About this file
This document is a Request for Proposal (RFP) Amendment for the Benevenga Residence 157 Rehabilitation project at Point Reyes National Seashore. The solicitation (No. 140P8425R0005) covers a rehabilitation project scheduled for August 1, 2025, and includes details from a pre-bid site visit and responses to potential bidders' questions. Key project details include resident vacating the property by October 31, 2025, and allowances for material and product substitutions with contracting officer representative (COR) approval, particularly for roofing, shower materials, and other project components.
The amendment includes updates to project drawings, specifically correcting an error in the east profile view on Drawing Number A03, and adds new attachments such as the site visit sign-in sheet and revised drawing. Potential bidders are instructed to submit pre-proposal questions, document material substitutions in their technical approach, and can propose value approaches that differ from the original scope of work. Specification references are provided for plumbing fixtures, bathroom accessories, cabinet knobs, and door hardware. Interested parties should contact the contracting officer, Brenda Lewis, for additional clarifications.

Materials or products specified may be substituted with approved equal products, with the approval of the contracting officer representative (COR).

Approval of proposed substitutions should be documented by submitting a pre-proposal question via email to the contracting officer. The substitution should also be documented in the proposal submission, within the technical approach written narrative.
b. Are material/product substitutions allowed for roofing?
Yes. The roof area identified as asphalt shingle must be finished with an asphalt shingle roof system of similar color for historic consistency. Asphalt shingles may be substituted with a product of similar color, Class A fire rating, wind resistance, and other salient characteristics listed in the specifications with COR approval. Alternate materials and/or systems should be submitted for COR approval.
3. Will value approaches be considered and how will they be evaluated?
Value approaches will be considered. Value approaches differing from the proposed scope of work may be documented by submitting a pre-proposal question via email to the contracting officer.
