About this file

This is a Pre-Quote Site Visit document for a Request for Quotation (RFQ) issued by the National Park Service for tree thinning and piling services at Oregon Caves National Monument & Preserve. RFQ No. 140P8426Q0017 was conducted on May 11, 2026, at 11:00 AM PDT at the Oregon Caves Visitor Center, led by Scott Wickham, the project manager and Contracting Officer's Representative. The site visit covered the scope of work involving tree thinning, cutting, and piling of trees under 8 inches in diameter, with particular focus on the Headquarters area where approximately 2,400 trees were marked. Quotes remain due by 3:00 PM PDT on May 21, 2026, with no extension to the response date.

Key clarifications provided address contractor requirements and operational parameters: chippers are permitted only if retained on roads with all chips disposed of off-site at the contractor's expense; ISA certification is no longer required and the relevant contract provision has been removed; and the completion date is September 30, 2026, with work unable to commence before July 16, 2026. In response to contractor concerns regarding the tight timeline, the solicitation has been amended to include "Seasonal Shutdown" and "Notice to the Government of Delays" clauses in Attachment 1. Twelve companies attended the site visit, including O & L Forestry Group, Pacific Coast Contracting, and Interstate Forestry, among others.

PRE-QUOTE SITE VISIT

Solicitation Amendment no. 5 - Attachment no. 10 DATE: May 11, 2026 11am PDT

PARK: Oregon Caves National Monument & Preserve

PROJECT: Tree Thinning and Piling Services

SOLICITATION

(RFQ) NO.:

140P8426Q0017

Site Visit General Info:

A Site Visit occurred as scheduled at 11am PDT on May 11, 2026. Leading the site walk was

Scott Wickham, project manager/Contracting Officer’s Representative (COR). Interested parties met at the Oregon Caves Visitor Center main parking lot/picnic area.

The Contracting Officer does not intend to extend the response date. Quotes are still due by 3pm

PDT on May 21, 2026.

Pre-Site Visit Questions/Answers previously posted in SAM for Amendments no. 3 and 4:

QUESTION 1: Can a chipper be used to chip the debris? If so, then please clarify if the wood chipped debris needs hauled outside the park for off-loading. If a chipper can be used, assumption is the Park prefers to have the placement be on the asphalt so it won’t disturb anything on the forest area, please confirm.

ANSWER: A chipper is allowed only if it stays on the roads and the chips are deposited off-site. Oregon Caves does not want to retain any of the chips and contractor shall be responsible for all costs to haul and dispose off-site.

QUESTION 2: As far as the maps are we addressing everything inside the blue markers?

ANSWER: Those trees were originally marked for another project that will come later but a majority of those marked around Headquarters will need cut I this project. Anything under 8” will get cut. After marking 2400 trees, we realized that we needed to add cutting and piling to the thinning, and that’s how the Headquarters area got involved with the other cut and pile projects this year. The orange paint means nothing at this point.

QUESTION 3: Could you please clarify whether every individual performing tree work

(e.g., felling, climbing, and rigging) under this contract needs to have current ISA certification, or if it is acceptable for one person in the company to hold the certification while others are supervised by them?

ANSWER: Preference is for someone in the company to have the ISA certification. It does not need to be the crew supervisor. The ISA certification is no longer required. Section 3.1.2 in the Statement of Work is removed entirely – refer to the lined out text in that section in Revised Attachment 3 made available at time of Solicitation Amendment 4.

Additional Q&A during the site visit:

QUESTION 4: There was concern raised about the period of performance completion date. The completion date is September 30, 2026 and the concern was if the work could reasonably be completed between mid-July and end of

September, since the work can’t start before July 16, 2026.

ANSWER: This type of work has been completed in other NPS park sites in the past three years, within a 2 to 4 month period, so we anticipated that it could be accomplished within a few months at Oregon Caves. The contractor may request more time, but NPS requires substantial project progress before granting an extension.

As a result of this question, Solicitation Attachment 1 Terms Clauses

Provisions, has been revised to add a “Seasonal Shutdown” clause and a

“Notice to the Government of Delays” clause. Refer to “Amendment 5

Attachment 1 Revised Terms Clauses Provisions,” Section I General

Terms and Information, Sections E and F.
