About this file
This document is a Request for Proposal (RFP) Amendment 4 for the Benevenga Residence 157 Rehabilitation project at Point Reyes National Seashore, dated August 26, 2025. The amendment includes responses to six technical questions regarding geotechnical requirements, foundation design, seismic specifications, and electrical design. Key clarifications include: no full geotechnical report is required, a deep foundation system is unlikely, new shear walls are not needed, and electrical design must follow ICC and NFPA 70 codes. The automatic transfer switch should be sized for the entire service, and provisions for future solar and battery systems are not required for this renovation.
The document indicates that Part III, Section J has been updated with a new attachment, and contractors should contact the contracting officer Brenda Lewis at brenda_lewis@nps.gov for any additional questions or clarifications. The solicitation number is 140P8425R0005, and the amendment provides guidance for offerors to incorporate these changes into their proposed prices and project specifications.

REQUEST FOR PROPOSAL NO. 140P8425R0005
BENEVENGA RESIDENCE 157 REHABILITATION
POINT REYES NATIONAL SEASHORE
AUGUST 26, 2025
AMENDMENT 4 & QUESTIONS AND ANSWERS
QUESTIONS RECEIVED IN PERSON OR VIA EMAIL (8/20/2025 TO DATE):
1. Geotechnical Report Requirement - Please confirm that a full geotechnical report is not required for this site. If a report is determined to be required, kindly provide the scope, submittal format, and any anticipated testing requirements.
A full geotechnical report is not required. Soils testing would only be expected if expansive soils, compressible soils, shifting soils, or other questionable soil characteristics are determined to be present. If a soils test is determined necessary, the results should include class, load bearing pressure, short-period spectral response acceleration for the site class. Otherwise, the load-bearing pressure of the soil can conservatively be assumed to be 1,500 pounds per square foot
(psf).
2. Deep Foundation Requirement - Please confirm that a deep foundation system will not be required, based on the current specs and responses to RFIs. If a geotechnical report is required and it indicates that a deep foundation system is necessary, please confirm that this would be treated as a change in scope.
Based upon the size of the structure, the condition of the current foundational support, and the soils observed to be present, the need for a deep foundation is considered highly unlikely. If a deep foundation were determined to be required, this would be considered a change in scope.
3. Seismic Design / Shear Wall Requirement - Given this project’s seismic specs, please confirm whether shear walls are required as part of the structural design. If so, please identify any additional soil or seismic testing needed to support this determination.
New shear walls on the interior of the residence are not required as part of the project. New foundation stem walls are not required as part of the design. No additional soils or seismic testing is required to support this determination.
4. Is the electrical Design required to comply with Title 24 – residential?
All NPS work is required to follow the most current version of the International Code Council
(ICC) family of codes and NFPA 70 (National Electrical Code). Adherence to the California
Electrical Code, where more conservative that the ICC and NFPA 70, is voluntary as the project is
Solicitation 140P8425R0005, Attachment 7b, Q-A & Amendment 4 located on federal land. Otherwise, conformance with California Electric Code is considered equal or better than the required NPS standard.
5. Shall the design include provisions for future solar and battery systems as required by Title 24?
The ICC does not require these provisions for renovations of existing structures. As such, this is not considered part of the required scope.
6. What Loads should the design provide for the generator back up/ATS? Is there an emergency panel with only a portion of the loads backed up or is the ATS to be sized for the entire service?
The automatic transfer switch should be sized for the entire service.
SUMMARY OF AMENDMENT 0003 ITEMS:
