Answer:

The 90-minute downtime refers to, not being with power for 90 minutes. If land power is stable usually with good weather this should not be a problem. The sewage pumps run on PG&E land power

99% of the time until an outage. The 90-minute window refers to a cut over time, that really can and should be easily avoided with stable primary land power.

Question 4: Does a Contractor with Class A

General Engineering bid this job as a general without having a C-10 Electrical subcontractor?

Answer: Please refer to both Sections L and M in the solicitation.

Question 5: Can the personnel experience be used in lieu of the firm experience for the similar projects?

Answer: Please refer to both Sections L and M in the solicitation.

Question 6: In the solicitation document, it mentions submitting OSHA 300A logs for the previous three (3) calendar years, as well as a

California Contractor State License. I wanted to confirm whether submitting the subcontractor¿s documents would suffice, or if we, as the prime contractor, are also required to submit them.

Answer: OSHA 300A Logs need to be submitted for both the prime and subcontractor with the quotation package.

Question 7: If the prime contractor is required

Answer: A SCADA system is in place and monitors generator status.
