About this file

This is a Contract Questions and Answers document for federal contracting solicitation 140P8326Q0053 concerning roof maintenance work at Fort Vancouver National Historic Site (FOVA) Building 405.

The document addresses twelve contractor inquiries regarding project scope and requirements. Key clarifications include: temporary suspended plastic or interior debris protection is not required; asbestos testing was completed in 2018 with no asbestos-containing materials detected; roof insulation exists and new insulation must match the thickness of adjacent insulation where missing or damaged; the existing roof assembly is assumed to match the specifications in Section 07 52 16, Part 2.1 A; no core samples have been taken and additional site visits for coring are not permitted; skylights are excluded from the contract scope; and sheet metal replacement is not included, with flashing membrane to be installed behind existing sheet metal parapet flashing. For awards exceeding $150,000, both a performance bond and payment bond are required. The performance bond must equal 100 percent of the contract price and be submitted within 10 days of award, matching the payment bond submission timeframe. A sign-in sheet from the site visit was posted as an attachment to Amendment 0002 in the System for Award Management (SAM).

FOVA BLDG 405 Roof Maintenance

Contract Question and Answers, Part 2

Q1. - Could you please confirm whether temporary suspended plastic or interior debris protection will be required below the roof deck during the reroofing work?

A1. - Temporary suspended plastic or interior debris protection is not in the SOW as a requirement.

Q2. - For an award above $150,000, will the Government require a performance bond in addition to the payment bond, or will the Alternative Payment Protections (FAR 52.228-

13) payment bond alone remain the sole bonding requirement?

A2. – For an award over $150K, performance bond would be required in addition to payment bond.

Q3. - Has the roof been tested for asbestos?

A3. - Yes, see Attachment 7 in the Solicitation package (no ACM detected in the 2018 survey)

Q4. - Does the roof have insulation?

A4. - Yes, see Attachment 8 in the Solicitation package for drawings and cross sections of the roof.

Q5. - Has there been a core sample taken from the roof?

A5. - No, the NPS has not taken a core sample.

Q6.- What is the existing roof assembly? We would like to know the depth and composition of the materials.

A6. – It is assumed that the existing assembly is similar the one described in Section 07 52 16, Part 2.1 A.

Q7. - Are we able to conduct another site visit and core the roof?

A7. – No.

Q8. - Does the new roof assembly include R-38 insulation?

A8. - Per Section 07 52 16, Part 2.5 A. “Replace existing roof insulation where missing or damaged to provide continuous insulation across entire roof deck. New insulation to match thickness of adjacent insulation.”

Q9. - Do you want an add cost for replacement of the skylights? We were told at the walk that they would not be replaced, but they look to be in poor condition.

A9. – Skylights are not in contract.

Q10. - Does the project include replacement of the sheet metal?

A10. – No. Per Section 07 52 16, Part 2.2, the flashing membrane is intended to be installed behind the existing sheet metal parapet flashing. See pictures of finished product on adjacent buildings similar in scope, complexity, and specification.

Q11. - Please send us a copy of the sign in sheet for the site visit last week.

A11. – A copy of the sign in sheet for the site visit has been posted as an attachment to this Amendment 0002 in SAM.

Q12. - If a performance bond is required above $150,000, please confirm the required amount (e.g., 100% of the contract price) and the submission timeframe after award.

A12. - Performance Bond = 100% of the contract price; 10 days – the same as payment bond.
