About this file

This is a Questions and Answers document for RFQ 140P8426Q0040, a National Park Service solicitation for supplying and installing a trash compactor system at Crater Lake National Park in Klamath County, Oregon. The document provides clarifications on the solicitation requirements through eighteen questions and answers.

The requirement is for two (2) separate 20-cubic-yard self-contained compactor containers with swappable capability, allowing one container to remain in use while the other is emptied and stored. The compactors must feature both front and side openings for loading (front as primary entrance, side for larger items and buildup removal) and must be manually fed by NPS employees. The containers require a 20-foot length by 8-foot width by 8-foot height nominal dimension to ensure compatibility with the park's trash collection services provider, Southern Oregon Sanitation. The 32-inch center-to-center rail spacing is mandatory for compatibility with the provider's haul trucks. The system includes one centralized hydraulic/electrical remote power pack capable of operating both containers with quick-connect hydraulic and electrical connections, a weather-resistant control panel, and 230V three-phase 60Hz electrical service. The containers feature reinforced floor and sidewalls and will be stored in an equipment garage with existing concrete flooring—no anchoring or concrete work is required. Rear loading onto trucks is specified. A 12-month warranty is required, and the Buy American provision applies. Quoters must submit proposed delivery and installation schedules indicating lead time for material acquisition and installation dates. Submission instructions are located in Section III D of the solicitation package. The quotation deadline was extended to Friday, September 18, at 5:00 PM Pacific Daylight Time.

QUESTIONS & ANSWERS

SOLICITATION NO. RFQ 140P8426Q0040

PROJECT AREA: Crater Lake National Park PROJECT TITLE: Supply/Install Trash Compactor System

1. Can you clarify what the (2) 20YD containers will be used for?

NPS Response: The containers will be used for trash collected from housing and throughout the parks many waysides and comfort stations. The trash is typically 30-50 gallon size bags of mixed refuse.

2. Is the requirement for (2) self-contained compactors or is it for (2) compaction containers that attach to a stationary compactor?

NPS Response: The requirement is for two (2) separate containers that can be swapped out.

One container will be in use while the other is emptied and stored.

3. How will the compactors be fed?

NPS Response: The compactors will be manually fed by NPS employees.

4. If the containers attach to a stationary compactor, they cannot be completely watertight.

NPS Response: The compactor is self-contained with an external control.

5. The SOW does not specify how the compactors will be loaded. Does the government require front or side feed hoppers, chute openings, or any other charging configuration on either unit?

NPS Response: The compactors previously used had both a front and side opening for loading. The front was the primary entrance for trash while the side was for larger items and/or if there was any buildup that had to be broken up.

6. How will the compactor be loaded onto the truck—from the side or from the rear?

NPS Response: Rear loading onto the truck

7. Can you confirm if anchoring or concrete work is required?

NPS Response: No anchoring needed. They are stored in an equipment garage with existing concrete floor. Below is a picture of the bay the current compactor system is stored in with a 30yd uncompacted roll off container for scale.

8. How can the solicitation documents be accessed?

NPS Response: The full solicitation package (Standard Form 1449 and all associated attachments) is available in the System for Award Management (SAM.gov) under Contract Opportunities. Use search term 140P8426Q0040, click on the opportunity title hyperlink, then scroll down to the Attachments section. Each attachment can be downloaded individually or as a zip file.

9. Is a warranty part of the requirement?

NPS Response: The requirement for a 12-month warranty is described in the statement of work.

10. Does the Buy American provision apply?

NPS Response: The Buy American provision does apply.

11. What is the delivery and installation schedule?

NPS Response: Quoters are asked to submit a proposed schedule indicating the lead time for acquisition of the dumpsters and other material supplies, proposed installation dates of the system and final delivery.

12. Where can the instructions for submitting a quote be found?

NPS Response: The instructions for submitting a quote can be found in Section III D (page 11).

13. Can you confirm the required electrical service?

NPS Response: Below is a photo of the current control panel:

14. Section 2.3 specifies 20 cubic yard capacity with nominal dimensions of 20 ft long x 8 ft wide x 8 ft high. Is the 20 ft length the overall length including the compaction/charge box, or the container body only? Is the 20 ft dimension a hard restriction, or is the government's primary requirement the 20 cubic yard capacity?

NPS Response: The dimensions are specified so that the containers may be hauled by the park's current trash collection services provider, Southern Oregon Sanitation (SOS). Photos below provided by SOS.

15. Can you confirm remote power-pack capacity?

NPS Response: 230V 3phase 60hz control panel. The Remote Power Pack System should have the following:

• One (1) centralized hydraulic/electrical power unit capable of operating both containers

• Designed for interchangeable use between both compactors

• Quick-connect hydraulic and electrical connections

• Ability to safely disconnect and reconnect containers without specialized tools

• Weather-resistant control panel enclosure

• System designed for outdoor, high-use conditions

16. Section 2.8 references 32-inch center-to-center rail spacing based on the existing container configuration. Should proposed compactors match this rail spacing exactly for compatibility with the park's current haul trucks?

NPS Response: Yes this spacing must match in order to be compatible with the trucks used by the Park's current trash collection services provider, Southern Oregon Sanitation.

17. Can you confirm the understructure/configuration of the compactors so the manufacturer can ensure the units will properly fit on the truck?

NPS Response: Rail spacing should be 32 inches center-to-center.

18. Section 2.3 requires "reinforced floor and sidewalls." Does the government require a specific understructure configuration (crossmember spacing, longitudinal rail gauge, floor plate thickness), or will any heavy-duty steel construction meeting the reinforcement requirement be acceptable?

NPS Response: No additional details are available for this specification.
