SPECIFICATIONS

Install Stinson Beach Lifeguard Locker Room Trailer

Renew and Reconfigure Maintenance Building

SECTION 01110 – SUMMARY OF WORK

PART 1 GENERAL

1 .1 DESCRIPTION

A. The work of this contract consists of providing all the materials, labor and equipment to

Stinson Beach Lifeguard Locker Room Trailer

B. For the (3) station trailer, the contractor will grade and tamp down site prior to installation.

Contractor is to install in the maintenance yard a3-Station Shower Restroom Combo including (2) 30 amp 120 volt circuits to power hot water heater and interior devices.

Contractor is to trench across parking lot to sewer manhole to run a 4-inch sewer pipe, slope to drain ¼” per foot, and connect for wastewater drainage, then patch asphalt, and run a garden hose to trailer for water.

The scope of this project includes: demolition and installation of utility sink, toilet, bathroom shelves and epoxy floor system over 1/8” a/c plywood; cove base to match existing, Infill the wall in the office to the safe room, add glass block window to safe room. and match finish surface; Add interior solid core pre-hung door into safe room, Paint door, Split men’s locker room/storage and add wall and door to create men’s and women’s dressing rooms, Remove existing lumber rack; Move shop cage wall south and move door to corner, Move fuel and hazardous storage. Add glass block window to safe room.

CONTRACTOR IS REPSONSIBLE FOR FIELD-VERIFYING ALL MEASUREMENTS

AND QUANTITIES.

D. Installation of 3-Station Shower Restroom Trailer

a. Set up a staging area with fencing and a storage container with fencing for materials, tools and equipment.

b. Grade site to level and tamp down dirt to site shower restroom trailer.

c. Move onto Site a 3-Station Shower Restroom Combo Requiring (2) 30 amp 120 volt circuits to power hot water heater and interior devices

1. Extend (2) 120 volt 30 amp circuits from existing exterior subpanel to new temporary restroom and connect electrical.

2. Install 1” GRC exterior mounted to corner of building closest to trailer.

3. Extend 1” PVC underground to new trailer location.

4. Provide new 4x4 PT post and mount (2) 30A Midwest trailer connection devices.

5. Install new circuitry between panel and Midwest devices.

6. Provide (2) 30 amp 120 volt breakers and terminate conductors.

7. Provide (2) 25’ 30 amp RV trailer cords for connect.

d. Trench across parking lot to sewer manhole to run a 4 inch sewer pipe, slope ¼” per foot to drain. Patch asphalt. Connect Trailer to Sewer line

`E. Tasks Renew and Reconfigure Maintenance Building

a. Infill Door Between office and saferoom; install glass block window; match finish surfaces.

b. Open up east wall of safe room; Frame door; Add interior solid core pre-hung door.

Install new door threshold. Paint door to match existing

c. Move fuel and hazardous material storage.

d. Remove shop cage door and relocate wire mesh door to west wall of shop cage. Install 2x4 framing and install new wire mesh to infill door opening and match existing cage wall. Install ½” acoustic cork soundproofing panels on interior (gym) side of south cage wall from floor to ceiling.

e. Apply primer and two coats of interior latex paint to new walls and interior of building.

Match existing paint color.

f. Demo existing and Install New toilet, utility sink, and new shelves in bathroom.

i. Demo existing epoxy bathroom floor to subfloor. Verify thickness of subfloor to be 1-1/2” and joists to be 16” O.C.

ii. Install 1/8” A/C plywood over subfloor screwed down with #8 deck screws, every 4" along the seams and 6"-8" in the field.

iii. Sand surface with 100#, vacuum clean and fill all joints with flexible epoxy

(Sikafloor 265) or polyurea caulking (Sikafloor 524) or approved equal

iv. Prime with Sikafloor 161 or approved equal

v. Crack bridging membrane (Sikafloor 265 or approved equal) at 30 mils.

vi. Toughen coat (10 mils Sikafloor 265 or approved equal with 507 broadcast or approved equal)

vii. Continue with Sikafloor 264 or approved equal as a finish coat @ 20-30 mils per layer until a minimum depth of 60 mils is achieved.

viii. Install new door threshold. Prime and paint walls with two coats of interior latex paint to match existing paint color.

F. Contractor will be responsible for complete removal of all debris pertaining to the project. Disposal of wastes by the contractor shall be done according to all County/State Regulations at a County/State permitted disposal site. Contractor shall keep projects neat, orderly, and in a safe condition at all times. Contractor shall store and use all equipment, tools, and materials in a manner that does not present a hazard.

1.2 LOCATION

A. All work will be performed at Stinson Beach within Golden Gate National Recreation Area.

Work will occur within Marin County in California.

B. Stinson Beach Maintenance Building and Corporate yard is located at 3514 Shoreline Highway Stinson Beach CA 94970.

C. Site Conditions – The Contractor is responsible for verifying quantities and existing site conditions. All interested parties are strongly encouraged to do a site visit to familiarize themselves with local conditions that may affect the cost of contract performance. Interested parties may coordinate the site visit through the CO.

D. General Conditions – The Contractor shall be responsible for removing and disposing of any debris from the work areas. All disturbed surfaces must be cleaned and restored to their original condition.

E. Post Award Meeting – A post award meeting to discuss and clarify procedures to be followed with the execution of the contract. Installation specs and coordination between contracted work and Park operations must be arranged by the contractor. Contact the COR to schedule an on-site meeting.

1.3 CONTRACTOR’S USE OF PREMISES

A. Construction Camp: Establishment of a camp within the park will not be permitted.

B. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public, staff and occupants, no closures will be permitted without specific approval of Contracting Officer.

