1.0 Background

Whiskeytown National Recreation Area (WHIS) is located 10 miles West of Redding, California along State Highway 299W. The park consists of 42,000 acres, 3,200 of which are lake. There is a vast variety of outdoor recreational opportunities to enjoy. The lake also provides drinking water, irrigation water, and flood control, making it an integral part of the Central Valley Water

Project. The climate is of hot summers and mild winters.

WHIS operates wastewater treatment plants, wastewater lift stations, vault toilets, floating restrooms, public restrooms, and park staff restrooms with flush toilets. All toilets are either on vaults, septic or sewer system. Historically, pumping has been scheduled yearly for vault toilets while septic pumping has been scheduled as needed. Lift stations pumping at wastewater plants is generally necessary during a time of imminent need. These imminent needs arise from

“emergencies/urgent needs” as well as “incidents.”

Statement of Work: Septic Pumping, Portable Toilet & Handwashing Station Rentals

Emergency/Urgent Need pumping is generally caused by a power outage or equipment failure creating a condition of inoperable lift stations and wastewater plants and require an immediate response (2-hour) time to begin pumping, from call for service.

Incident pumping is ongoing pumping that may have begun as an emergency/urgent need, but due to the ongoing nature of the failure of the system it is long term. Incident pumping shall require a response time to begin pumping within 24 hours from call for service.

At times, WHIS requires the rental of portable toilets and hand wash stations. This need arises from routine special events, emergencies/urgent needs, as well as incidents. Required response times are three days, two hours, and 24 hours from time of call for service respectively. Rental toilets and hand wash stations must be serviced (cleaned, maintained, and supplied in a satisfactory condition) by contractor on a weekly basis, or more often, as necessary.
