Logistics for material delivery, waste removal, existing sheathing, lodging, project timing, material matching, site visit requirements, hazardous materials, crane operation, and flashing needs are addressed. The contract value is estimated between $500,000 and $1,000,000, with a NAICS code of 238160 and size standard of $16.5 million in annual receipts. The acquisition is set aside for total small businesses only.

Questions & Answers:
Q1) How are contractors supposed to get debris off the Island? Do they go through NPS or are they responsible for removing the debris themselves? Are they required to provide their own vessel?
A1) In response to the questions regarding materials delivery to and removal of waste from the site, NPS will provide transport for materials to and from Anacapa Island. See revised section 01 10 00 of the SOW for further details.
Q2) Do we have a recommendation of a vessel to use?
A2) See Q1 above.
Q3) Could they utilize NPS and pay NPS to haul materials offsite?
A3) See Q1 above.
Q4) Do we have an abatement report?
A4) No Hazardous Materials Surveys of the buildings are available. See SOW section 01 10 00,
1.14 for further requirements.
Q5) Do we have any as-builts for the existing roofs? What is existing sheathing?
A5) Original Design Drawings and As-Builts are not available. Most of the original sheathing remains and is believed to be solid, redwood boards. Figure 9 of the SOW shows an original design drawing of the rafter tail at the Keeper’s House, which indicates solid board sheathing.
Added Figures 10 and 11 are construction photos from ca. 1937 and the substrate appears to have been solid before tiles are installed. Added Figure 12 shows valley work being performed ca.
2013 and shows solid sheathing where tiles and underlayment have been removed. Although
Att 10- Questions and Answers some areas of the original substrate may have been replaced with plywood during previous repairs, the majority of the sheathing should be board sheathing. If deteriorated board or plywood sheathing are encountered, they shall be replaced in kind. Section 07 32 14 includes estimated quantities for concealed items such as sheathing. See revised section 07 32 14 for further information. Figures 10, 11 and 12 are added to the SOW by this amendment, see below and revised SOW.

Q6) Is there lodging onsite?
A6) Lodging is Park Housing for this project is unlikely and an on-site Construction Camp will be required. See SOW section 01 10 00, 1.5 for further details.
Q7) When is this project supposed to start?
A7) We would like it to start this year but it will be contingent upon timing of the contract award of the contract and lead times on materials.
Q8) Do we need to match what’s on the roof now? Different roofs have different materials.
A8) Due to the historic nature of the buildings, any materials that must be replaced, shall be replaced in kind. Therefore, if there are different style tiles on different buildings the tile currently on the building shall be matched.
Q9) Is the site visit and conference calls mandatory?
Att 10- Questions and Answers
A9) They aren’t mandatory however, offerors are urged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award
Q10) Are there any hazardous or environmental concerns?
A10) Section 01 10 00 of the SOW covers environmental issues including: plant and bird protection, biosecurity and hazardous materials.
Q11) On the Fog Signal Building there’s currently solar equipment limiting access to the area. Is it being removed or do they have to work around it?
A11) The solar equipment cannot be removed, there for the SOW has been revised to require that tiles for the entire roof of the Fog Signal Building be provided, but the contractor will only reroof three sides of the hipped roof and all ridges. The remaining materials will be stored by the Government and used to reroof the remainder of the roof at a later date.
Q12) Fog Signal Building does not have sidewall flashing. Are they going to be required to flash where there’s currently no flashing?
A12) Section 07 32 14 of the SOW has been revised to clarify this. Flashing is required, even if no flashing currently exists, to ensure a weather-tight installation.
Q13) How are using the cranes going to work? Island logistics? Does the contractor hire their own crane operator or do they pay NPS for use?
A13) Experienced NPS operators will operate cranes. See revisions to SOW section 01 10 00,
1.5 regarding this issue.
