1.2 PROJECT INFORMATION
A. Project Authority: The United States Government, Department of the Interior, National Park Service is the Owner of this property and is referred to throughout the Contract Documents as “the Government”. Representatives of the Government are as follows and lines of communication and responsibilities will be further clarified at a Preconstruction Conference following Contract Award and prior to Notice to Proceed:
1. Contracting Officer (CO) is the official Government Representative and Authority for the Project. The CO will be assigned by the Government and made known to the Contractor at the time of Award or before;
2. The CO will designate a Contracting Officer’s Representative (COR) to assist with the day to day operations of the Contract. The COR will be made known to the Contractor at the time of the Preconstruction Conference or before;
3. Contractor shall not take direction from any Government Representative other than the CO or the COR;

4. Only the CO can change any contract requirement. If a contract requirement is changed by the CO, is will be done in writing.
B. Project Address/Location: Anacapa Light Station Historic District, Anacapa Island, Channel Islands National Park, California. The Project Site is located on the topside of Anacapa Island, which is approximately nine (9) miles offshore from mainland California and twelve
(12) miles from the nearest port in Ventura.
C. Offers: Provide offers/price proposals as outlined below on form provided by the Government.
D. All Work will be performed under a single prime base contract.
E. Work shall not commence until written Notice to Proceed is issued by the Government.
1.3 SUMMARY OF WORK
A. The Contractor shall provide all labor, materials, equipment and services necessary to complete the Work as specified herein and as indicated on the figures/drawings included herein; and as required by referenced and industry standards, applicable codes and existing field conditions.
B. Summary of Work: The following brief summary of the work is for the convenience of the Contractor. All work required by the contract shall be performed by the Contractor, whether listed below or not.
1. Removal and replacement of existing clay tile roofing at five (5) historic buildings at the Anacapa Light Station in the Anacapa Island Historic District on Anacapa Island at Channel Islands National Park. Reroofed structures shall be weather tight and shall match the original appearance of the buildings. The following buildings shall be reroofed:
a. Keepers Residence;
b. General Service Building (Visitor Center);
c. Power House (Maintenance Shop);
d. Tank House;
e. Fog Signal Building. Due to the presence of solar equipment installed over the roof a portion of the roof of this building that cannot be removed, only three sides of the hipped roofing, including all ridges will be replaced under this contract.
C. Estimated Quantities: Certain portions of the Work of this SOW are inaccessible and/or concealed and the Government will not know the full extent of that work until those areas are exposed in the course of the Work. Estimated Quantities of this work are included in this SOW for pricing purposes.
1. See individual technical sections of the SOW for estimated quantities.
2. Contractor shall provide proof of actual quantities of work completed in a manner acceptable to the Government;
3. Variation in Quantities:
a. If actual quantities significantly exceed the quantities estimated herein, the Contractor may seek a Contract Modification for additional payment as allowed under the Contract;
b. If quantities are significantly less than the quantities estimated herein, the

Government may seek a Contract Modification for a credit as allowed under the Contract.
1.4 CONTRACT PRICE SCHEDULE - CONTRACT LINE ITEM DEFINITION
A. A Contract Price Schedule will be provided by the Government as part of the Solicitation for this acquisition. Complete and submit the Contract Price Schedule as required by the Solicitation.
B. Lump Sum Pricing: Lump Sum pricing shall reflect the total price for direct costs including all required labor and supervision, materials, products, tools, equipment, plant, transportation, services, incidentals and contractor’s mark-ups including general conditions, overhead and profit; bonding, required permits, etc. as required to complete that portion of the Work as indicated on the drawings, as specified herein and as required by field conditions and applicable regulatory requirements.
C. Item Numbers on the Contract Price Schedule are shown as follows:
1. CLIN 01 – BASE PRICE: Provide Lumps Sum price for all of the Work of this contract, except for work described in CLIN 02 -OPTION 1. The BASE PRICE shall be based on Government provided housing on the island (see Article 1.5.F below regarding requirements). CLIN 01 shall be broken down by sub-CLIN’s 01A through 01E. The sum of sub-CLIN’s 1A through 1E is the BASE PRICE and shall be shown on the CLIN 01 line of the Contract Price Schedule.
a. CLIN 01A: Provide a Lump Sum price to complete the demolition of all existing roofing as specified;
b. CLIN 01B: Provide a Lump Sum price to complete all carpentry repairs as specified;
c. CLIN 01C: Provide a Lump Sum price to complete the installation of new roof systems as specified;
d. CLIN 01D: Provide a Lump Sum price to complete the installation of new sheet metal and flashing as specified;
e. CLIN 01E: Provide a Lump Sum price to complete stucco repairs and painting as specified.
2. CLIN 02 - OPTION 1: All costs associated with setting up, maintaining and breaking down a construction camp on Anacapa Island as specified.
