About this file
This document is a Questions and Answers (Q&A) addendum related to a federal contract opportunity for the rehabilitation of two well houses in Yosemite National Park. The contract opportunity, solicitation number 140P8524R0006, is set-aside for small businesses and has a construction magnitude of $500,000 to $1,000,000. Key details from the Q&A include:
The Superintendent, Site Safety and Health Officer (SSHO), and Quality Control (QC) Manager can be the same individual as long as they meet the qualifications. Phasing requirements are outlined in the specifications and need to minimize impacts to water operations. The period of performance may be extended after award if equipment lead times are longer than expected. Soil boring reports are not available, but expect sandy loam with possible rocks and obstructions. Compaction testing is required, though there is a note indicating it is not required. Paint removal prior to priming is only necessary for loose or peeling paint. Requirements for the replacement doors and eye wash station are specified. Proposals are due by 12:00 PM PST on July 15, 2024.

140P8524R0006 Amendment 0002 Questions and Answers
1. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals? No, as long as they meet the qualifications outlined in the specs.
2. Are there any phasing requirements? Phases and their requirements are outlined in the Specs. Phasing will need to be coordinated to have the least impact to water operations as possible.
3. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? If there is need to extend the PoP after award due to material or equipment lead times, that can be done with approval and coordination with the CO and COR.
4. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions. No boring reports from each well house specifically, but we have well report from 1980 at well 3 nearby that identifies layers of material: Sandy Loam 0-3', boulders 3-8', loose sand and gravel 8-9'. Based on this excavation report, expect sandy loam and some possibilities of rocks and obstructions from 0-4'.
5. Is compaction testing required for this project? - Yes, although specs have a note that says (not required for this project) in the 31 23 33 Utility Trenching and Backfilling chapter.
6. Does all of the paint both exterior and interior need to be removed prior to priming? If there is any loose or peeling paint, it should be removed prior to priming / painting, but it does not need to be removed if completely adhered to walls.
7. Are there any specs or requirements for the replacement doors and eye wash station (ie manfuacturer, part number?) The eye wash station, which I may have mis-spoke, should be a safety shower with eyewash station, will have to meet OSHA requirements listed in 29 CFR 1910.151(c).
