SCOPE OF WORK

SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK

TRANSPORT OF LARGE HISTORIC OBJECTS

June 17, 2024

I. BACKGROUND

San Francisco Maritime National Historical Park (SAFR) has a collection of historic museum objects on display on board the ferryboat Eureka, located at Hyde Street Pier in San Francisco, CA. The objects are historic vehicles and carts in the museum collection. The Eureka is being prepared for relocation and the objects must be removed prior to relocation. A separate contract will remove the objects from the ferryboat and place them onshore.

II. OBJECTIVE

The objective for this project is to hire a contractor to move 18 historic objects from an onshore location to a National Park Service (NPS) storage facility.

III. SCOPE

The 18 museum objects to be transported are:

• 12 automobiles and light trucks built between 1915 and 1939

• 1 small tractor, circa 1920

• 1 large wooden horse-drawn wagon of unknown date

• 4 small wood and metal pull carts of unknown date

Details on each object are included in the attached document “Vehicles on Eureka – Information

Summary.” All objects are believed to be steerable and rollable.

The contractor’s scope of work includes:

• Assessment of objects on board the ferryboat at Hyde Street Pier.

• Transfer of historic objects from a ground position onto transport vehicle(s).

• Securing of historic objects to the transport vehicle.

• Securing components of the object to prevent damage or loss during transport.

• Transport of historic objects o The pickup location will be on Mare Island in Vallejo, CA; exact location to be determined.

o The destination is the NPS warehouse at 2435 Polvorosa Avenue in San Leandro, CA.

• Unloading of the historic objects.

• Placement of the historic objects inside the warehouse at specific locations in the collection’s storage area.

• Blocking/jacking of automobiles and trucks once they are in their final location.

The floor of the NPS warehouse is at “dock” height; the historic objects could be unloaded directly into the interior and onto the floor through roll-up doors or unloaded outside on the ground and moved up an interior ramp.

All work will be performed under a single contract and contract period.

IV. REQUIREMENTS

A. GENERAL PROVISIONS

1. The requirements stated in this document are minimum requirements, and as such are not intended to limit the contractor from surpassing the stated requirements.

2. The Contractor shall be responsible for furnishing all services, labor, parts, equipment, personnel, tools, and materials necessary to complete the scope of work, meeting all requirements specified herein.

3. The contractor must have recent experience in the field of moving major museum collections and must list 3 references for similar projects within the past 5 years.

4. Prior work and submitted bids should exhibit experience with professional museum packing and handling standards and procedures. All bids should specify a planned approach and/or alternative methods consistent with moving large museum objects.

5. All materials must be pest free and meet professional standards for museum objects. NPS has the right to review and approve all materials provided by the contractor.

6. There will be no smoking, drinking or food consumption by contractor employees in or adjacent to museum storage and exhibit areas, or in the enclosed portion of any vehicle used to transport museum collection objects.

7. The Contractor shall immediately notify the Contracting Officer of any ambiguities, inconsistencies and errors discovered in this specification or between contracting documents and existing conditions.

8. Responsibility for Damage: The Contractor will be held responsible for any damage resulting from activities of the Contractor and Contractor’s employees.

Provide appropriate protection for the objects.

B. DOCUMENTS

The following documents are provided for guiding and completing the work:

C. SUBMITTALS

1. Project Plan: Prior to start of work, provide a plan for prepping and securing each type of object (car/truck, tractor, carts).

2. Insurance – per contract

D. EXECUTION

1. Assessment –examine objects prior to loading on transport vehicles.

2. The 12 automobiles and light trucks and 1 small tractor do not require enclosed transport.

3. The wagon and four carts require enclosed transport.

4. Use tie-down and securing methods appropriate to the vehicle, such as over the wheel tie-down straps and wheel chocks for automobiles and trucks. The wagon and carts will require object specific tie-down and securing methods.

5. The contractor will determine the need for and obtain any necessary permits required by any of the municipalities involved in the move.

6. The contractor will provide all blankets, padding, and equipment (including cranes and rigging gear) needed to safely move the objects.

7. All loads must be emptied on the same day they are loaded. They cannot sit overnight on the truck for both security and preservation reasons.

8. Objects will not be moved in inclement weather. The time of completion will be extended in the event of prolonged inclement weather.

9. Objects can be delivered into the NPS warehouse and temporarily staged until all objects are on site; placement within the warehouse can be completed after all objects arrive. Staging cannot be outside.

V. DELIVERY

A. CONTRACTOR IDENTIFICATION

When performing as contractor, the contractor shall identify themselves as contractors for the government both orally and in writing. Under no circumstances shall the contractor state or imply that it is acting on behalf of the government.

B. DELIVERY AND PRODUCTS

1. Delivery of materials and equipment will be directly to the work site(s).

VI. GOVERNMENT FURNISHED PROPERTY AND SUPPORT

A. Access - The government will provide access to the objects on the ferryboat and to the warehouse for site assessment.

B. NPS/SAFR staff will be present at both the loading and unloading location.

C. The government will provide personnel familiar with the objects.

D. No other government equipment will be provided.

VII. SECURITY

The contractor and its representatives must coordinate with National Park Service staff for access to the warehouse.

VIII. TRAVEL

There are no travel requirements or provisions.

IX. OTHER UNIQUE REQUIRMENTS AND CONSIDERATIONS

A. WORK HOURS

Work is expected take place on weekdays (Monday – Friday) between 8:30 AM and

4:00 PM, excluding federal holidays and closures.

B. ACCESS TO ON-SHORE SITE

After removal from the ferryboat, the objects will be placed in a working shipyard.

Access will require coordination with the shipyard and will require photo identification at the entrance to the yard.

C. ACCESS TO NPS FACILITY

Entrance will be provided to government facilities i to deliver the objects.

X. PLACE OF PERFORMANCE

The work will be performed at the shipyard, route of transit and the NPS warehouse at 2435

Polvorosa Avenue in San Leandro, CA .

XI. PERIOD OF PERFORMANCE

Work will take place between September 1, 2024 and December 1, 2024. The NPS will provide contractor with a minimum of two weeks advance notice will be given; contractor must be able to mobilize with a two week notice. Once commenced, work is to be completed within 5 days.

XII. ACCEPTANCE

A. The Contracting Officer’s Representative, and NPS preservation staff, will review cleaning procedures while in process.

B. The Contracting Officer’s Representative, and NPS preservation staff, will review the draft reports and respond with comments within 10 working days of receipt.

C. Final acceptance will be considered complete when the Contracting Officer’s

Representative determines that the established criteria as identified in this Scope of Work have been met.

D. After all deficiencies, if any, have been corrected, a Letter of Acceptance will be issued.
