Question 1:

REFERENCE: SF 1442 Section 13, Bid due date and time of 05/13/2024 at 12:00 PST.

QUESTION: Can the bid date be extended by 2 weeks? To provide the NPS the most fair and reasonable price possible, Contractor request that NPS extend the bid date by 2 weeks to May 27, 2024 at 12:00 PST. This give us more time to get the best pricing from subcontractors and suppliers.

Answer 1:

Yes, If this fits within the contracting deadline for FY24.

Question 2:

REFERENCE: SF1442 52.211-10 specifies that the performance period must conclude by no later than October 31, 2024, with the anticipated Notice to Proceed (NTP) set for June 3, 2024. The project includes several components with lengthy lead times, including electronic ultrasonic level sensors, access hatches, a carbon odor management system, dewatering pumps with controls, a mag-meter flowmeter, the main electrical disconnect, electrical and monitoring systems, and generator systems. Preparing, submitting, and reviewing submittals for these items must occur before the equipment can be released. Most of these components require lead times of 8 to 10 weeks, while the generator could take as long as 36 weeks after release. These timelines may exceed the specified performance period.

Please confirm that project completion is set at 31 October 2024 and cannot be extended into the 2025 open park access period?

Answer 2:

Yes. The construction can extend into 2025; however, the Park will not maintain winter access (snow removal) through the winter months (typically November to March). Additionally, the project is located in modeled nesting habitat for the California spotted owl and denning habitat for the endangered fisher. Any construction activities that would create noise disturbance above existing sound levels should therefore be planned between July 9, 2024 and March 1, 2025 or after July 9, 2025. If construction anticipated to result in noise disturbance above existing sound levels remain after October 2025, and is proposed to occur between March 1, 2025 and July 9, 2025 the contractor must notify the NPS as soon as possible and a minimum of six months in advance to obtain clearance. The performance period will be no more than 120 days outside of excusable delays such as those mentioned above.

Question 3:

Award Period Item 13.d of Solicitation allows 60 calendar days for acceptance of offer. That means potentially not beginning work or material procurement until 07/13/24. We are concerned that doesn't leave enough time to complete the project by 10/31/24 as required. Will the NPS shorten the acceptance period to 15 days so that we have time to perform work prior to the Peak Visitor Season?

Answer 3:

The acceptance period will not be shortened due to evaluations and internal contract review timelines in accordance with NPS policy.

Question 4:

Peak Visitor Season Work Constraints Drawing C1.0 states that work shall not be done during peak visitor season. The peak visitor season is defined as one week before July 4th to one week after Labor Day (06/27/24 to 09/09/24).

We understand this note to mean that our temporary bypass system must be operational by 06/27/24. If our understanding is not correct, please clarify.

Answer 4:

The Cedar Grove area will likely not be fully operational this summer; however, the bypass will need to be installed prior to demoing the components required to Question 5:

Septic Tank Interior Cleaning The project drawings and specifications state to clean the interior of the existing septic tank. We assume this means to pressure wash the interior as needed, prior to performing work inside. We also assume that NPS will de-sludge and drain the tank prior to our contract beginning. If our understanding is incorrect, please clarify.

Answer 5:

The Contractor will be responsible for sludge removal.

Question 6:

Concrete Spall Repair at Septic Tank The contract documents do not confirm the amount of spalled concrete that requires repair at the exterior of the existing septic tank. Are we to assume the entire above grade exterior requires repair? Please confirm required quantity.

Answer 6:

No. Contractor is to excavate along the exterior of the tank for preparation and repairs. Assume approx. 650 SF of repairs to tank exterior spalling concrete.

Question 7:

Temporary Sewer Bypass System Section 33 33 33-3.3.B requires that "bypass personnel shall be housed no further than a 12-minue drive time to bypass".

Section 01 11 00-1.4.E states that "The establishment of a camp within the park will not be permitted".

It appears that we cannot comply with all of the requirements in the specifications. Please clarify.

Answer 7:

The adjacent forest service allows camping. Additionally, the park may be able to make accommodations for a construction camp. A proposal must be submitted for the park for approval. There is also a reservable house in Cedar Grove (3 Bedrooms) that will cost $1,079.40 monthly.

Question 8:

Construction Water Please confirm water is available onsite for construction use.

Answer 8:

Yes. Water will be available. The contractor must provide a meter and record of calibration for billing.

Question 9:

Section 46 53 00 - Biological Treatment System The project drawings do not include reference to the Section 46 53 00 - Biological Treatment System. It appears that this equipment is not part of the Primary Treatment System or the scope of the project. Please clarify.

Answer 9:

Correct. This section is part of the Secondary WWTP which is not in this contract.

Question 10:

In the Non-price Proposal, can CPARS reviews on prior projects be submitted in Lieu of or with Past Performance Questionnaire’s in our proposal package?

Answer 10:

Yes.

Question 11:

On behalf of JWC Environmental, we submit the following request for information regarding the Open Channel Electric Grinder in spec 46 24 33:

The power characteristics is call out to be 460V/3Ph/60H in the spec (46 24 33 2.3.B.5). The line diagrams do not show the Grinder/Comminutor just a Submersible Pump Grinder. Both line diagrams show a supply 240V and either 1-phase or 2-phase. Could you confirm the voltage/phase/frequency?

Answer 11:

It appears that the specification 46 24 33 “Open Channel Electric Grinder” is not tailored sufficiently to reflect site conditions or the drawings. The project drawings you sent are correct. The new submersible pump grinder at the Cedar Grove headworks will be no larger than 2 hp (30 gpm), with a 30A/2P disconnect. And since the submersible pump grinder is being fed from a single phase, 240V panel, it will likewise need to be single phase, 240V and not 480V. Please make sure that a two-pole circuit breaker is included in the new main panel for the grinder.