C. Confine storage of materials to areas approved by the Contracting Officer’s Representative.

D. Preservation of Natural and Cultural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

E. Provide temporary barriers to protect existing trees and plants and root zones.

F. Do not remove, injure, or destroy trees or other plants without prior approval.

Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction.

G. Do not fasten ropes, cables, or guys to existing trees.

H. Hauling Restrictions:

Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage that may result from moving of equipment.

1 .4 SPECIAL CONSTRUCTION REQUIREMENTS

A. The Contractor shall perform all work between the hours of 7:00 AM to 5:00 PM

Monday thru Friday. Any variation of this work schedule must be requested in writing and approved in advance by the Contracting Officer.

B. Holiday Work Restrictions: No on-site work shall be performed on weekends or Federal holidays unless approved by the Contracting Officer.

1 .5 FIELD VERIFICATION

A. Field verify all existing dimensions affecting the work of this contract before ordering products. Contractor is responsible for all field verifications.

1.6 DELIVERY

A. Inspections and installation of the door and windows shall be conducted during the business hours of 7:00 AM to 5:00 PM Monday through Friday, excluding Federal Holidays. No weekend work allowed unless a 48 hour notice is given and approved by the CO. Requests should only be made for emergencies or weather delays. Following the notice to proceed from the Contracting Officer (CO), the contractor shall communicate with the COR to schedule any site visit necessary and provide a project work schedule.

B. Submittals

a. Project Schedule- submit a complete schedule outlining lead time for fabrication and installation

b. Site Specific Safety Plan (SSSP) –provide a SSSP that will ensure that the procedures, methods and materials used in this removal and installation are compliant with OSHA standards and best practices for employee and site safety. This plan must include name of responsible on-site supervisor, first-aid procedures, outline of each phase of the work, and the hazards associated with each major phase, and methods proposed to ensure property protection and safety of the public.

c. Quality Control Plan

d. Licenses and Certificates: provide a copy of all active California Licenses and

Certifications

e. Materials: provide cut sheets for all materials

f. Completion Report: Upon project completion, a written completion report of all tasks performed, accompanied by photographs and any shop drawings produced, shall be provided to the COR

g. All submittals, with the exception of the completion report, must be submitted and approved by the COR before the Notice to Proceed (NTP) is issued by the Contracting Officer (CO).

1.6 GOVERNMENT-PROVIDED MATERIALS

A. The Government will furnish both water and electricity where currently available within the park.

B. All other materials shall be Contractor-furnished from outside the park.

C. SOILS INVESTIGATION REPORT: NOT USED.

1.7 PERIOD OF PERFORMANCE

A. The period of performance shall be 120 days after Notice to Proceed (NTP).

B. Contractor shall submit written certification that the project is substantially complete, and final inspection is requested, the Contracting Officer’s Representative will make an inspection within seven (7) business days of receipt of request.

C. When the COR determines that the work is substantially complete, he will prepare a list of deficiencies to be corrected before final acceptance and a Letter of Substantial Completion will be issued by the CO.

D. Contractor shall coordinate manufacturer warranty inspection. Warranty documents shall be provided to the COR within 30 days of project completion.

PART 2 PRODUCTS: NOT USED

PART 3 EXECUTION

3.1 List of Contract Line Items

A. Contract Line Item Number 1: Grade and prep site for trailer

1. Remove stones, gravel and debris from area being graded

2. Level Grade and tamp down soil to compact

B. Contract Line Item Number 2: Install Satellite Suites Standard 3-Station Shower. Restroom Combo or approved equal with (2) 30 amp 120 volt circuits, including electrical, circuit breaker, and garden hose connection.

C. Contract Line Item Number 3: Install 4" Sewer pipe; trench to manhole from shower trailer, patch asphalt.

1. Contractor is to install with following characteristics.

a. 4” PVC Sewer Pipe

b. Slope ¼” per foot to drain

2. Contractor is to install garden hose and to spigot

D. Contract Line Time Number 4: Install Site Electrical

1. Extend (2) 120 volt 30 amp circuits from existing exterior subpanel to new temporary restroom and connect electrical.

2. Install 1” GRC exterior mounted to corner of building closest to trailer.

3. Extend 1” PVC underground to new trailer location.

4. Provide new 4x4 PT post and mount (2) 30A Midwest trailer connection devices.

5. Install new circuitry between panel and Midwest devices.

6. Provide (2) 30 amp 120 volt breakers and terminate conductors.

7. Provide (2) 25’ 30 amp RV trailer cords for connect.

E. Contract Line Item Number 5: Infill door to safe room in south wall; install glass block window; match interior finish surfaces

F. Contract line item Number 6: Open wall; frame new door to safe room in east wall;

add new solid core door; paint door to match.

G. Contract line item Number 7: Remove shop cage door and relocate wire mesh door to west wall of shop cage. Install 2x4 framing and install new wire mesh to infill door opening and match existing cage wall. Install ½” acoustic cork soundproofing panels on interior (gym) side of south cage wall from floor to ceiling.

H. Contract Line item Number 8: Install new toilet, utility sink, epoxy floor and shelves in bathroom

I. Contract Line Item Number 9: Mobilization/Demobilization

1. This item includes mobilizing and demobilizing all required equipment to the site. For Schedule of Value purposes the Contractor cannot exceed 60% of this CLIN to Mobilization.

This CLIN does not include payment for materials. The Contracting Officer may require the Contractor to furnish cost data to justify this portion of the bid. Measurement for payment shall be by lump sum.

2. Payment will be at the contract lump sum price. Progress payments will be based on percentage of the work item that is completed, or as outlined in the approved Schedule of Values