1.5 SPECIAL FACTORS APPLICABLE TO CONTRACT
A. Historic Nature of Work Site: Contractor shall note the historical significance of the site and buildings at which the Work will be performed. The Work of this contract will take place within a nationally designated Historic District.
1. Due to the historic nature of the site and buildings, certain aspects of the Work may not be carried out with the materials and/or methods commonplace in the modern construction industry.
a. It is incumbent upon the Contractor to furnish mechanics who can and will execute first-class workmanship in the materials and methods specified, and who will take the necessary precautions to protect the elements of the historic buildings and site not scheduled for Work under this contract;
2. Cultural and Natural Resources, including the built structures, natural features of the landscape and subsurface archeological resources are present and shall be protected

3. The Contractor shall provide a written Historic Preservation Quality Assurance
(HPQA) Plan addressing the following:
a. How Cultural Resources not scheduled for Work under this contract will be protected from disturbance and/or damage throughout the course of the Work;
b. How roofs will be accessed without damage to existing, historic features of the buildings and site not scheduled for Work;
c. How buildings will be protected from water intrusion and damage throughout the course of the work.
d. How finished roofs will be protected from bird droppings until Final Acceptance.
B. Natural Resources to be Protected:
1. Vegetation adjacent to Buildings: Contractor shall make every effort to protect all vegetation on the site and surrounding the buildings. Locate equipment and materials storage as directed by the Government. The HPQA shall specifically address protection of vegetation.
2. Gull Nesting Season: Anacapa Island hosts the largest protected breeding colony of western gulls in the world with over 10,000 gulls gathering during nesting season from May through July. Work may take place during nesting season; however, precautions will be necessary to ensure roofing is maintained in a clean state until project acceptance.
C. Biosecurity: NPS requires the conformance to specific procedures to protect the unique flora and fauna of the Channel Islands. Contractor shall strictly comply with the following:
1. Footwear, clothing, and personal packs must be inspected and cleaned prior to leaving the mainland. Footwear cleaning can be done with the boot brushes provided at the NPS boatyard dock. Laces, shoelace holes, socks, pant cuffs, zippers, and all small crevices on clothing and packs can be hiding small insects or weed seeds. All insects and seeds must be removed before leaving the mainland.
a. It may be necessary to inspect and clean footwear, clothing, and personal packs while on island, when moving between sensitive sites. Requirements will be made known to the Contractor.
2. Single-use plastic bags and corrugated cardboard packing is not permitted, unless the cardboard is factory-sealed and has not been opened prior to transport to the island(s).
Tightly sealed containers, such as Action Packers, are an acceptable alternative.
a. All contracting and sub-contracting personnel must provide trash can with a secure-fitting lid at on-site work area(s) and construction camps. The purpose of the secure lid is to keep out wildlife, including ravens and foxes.
b. Feeding of wildlife, including ravens and foxes, is not permitted at any time.
3. Single-use plastic water bottles are not permitted. All personnel must bring reusable water bottles and Igloo beverage coolers for refilling.
4. Materials, Equipment and Machinery: Prior to transport to the island, the Contractor shall be responsible for ensuring all materials, equipment and machinery is clean and free of dirt, mud, straw, or other material that could bring weed seeds or other invasive species to the island.
a. The Contracting Officer shall be notified a minimum of 72 hours prior to entry of vehicles and or equipment to the Park.
b. All vehicles and equipment (including shovels, wheelbarrows, hand tools, etc.) entering the project area must be clean of plant seeds, mud, and soil and free from oil leaks. Pressure wash all construction
01 10 00 - Page 9 of 53 equipment and heavy machinery to thoroughly remove all dirt, plant, and other foreign material prior to loading equipment on park boats or landing craft. Particular attention must be shown to the under carriage, wheels, tracks, and any other surface where soil containing non-native plant seeds or aquatic organisms such as the New Zealand mud snail or zebra mussel may reside.
c. Arrange for the Contracting Officer’s Representative (COR) to inspect each piece of equipment, or alert the Biosecurity Manager to do so, before loading on the mainland. Equipment that has not been adequately cleaned will be turned away. Equipment found operating on the project that has not been inspected or has oil leaks will be shut down and subject to citation and removal from the premises.
d. Any equipment leaving the park shall be power washed and steam cleaned again prior to each reentry to the park.
5. Decontamination of Equipment: These efforts are critical to prevent the introduction and establishment of non-native plant or animal species into the project area.
a. Drain and flush all pumps, tanks, live wells, buckets and other containers that might carry water contaminated with exotic animals, such as the New Zealand mud snail or zebra mussel, prior to bringing equipment into the park.
Thoroughly wash all hauling tanks and equipment using a hard spray from a garden hose. If equipment was used in infested waters, use the following steps to clean the equipment:
b. Wash with hot water (140 F or 40 C) or a high-pressure washer (250 pounds per square inch).
c. Remove all aquatic weeds -- they can carry non-native snails and mussels.
