About this file

This document contains answers to final questions received regarding Solicitation No. 140P8423R0007 to rehabilitate exterior surfaces and treat for termites at the Ken Patrick Visitor's Center in Point Reyes National Seashore, Marin County, California. The National Park Service is seeking to rehabilitate exterior wood surfaces by removing molds and contaminants in preparation for staining, and to eradicate subterranean, dry wood, and powder post termites through approved industry methods such as fumigation. The successful contractor will be required to prepare surfaces according to manufacturer's recommendations, potentially using a semi-transparent stain. As part of termite treatment, fences on the east side of the building will need to be separated from contact to stop reinfestation.

SOLICITATION NO. 140P8423R0007

AMENDMENT 0005

REHABILITATE EXTERIOR SURFACES AND TREAT FOR TERMITES AT

KEN PATRICK VISITOR’S CENTER,

POINT REYES NATIONAL SEASHORE,

MARIN COUNTY, CALIFORNIA

ANSWERS TO FINAL QUESTIONS RECEIVED TO DATE:

Q42: The Sow calls for a removal of subterranean termites, but fumigation will not remove them as they are ground dwelling termites. Please advise.

A42: Evidence of subterranean termites as well as dry wood termites and powder post beetles were found in the structures. Treatments to eradicate these wood destroying pests is the intent of Contract Line Item 9. The successful contractor shall be required to treat for these pests using the current industry and regulatory accepted methods.

Q43: In the Specs for termites, Part 3, Section L lists “The government shall be present to secure the facility by locking all exterior doors and installing secondary locks on all entryways and warning signs provided by the contractor”. Can this be revised to clarify that the building must be locked by the fumigation contractor and keys to be Held by the fumigation contractor as well. Reason being is the gas used to kill the termites are very toxic to humans and only trained personnel shall enter the building until deemed safe to enter by fumigation contractor.

A43: We can arrange for the keys to be held by the fumigator. The successful contractor’s safety plan (provided post‐award) shall address what to do in an emergency while the building is locked for this purpose.

Q44: What type of stain for the wood? Semi‐Solid, Solid Body, Semi transparent? ( if semi transparent, are the expectations for the wood to be bleached?)

A44: The intent is to prepare the exterior wood surfaces to retain the look that it currently has. Surface preparations are to remove molds and surface contaminates that would interfere with the adherence of the stain to the surfaces, not to make the building look like new. The offeror should plan on preparing the surfaces according to manufacturer's recommendations.

Q45: Are we leaving? The fences as is condition?

A45: The wooden fences on the East side of the building are not part of this contract and will not be stained. As part of the item to eradicate wood destroying insects, the fence will need to be cut and separated from contact with the building for tenting and to stop the insects in the fence from reinfesting the treated building.
