About this file
This document is a Scope of Work (SOW) for replacing the propane heating furnace with an electric heat pump system at the VRP Building in Point Reyes National Seashore. The project involves removing the existing Bryant high-efficiency propane furnace located in the basement and installing a new variable speed air handler, air source unitary heat pump condenser unit, controller/thermostat, and associated electrical connections. Key requirements include using the existing ductwork, providing documentation for heat pump system sizing, obtaining potential Title 24 exemption, and ensuring proper installation with a minimum 10-year equipment warranty and 1-year workmanship warranty. The contractor must field verify existing conditions, coordinate with local codes, provide all necessary labor and materials, and minimize environmental impact by limiting construction activity to a small work area.
The scope emphasizes the contractor's responsibility to manage the project with high-quality technical support, project management, and adherence to Tribal, Federal, State, and local regulations. The government expects superior quality, responsiveness, and customer service, with the contractor responsible for pre-award project development, quality control, preparation and submission of required deliverables, and administrative work to satisfy contract requirements. Waste materials must be removed and disposed of according to local, state, and federal regulations, and environmental protection measures must be implemented throughout the project.