6. Disinfect Equipment: Recent research shows that disinfection of nets and equipment with benzalkonium chloride at typical treatment rates (10 milligrams per liter for 24 hours, 100 milligrams per liter for 3 hours, or 250 milligrams per liter for 15 minutes) will effectively eliminate most exotic animals. Two other commonly used disinfectants, calcium hypochlorite and iodine, are ineffective against zebra mussels.
a. Many adult snails and mussels can live more than a week out of water in moist, shaded areas. Dry pumps, nets and other equipment used in infested waters in the sun for two to four days after cleaning. If adult snails or mussels are present, equipment must be dried for two weeks.
b. No imported earth materials will be allowed without the written permission of the Government.
c. All material must be free of animals and/or animal evidence, including, but not limited to: rodents/small mammals, rodent/small mammal droppings, chew marks, insects, spider webs, insect holes in boxes.
D. Occupied Site: The Government and the public may occupy the site throughout the Contract Period:
1. Cooperate with Government during construction operations to minimize conflicts with day-to-day operations and facilitate Government usage.
2. The Park will remain open to the public throughout the Contract Period. Park hours are
7 am 5:00 p.m., unless otherwise noted.
3. Contractor shall at all times conduct his operations to ensure the safety of and least inconvenience to the Government and the public.

E. Weather Protection: Throughout the duration of the Work the Contractor shall be fully responsible for maintaining the weather-tightness of all portions of the roofs of each building.
1. Contractor or his authorized representative shall be available on four (4) hours’ notice, twenty-four hours a day for the duration of this contract, to repair and prevent any and all leaks related to the Work.
a. Contractor shall furnish the Government with the name (s) and personal telephone number(s) of person(s) that will respond in the event of an emergency.
2. Damage by water intrusion to any interior features and/or contents of the building(s) shall be restored/replaced as approved by the Government, at no additional cost to the Government.
F. Fire Protection: These are important historic building on a historic site with no fire department available. The buildings and site shall be protected against fire at all times throughout the performance of the Work.
1. Provide fire extinguishers, of appropriate type, at each building throughout course of
Work.
2. See PART 1 article in this section regarding “Hot Work”;
G. Logistics / Access to Project Site: All materials must be brought in by boat, or helicopter.
There is a landing cove and NPS owned dock on Anacapa Island. The following logistical requirements are included in this contract:
1. NPS Vessel(s) Will Transport Project Materials (which also includes all equipment and machinery) and Personnel: The landing cove is limited in size and the water can be rough, therefore NPS boats, crewed by experienced NPS personnel, will provide delivery of project materials and personnel to the island subject to the following:
a. NPS will schedule a maximum of four (4) dedicated boat trips to transport materials and equipment for this contract to the island and to remove waste from the island, at no cost to the Contractor.
b. If additional transportation is necessary, Contractor may use regularly scheduled NPS boat trips on Tuesdays and Wednesdays to transport limited amounts of materials and personnel to and from the island, at no cost to the Contractor.
c. If Contractor’s personnel need transportation to the island a times other than the dedicated or regularly scheduled NPS boat trips, Contractor shall arrange transport with the park’s concessionaire at the Contractor’s expense.
2. Biosecurity Protocols: All materials and personnel brought to the island shall comply with all Biosecurity protocols specified herein.
3. Project Materials Delivery Scheduling:
a. The Project Schedule shall include a preliminary materials delivery schedule.
Provide anticipated date(s) materials will be delivered to the loading dock for transport to the island.
b. The Project Schedule shall be updated if and when there are any changes in the materials delivery schedule and the Contractor shall alert NPS.
c. Confirm all deliveries with the Government a minimum of 72-hours prior to delivery to the Ventura Dock.
4. Project Materials and Equipment Deliveries to NPS Ventura Dock: The Contractor shall deliver all materials to be transported by NPS vessels to the NPS boat dock at 1901 Spinnaker Dr., Ventura, CA.
a. Contractor shall provide a list of materials and their approximate weights and sizes to confirm there is space available on a vessel, a minimum of 72-hours prior to delivery to the dock.

b. Contractor shall coordinate with NPS on the scheduled loading time for all materials.
c. Project Materials shall not be delivered to the dock more than 24-hours prior to loading.
5. Chain of Custody: The Contractor is fully responsible for all project materials prior to the time they are delivered to the staging area at the NPS dock in Ventura and from the time they are delivered to the Upper Crane staging area on Anacapa Island.
a. An authorized representative of the Contractor shall be at the dock when materials are delivered and shall accompany the materials to the Project Site to ensure the chain of custody is maintained and materials are delivered to the site undamaged.
