SOLICITATION NO. 140P8423R0007
AMENDMENT 0002
REHABILITATE EXTERIOR SURFACES AND TREAT FOR TERMITES AT
KEN PATRICK VISITOR’S CENTER,
POINT REYES NATIONAL SEASHORE,
MARIN COUNTY, CALIFORNIA
ANSWERS TO ADDITIONAL QUESTIONS RECEIVED TO DATE:
Q12: Can you provide specifications on the siding that will be going on the building? What type of wood, thickness, size, etc. Section 07 46 23 does not specify the type of material the existing siding is.
A12: The siding is not the same on all the exterior of the building. The wood type is most likely cedar, but the offeror or successful contractor shall verify this. The successful contractor is responsible for matching any new siding to the existing siding, to be ultimately approved by NPS.
Q13: Can you clarify the definition of CLIN#3. Is only the exterior siding, decks, walkways and handrails to be painted? Or is the entire building and its cosmetic features going to be painted to? Such as the exposed beams, bracing, posts, attached trellis awning’s, barrier skirts, etc?
A13: All wood on the exterior of the building is to be stained which includes the exposed beams, bracing, posts, etc.
Q14: Will the contractor need to sand and paint the metal rails?
A14: Metal rails are not part of this contract to be painted, only exterior wood.
Q15: On a few of the door frames, the rust has almost gone through will this be repaired with bodyfiller/bondo or are we to just sand and paint or replace the frame?
A15: Rusted portions of the door frames should be bonded/bodyfilled where reasonable at the direction of the contracting officer or designated technical representative. Replacing the frame is not part of this contract.
Q16: Will the contractor be required to demo and haul the old benches?
A16: The contractor shall be required to demo and haul away the old benches for proper disposal.
Q17: Can you confirm the barrier skit will need to be install in a way that the space under the stairs are covered too? Or are we just to install to cover access to the immediate crawl space area?
A17: The barrier skirt shall be installed to prevent debris from washing beneath the structure. The crawl space under the stairs shall have a barrier skirt.
Q18: There seems to be a 2 ½” PVC line that runs under the building from the front hydrant. Will this be something that is removed or are we to install the skirting around that?
A18: The barrier skirt shall be installed around the existing pipes.
Q19: For the termite treatment, will the government provide a course of action to ensure that intruders do not enter the tarped area whilst the treatment is taking place / prep of treatment?
Solicitation No. 140P8423R0007, Additional Q&A
A19: While the NPS will place signs indicating that the building is closed, it is the responsibility of the successful contractor to install proper signage to prevent people from entering the building. Details of this procedure shall be detailed in the safety plan submitted prior to starting work.
Q20: While the work is being performed, will the area be open to the public and will we be permitted to cone off the building or fence it?
A20: The beach and parking area will be open to the public. During work the building can be closed for the safety of the public. If not a safety issue, portions of the building, especially the restrooms, should remain open. The successful contractor shall address this in the safety plan to be submitted prior to starting work.
Q21: Will there be any treatment to the dry rotted beams?
A21: The dry rotted beams shall be prepped as best as possible prior to staining. Extensive treatment for the deteriorated portions is not part of this contract.
Q22: What is the total combined building SQFT?
A22: NPS estimated the square footages by measuring the buildings and estimates that the total combined building square footage is 25,000 SF. The NPS estimation of square footage is approximate and shall be validated by prospective offerors prior to submitting proposals. The offeror is responsible for estimating the amounts for their own cost estimate.
Q23: What is the total paintable SQFT by each category? (Siding, Deck, Walkways, Handrails, etc) A23: Siding: 25,000 SF, Railing: 2,000 SF, Stairs: 2,500 SF, Decking: 5,000 SF. The NPS estimation of square footage is approximate and shall be validated by prospective offerors prior to submitting proposals. The offeror is responsible for estimating the amounts of each for their own cost estimate.
Q24: Will the contractor be permitted to spray applicate paint/stain?
A24: Spraying is permitted.