6. Multiple Deliveries: It is anticipated that multiple trips will be necessary to deliver all materials to the island.
a. Contractor shall coordinate with NPS to confirm space availability, load restrictions and loading times for each delivery.
b. Only those materials confirmed in advance for delivery shall be delivered to the dock within the 24-hour period stipulated above.
c. Should unconfirmed materials that cannot be accommodated on the next boat trip be delivered to the dock, the Contractor is fully responsible for the security of those materials.
7. Delays: NPS will make every effort to deliver project materials in a timely manner.
However, there may be minor weather related or mechanical events that delay the delivery of project materials. Contractor shall remain on alert to any weather that could cause delays and coordinate with NPS regarding all deliveries. Such delays are expected to be limited and the Contractor shall build some time into the Project Schedule for minor delays.
a. The period of performance will not be extended due to minor delays in NPS delivery of project materials.
b. Additional project costs will not be authorized due to minor delays in the delivery of project materials.
8. Crane Restrictions: Material deliveries will be loaded on and off the NPS vessel by cranes operated by experienced NPS operators.
a. The crane at the Ventura dock is rated for 3,000-pounds maximum loading. All deliveries shall be packaged such that they do not exceed the crane’s rated loading amount.
b. Materials will be offloaded from the vessels to the Anacapa wharf using the NPS Lower Crane, which has a maximum rating of 3,000-pounds.
c. The materials will be lifted from the wharf to the topside of island with the NPS’s Upper Crane, which has maximum capacity of 12,000-pounds.
d. Materials will be left at a staging area at the topside of the island for transport to the Project Site by the Contractor.
9. Transport of Project Materials from the Upper Crane Staging Area to Project Site:
Contractor shall be responsible for providing transport for project materials from the upper staging area to the project site.
a. Small transport vehicles and other equipment weighing less than the maximum rating of the cranes (3,000-pounds) can be transported to the island for contractor’s use in moving materials to the Project Site.
b. NPS may be able to assist with the moving of project materials to the Project Site, subject to the following:
i. NPS equipment will be operated by experienced NPS personnel;

ii. Equipment may be available for use when the equipment and operator are not otherwise engaged in Government business;
iii. Maximum load the equipment can carry is 1,500 pounds;
iv. Contractor is fully responsible for safely loading and securing all materials on NPS equipment to ensure against injury and/or damage.
10. At Contractor’s option, materials may be delivered to the island and waste removed from the island by helicopter at no additional cost to the Government beyond the Contract Amount.
11. Mobilization: Contractor shall not mobilize on site or begin demolition of roofing at any building, until all project materials for that building have been delivered to the island and are at the Project Site.
12. Construction and Personnel Waste: Contractor is responsible for removing all waste generated by the work of this contract and by personnel staying on the island from the park and disposing of it in a legal manner.
a. The Contractor shall package all waste in compliance with all requirements of this SOW, paying particular attention to the Biosecurity protocols specified herein.
b. Contractor shall deliver all waste to the Upper Crane Staging Area on the island.
c. The waste will be moved by NPS cranes operated by experienced NPS operators from the upper staging area to the NPS vessel and will be transported from the island to the Ventura Dock. NPS will remove the waste from the vessel to the dock.
d. The contractor shall be on-hand and responsible for picking up the waste at the dock. Waste shall not be left at the Ventura Dock longer than four (4) hours after delivery by the vessel.
H. Concurrent Construction Contracts: From approximately January 2022 through June 2022, Channel Islands National Park will be conducting dock repairs on Anacapa Island. It is anticipated that this contract and that contract will run concurrently.
1. Accommodations will be made for vessel landing and off-loading of materials using
Government cranes during this time.
I. Island Housing:
1. BASE PRICE – GOVERNMENT HOUSING: The Base Price shall include
Government provided housing as outlined below.
a. Government Housing includes a kitchen, bedrooms and bathrooms.
b. Housing is limited to a maximum of four (4) people with shared bathrooms at the time of this writing due to the pandemic. Housing limitations may change as pandemic restrictions are eased, allowing for a maximum of eight (8) people in shared bedrooms.
c. A fee will be charged to the Contractor for use of park housing. Fees range from $8.51 to $15.66/person/night
d. Contractor shall be fully responsible for maintaining and cleaning park housing throughout use.
e. Housing will be inspected prior to Final Acceptance for cleanliness and/or any damage. If housing is not in the same condition it was in before Contractor’s occupation, it shall be cleaned/repaired to original condition at no additional cost to the Government.
2. OPTION 1 – CONSTRUCTION CAMP: If Government housing is not available, Contractor shall be responsible for setting up, maintaining and breaking down a
01 10 00 - Page 13 of 53 construction camp on the island.
a. The Construction Camp will be located at the existing island campground and will consist of a tent camp. Trailers will not be allowed.
b. Contractor shall be fully responsible for maintaining and cleaning the
Construction Camp and surrounding area throughout use. These facilities will be inspected before the contractor leaves the island at the end of each week’s work;
and if necessary further clean-up may be required.
c. Toilet Facilities: The campground has vault toilets for the use of campers.
d. Water: There is no water at the campground. Contractor is responsible for providing all water needed for drinking, cooking and hygiene purposes.
e. After breakdown the Construction Camp area shall be cleaned and returned to its original condition. The area will be inspected prior to Final Acceptance for cleanliness and/or any damage. If the area is not in the same condition it was in before Contractor’s occupation, it shall be cleaned/restored to original condition at no additional cost to the Government.
J. Other Factor Affecting Contract:
1. Food Service: There are no food services or stores on Anacapa Island.
a. All food to be used by Contractor’s personnel and subcontractors shall be brought to the island by the Contractor.
2. Medical Facilities: There are no medical facilities or trained medical staff on Anacapa Island.
a. In case of serious injury helicopter removal would be necessary, at the
Contractor’s expense.
3. Information about Anacapa Island is available at www.nps.gov/chis.
1.6 PROJECT SAFETY
A. Contractor shall ensure the safety of all Contractor personnel, Government personnel, and the public within and adjacent to the work areas at all times throughout the course of the Work.
B. All work, personnel, tools and equipment at the Project Site shall comply with all applicable Occupational Health and Safety Act (OSHA) requirements and other governing regulations, including those of any federal, state and local bodies having jurisdiction.
C. Contractor Personnel Safety:
1. All personnel shall be physically qualified and able to perform their assigned duties in a safe manner;
2. Contractor shall ensure that personnel whose ability or alertness is impaired because of prescription or illegal drug use, fatigue, illness, intoxication, or other conditions that may expose themselves, others or the historic features of the site to injury and/or damage shall not perform Work;
3. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be fully trained and capable of operating such equipment.
a. Provide operating instructions for all equipment on site.

D. Reportable Accidents: A project reportable accident is defined as death, occupational disease and/or traumatic injury to Contractor personnel, Government employees or the public, fires, and/or property damage in excess of $100.
1. Notify Government immediately in the event of a Reportable Accident;
2. Within seven (7) days of a Reportable Accident, fill out and forward to
Government an Accident/Property Damage Report (Form CM-22).
a. Form may be obtained from the Government.
E. Emergencies: Report any accidents, injuries, or other emergencies to NPS Sequoia/Kings Canyon Dispatch 559-565-4221.
1.7 SITE EXAMINATION AND FIELD VERIFICATION
A. Site Examination Prior to Submitting an Offer: Prospective Offerers and Subcontractors are strongly encouraged to visit and examine the existing conditions of the Project prior to submission of an offer for this Solicitation.
1. The purpose of the Site Examination is for prospective offerors to better understand the
Work required, the existing conditions of the site and aid in forming any questions the Contractor may have prior to the submission of offer.
2. Failure to visit the site shall not alleviate Contractors’ responsibility to provide an accurate proposal to accomplish the Work specified in the contract.
3. Solicitation Documents will clarify Site Examination logistics.
B. Field Verification Following Award of Contract: The Contractor shall verify all existing conditions and new and existing dimensions prior to the commencement of Work and/or ordering of products and materials:
1. Discrepancies between existing conditions and the Contract Documents shall be brought to the Government’s attention in writing for clarification prior to the commencement of work.
a. Any work performed prior to receiving clarification from the Government, particularly work that may require correction, shall be corrected by the Contractor with no additional cost to the Government.
1.8 DEFINITIONS
A. Contract Documents:
1. The documents forming the basis of the contract include, but may not be limited to the following:
a. Applicable clauses of the Federal Acquisition Regulations (FAR);
b. Solicitation Documents;
c. The Government Contract;
d. General and Supplemental Clauses of the Contract;
e. The Scope of Work (SOW) – General Conditions, Technical Specifications and
Figures/Drawings specific to the Work of this contract:
2. In case of a discrepancy between any contract requirements, the matter shall be promptly submitted to the Government for resolution.
a. Any work performed prior to receiving clarification from the Government, particularly work that may require correction, shall be corrected by the Contractor with no additional cost to the Government.

B. Contractor: The company or individual that holds the Contract for the Work with the Government:
1. Contractor is used throughout these documents to mean the Contractor and all applicable personnel and subcontractors performing the Work;
2. When Work is defined herein, even without the words “Contractor shall” attached to it;
the Work is the responsibility of the Contractor.
C. Contract Period: The time period designated in the Contract, in calendar days, during which the Work of the Contract shall be performed. The Contract Period runs from the date of Notice to Proceed through the date of Final Acceptance of the project, unless otherwise noted.
D. Days: Days, when used herein, refers to calendar days, unless otherwise noted.
E. Execution Related Definitions:
1. Historic Materials: Materials used in the original construction, or subsequent rehabilitation and/or restoration of a structure, which have been deemed historical by the Government.
a. Contractor shall not replace historic materials without Government direction to do so.