Q25: The Quality Assurance Section of the Specs lists that the painting must be done by a C‐33. If the Contractor holds a B lic, will they be permitted to self‐perform painting work conforming to specification standards?
A25: To assure the qualifications of the painters, the painting is required to be done by a painter with the C‐33 Painting and Decorating license from the State of California. The prime contractor or their subcontractor doing this work shall possess this valid license.
Q26: When does the government anticipate issuing the NTP? & Is the Government flexible on the Period of Performance?
A26: Since the successful contractor must submit the required contracting documentation post‐award including bonds, safety plan, technical documentation, etc. before the Notice to Proceed (NTP) can be issued, we cannot with certainty anticipate the exact time the NTP will be issued post‐award. That said, we do anticipate work to begin approximately 30 days after award, so as long as the successful contractor timely submits all pre‐work submittals post‐award, the NPS plans to issue the NTP as soon as practicable post‐award.
Q27: Will the contractor be given a set of keys to enter the building? Ex when changing out the windows or does a government rep need to be present at all times when the contractor is inside?
A27: The Government will unlock the building and anticipates being present while the interior work is being done.
Q28: What is the anticipated start date for the above referenced project?
A28: The anticipated start date is 30 days after award.
Q29: Please specify specific type of Termite’s as “Drywood Termites” A29: Drywood and subterrain termites are present in the structure.
Q30: Please indicate if this structure has been previously Fumigated if so please provide approximate date & specify for what type of Wood Destroying Insect.
A30: The structure has not been previously fumigated.
Q31: Are you aware of Wood Boring Beetle activity found at the referenced property?
A31: Powder post beetles are present in the structure and do require eradication.
Q32: Will the scope of work be changed to include Beetles?
A32: The specifications were revised on 5‐31‐23 to clarify that the scope includes wood destroying insects including beetles.

Q33: Specifications call out for no power washing. Paint manufacturers typically require power washing as prep to warranty material. Is there a reason we can’t power wash?
Q33: The specifications have been revised to allow preparation according to manufacturer’s recommendations.
See attached: B08_Attachment_1_140P8423R0007_Specifications_rev06Jun2023.pdf
Q34: Is there a hazmat report for the project?
A34: There is not a hazmat report for the project. Due to the time period they were constructed, these structures are not suspected to have lead paint nor asbestos. The offeror and any successful contractor should conduct their own analysis if they suspect hazardous materials are present.
Q35: Are the exposed sprinkler pipes and supports to be painted? Does the Pressure Treated material get painted (typically will not accept paint or stain)?
A35: Only exterior wood items will be stained.
Q36: Are glulams to be patched and painted and not replaced?
A36: The glulams are to be prepped, patched, and painted and not replaced.
Q37: Does the government want a full body stain or semitransparent – is there a specific number of coats?
A37: A primer and two coats of stain. If a primer is not recommended by the manufacturer, then three coats of stain.
Q38: The specs reference using a primer, primer is typically not used with stain.
A38: Some stain manufacturers recommend a primer before staining. If a primer is not recommended, then use three coats of stain.
Q39: In regards to the decks and walking surfaces; applying a full body stain or semi trans stain will result in a slick and or slippery surface and be a hazard. Please provide direction.
A39: The specifications have been revised to require an anti‐slip additive be added to the topcoat of stain applied to the stair treads and decking.
Q40: Can you confirm the Davis Bacon wage rate for a fumigator? I’m not sure pest control/termite fumigation is a covered trade.
A40: This project is considered Construction (Commercial and Institutional Building Construction), with a Service component (pest removal) which is not covered by the DBA and is work to which the SCA is applicable. To that end, a current SCA wage determination (No. 2015‐5725, Revision No. 19, dated 12/27/2022) is provided which provides, as an example, a minimum wage rate for pest controller.
See attached: B08_Attachment_6_140P8423R0007_Wage_Determination_SCA.pdf
Q41: Are there any plans for the project?
A41: No, there are no associated plans (construction drawings) for the project.