2. Replace to Match Existing and/or In-Kind: If historical materials and/or items are too deteriorated to perform their original function, the Contract Documents may call for these materials to be replaced to match existing and/or in kind.
a. This shall mean that the new item/material shall match the existing in type and/or species of material; size; profile; visual characteristics e.g. texture, color etc.; and function;
b. The Government has the right to review and approve all “match existing and/or in kind” materials. The final determination of “match/in kind” will be made by the Government.
3. Remove and Salvage: Existing and historical materials and/or items that are removed due to possible impact from the Work, or as requested by the Government; and are then conveyed to the Government as stipulated by the Contract Documents.
4. Remove and Reinstall: Existing and historical materials and/or items that are removed due to possible impact from the Work, stored, protected and maintained by the Contractor, unless otherwise noted, throughout the course of the Work and reinstalled to their original location and function within the appropriate sequence of the Work.
F. Project Site: The defined physical limits within the Park for the Work.
1. The Government will define the project site at the Preconstruction Conference.
G. Provide: The purchase, supply and installation of all materials, products, equipment, systems and the like required by the Contract for the completion of the Work.
H. Work shall mean all Work required by the Contract.
1. When Work is defined herein, even without the words “Contractor shall” attached to it;
that Work is the responsibility of the Contractor.
1.9 CONTRACTOR’S QUALITY CONTROL
A. The Contractor shall be responsible for Quality Control (QC) and ensuring that the Work is
01 10 00 - Page 16 of 53 performed in a good workmanlike manner and meets all requirements of the Contract.
1. Ensure all personnel and subcontractors receive all pertinent information and perform the Work in compliance with the contract requirements;
2. Coordinate all construction operations as required to complete the Work;
3. Inspect all Work as needed to ensure that the quality of materials, workmanship, construction, finish, and functional performance is in compliance with applicable contract requirements:
a. Promptly correct any deficient item(s), feature(s) or materials of the Work identified by the Contractor and/or the Government.
B. Quality Control Supervisor: Contractor shall assign experienced, senior staff members to monitor and ensure quality control throughout the Contract Period, and shall designate, and make known to the Government the individual(s) assigned as the Quality Control Supervisor.
Any of the following may act as Quality Control Personnel:
1. Project Manager: The Contractor shall designate a single individual to represent the project and interface with the Government for the duration of the project.
a. The Project Manager may also perform the role of On-site Superintendent and/or Quality Control Supervisor for the Work.
b. Submit evidence of Project Manager’s qualifications and experience as required by PART 3 Article “Construction Submittal Requirements” herein.
c. Once approved by the Government, the Project Manager shall not be changed without approval of the Government.
2. On-Site Superintendent: The Contractor shall designate an experienced individual to represent the Contractor on site for the duration of the project.
a. The Superintendent may also perform the role of Project Manager and/or
Quality Control Supervisor for the Work;
b. The designated Superintendent shall be on site at all times that the Work is underway to ensure safety, coordination, quality control and continuity.
c. Submit evidence of Superintendent’s qualifications and experience as required by PART 3 Article “Construction Submittal Requirements” herein.
d. Once approved by the Government, the Superintendent shall not be changed without approval of the Government.
C. Contractor’s Quality Control (CQC) Plan:
1. The Contractor shall provide a written Contractor Quality Control (CQC) Plan to the
Government for approval prior to mobilization:
a. The Government reserves the right to require changes in the plan prior to approval;
b. The Government reserves the right to require changes in the plan during the
Contract Period as required to ensure the specified quality of Work;
c. Following approval, no change in the CQC Plan may be made by the Contractor without written concurrence by the Government.
2. At a minimum the CQC plan shall include, but may not be limited to, the following:
a. A list of personnel responsible for QC and their assigned duties;
b. Methods of performing, documenting, and enforcing QC of all Work;

c. Methods of monitoring and controlling environmental pollution and contamination as required by regulations and laws.
D. Contractor's Quality Control Daily Reports (CQCR): Contractor shall submit CRCR daily:
1. At a minimum CQCR shall include the following:
a. Daily weather conditions;
b. Personnel and subcontractors on site each day;
c. Tasks undertaken and/or completed each day;
d. Off-site fabrication (where applicable);
e. Inspections;
f. Testing.
2. Use form acceptable to the Government;
3. Include a minimum of five (5) photos of each day’s work with each CQCR. See PART
3 Article “Photo Documentation” herein for further requirements.
E. Off-Site Fabrications CQC Reporting: Items that are fabricated or assembled off-site shall be inspected by the Contractor for quality control at the place of fabrication.
1. Submit an Off-site CQC report, in a form approved by the Government, following each inspection. Submit a final Off-Site Inspection Report prior to shipment.
F. If the CQC Plan and CQCR’s are not submitted as specified herein, the Government may retain all or a portion of payments until such time as a plan is accepted and implemented and/or all outstanding CQCR are received.
G. Progress Meetings: Contractor shall meet with the Government on a regular basis, at times mutually agreed upon by the Contractor and the Government, to review the progress of the Work.
1. It is assumed the meetings will be conducted as conference calls.
a. The Contractor shall arrange conference lines for use for these meetings.
2. Contractor shall prepare and distribute meeting minutes from each meeting, within five
(5) days of the meeting date.
1.10 CODES AND REFERENCE STANDARDS
A. Prevailing Code: The work shall comply with the requirements of the International Building Code (IBC), all applicable volumes, divisions and sections, latest adopted edition and including all state and local amendments, unless otherwise noted.
1. Other pertinent codes and regulation adopted by the jurisdiction(s) having authority may apply:
2. The Contractor’s is responsible for verifying all applicable codes.
B. Comply with all applicable industry standards:
1. Comply with general standards applicable to each trade and industry standards noted in individual Technical specification sections of this SOW.
C. In order for the Government to fulfill its mission regarding protection of natural and cultural resources, the Government may direct the Contractor not to follow prevailing codes and industry standards if doing so would have a detrimental effect on the resource.
1. All such direction from the government will be given in writing.

1.11 PERMITS
A. City and County Building Permits are not required for projects on Federal Government-owned property.
B. Other Permits: Contractor shall verify any and all other permits applicable to the Work of this Contract required by all jurisdiction(s) having authority. Contractor shall obtain and pay for all Other Permits.
1.12 CONTRACTOR'S USE OF PREMISES
A. Contractor shall have limited use of areas within the Light Station for performance of the Work.
B. Staging Area: The Contractor will have use of a portion of the paved catchment area adjacent to the Tank Building as a staging area.
1. Required clearances for use of the area for an emergency helicopter landing must be maintained. Confine storage of materials to areas designated by Government. Further requirements will be clarified by the Government at the Preconstruction Conference.
C. Building Existing Public Ways: Maintain public ways serving premises including entrances, driveways, pathways, pedestrian areas, sidewalks, parking areas and loading areas.
1. These areas shall be kept clear and available to the Government, park visitors and emergency vehicles at all times, unless otherwise agreed to in advance by the Government.
2. Do not use these areas for staging, parking of vehicles or equipment, or storage of materials without prior Government approval.
D. Emergencies: Report any accidents, injuries, or other emergencies to NPS Sequoia/Kings Canyon Dispatch 559-565-4221.
E. Work Hour Restrictions: On-site work and/or deliveries will be seven (7) days a week during daylight hours, unless otherwise approved by the Government.
F. Prohibited Items: The following items are prohibited:
1. Firearms / weapons / ammunition;
2. Alcohol and Illicit Drugs;
3. Pets.
G. Smoking Policy: Smoking is prohibited inside buildings and all outside areas except for designated smoking areas.
1. The only designated smoking area on Anacapa Island is the concrete landing at the top of the stairway from the dock.
H. Protection of Adjacent Features:
1. Throughout all Phases of the Work, confine all operations to Project Site limits and protect adjacent historic and natural features not scheduled to be impacted by the Work.
2. In the event that damage occurs, Contractor shall restore damaged areas, repairing or replacing damaged features to their original condition, at no additional expense to the Government.

I. Existing Utilities:
1. Disturbance of Existing Utilities: Notify Government and utility companies (here applicable) of any proposed disturbances to existing utilities.
2. Contractor shall be responsible for verifying location of and preventing damage to known utilities.
a. If damage to a known utility occurs, Contractor shall repair utility at no additional cost to the Government.
b. If damage to an unknown utility occurs, Contractor shall promptly repair utility and an equitable adjustment will be made in accordance with applicable Contract requirements.
c. Interruption of Existing Utility Service: Interruption of utility service will only be permitted with prior consent of the Government.
i. Maximum Duration: Four (4) hours, unless otherwise approved by the
Government.
ii. Notify Government not less than two (2) days in advance of proposed utility interruptions.
iii. Do not proceed with utility interruptions prior to receiving Government’s approval.
3. Water:
a. Potable water is available on the island for construction needs only. Contractor may use reasonable amounts of water at no charge.
b. Water is available on the island for drinking, cooking and hygiene only within in Park Housing units.
c. If a Construction Camp is required at the Campground, Contractor is responsible providing all water for drinking, cooking and hygiene.
4. Electric Power Service: Existing electrical power on the island is not available for use for this contract. The Contractor shall provide portable generators to meet all project needs.
a. Contractor shall provide extension cords rated for the equipment being powered and secure them for safety;
b. Fire protection: Contractor shall take all precautions necessary to ensure that provisions for electrical service do not constitute a fire hazard to the site or buildings.
5. Lighting: Where applicable, provide temporary lighting with adequate illumination for construction operations, observations, inspections, and traffic conditions.
6. Telephone Service:
1. No landline telephone service is available on site for Contractor's use.
2. Limited cell phone connectivity is available on Anacapa Island.
J. Lifts and Hoists:
1. If lifts, hoists or other heavy equipment are used, protect all cultural and natural resources from damage.
K. Vehicle Restrictions: Cars and trucks, except those owned by the Government, are not allowed on Anacapa Island without prior, written approval of the Government.
L. Environmental Protection: Provide environmental protection as required by applicable local, state and federal laws, codes and standards.
1. The Contractor shall not dispose of volatile or unstable waste or oils in storm or sanitary drains nor allow such materials to reach natural bodies of water.

2. The Contractor shall take all necessary and reasonable measures to reduce air pollution by any materials or equipment used in the Work.
M. Waste Disposal: The Contractor is fully responsible for containing all waste generated by the Work, removing all waste from the Project Site and the park, and disposing of it in a legal manner outside of the park.
1. The location of waste and trash container(s) larger than one cubic yard shall be proposed by the Contractor for review and approval by the Government.
a. No containers shall be delivered to the site until their location is approved by the
Government.
2. No Government waste containers shall be used for collection or disposal of construction waste and/or trash resulting from the Work and/or Contractor’s personnel.
3. No burning will be allowed within park boundaries.
4. Contractor shall package all waste material and deliver to the Upper Crane Staging
Area for loading onto the NPS vessels. Contractor shall receive waste at the Dock in Ventura and promptly remove it from park property.
N. Temporary Facilities:
1. Temporary materials may be new or used, but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.
2. Locate temporary facilities as directed by Government.
3. If necessary, relocate and modify facilities as required by progress of the Work and as approved by Government.
3. Support Facilities:
a. Field Office: No trailers will be allowed. Should the Contractor require a field office it shall set up at the Construction Camp;
b. Toilets Facilities: Contractor may use toilet facilities in Park Housing if they are using Park Housing. If a Construction Camp is required, vault toilets at the Campground shall be used.
i. Toilet facilities shall be kept neat and clean at all times;
ii. Toilet facilities will be inspected prior to Final Acceptance for cleanliness and/or damage. If not clean or damaged, Contractor shall restore toilet facilities to the condition they were in prior to occupancy, at no additional cost to the Government.
4. Maintenance: Maintain temporary facilities in clean, good operating condition until removal.
5. Termination and Removal: Remove each temporary facility when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion.
a. Repair Work damaged by temporary facilities, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired;
b. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility;
c. Materials and facilities that constitute temporary facilities are property of
Contractor and shall be completely removed from the Project Site and park prior to Substantial Completion.

O. Signage:
1. Signage identifying the Contractor or any subcontractor performing the Work is not allowed within the park.
2. Provide temporary, directional signs for construction personnel, Government personnel and visitors as required to safely perform the Work.
1.13 HOT WORK
A. In the event Hot Work must be performed to accomplish the Work, the Contractor shall obtain a Hot Work Permit from the Government.
1. Hot Work shall only be performed in “designated” and/or “permit-required” areas.
2. A Hot Work Permit is required for Work in a “designated” area.
3. A Hot Work Permit is required for Work in a “permit-required” area.
a. The Contractor shall obtained a signed Hot Work Permit, issued by the Park Structural Fire Coordinator or his/her designee, for Work performed in a “permit-required” area.
b. A separate permit will be required for each Hot Work event.
c. Apply for Hot Work Permits a minimum of seventy-two (72) hours prior to the hot work event.
B. Definitions:
1. Designated Area: An area specifically designated for, or approved by the Park
Structural Fire Coordinator or his/her designee, for Hot Work.
a. A designated area can be a maintenance shop or a detached outside location that is of noncombustible or fire-resistive construction, essentially free of combustible and flammable contents, and suitably segregated from adjacent areas. All designated areas shall have been inspected and approved by the Park Structural Fire Coordinator or his/her designee.
2. Permit-Required Area: A permit-required area shall be an area that is made fire safe and authorized by the issuance of a signed NPS Hot Work Permit.
3. Non-permissible Areas: Hot work shall not be allowed in the following areas:
a. Areas not authorized by the Park Structural Fire Coordinator or his/her designee;
b. Sprinklered buildings while such protection is impaired;
c. Areas with explosive atmospheres (that is, where mixtures of flammable gases, vapors, liquids, or dusts with air exist);
d. Areas with explosive atmospheres that can develop inside unclean or improperly prepared drums, tanks, or other containers and equipment that have previously contained such materials;
e. Areas with explosive atmospheres that can develop in areas with an accumulation of combustible dusts.
1.14 HAZARDOUS…
