About this file
This is a Questions and Answers document for RFQ 140P8326Q0035, a federal contracting opportunity for Mount Rainier National Park involving fuel tank leasing and monitoring services.
The solicitation requires satellite-capable wireless monitoring hardware due to cellular dead zones in the mountainous terrain, with real-time portal access and 14% low-level notification threshold capabilities. The contract involves leasing and installing 40 vendor-owned tanks and a 500-gallon dispensing tank at various locations within the park. The National Park Service will provide electrical lines to the dispensing tank location and escorts at no cost for tank deliveries accessing locations south of the Longmire Suspension Bridge (which has a 3-ton load limit), with delivery scheduling restricted to Monday-Friday, 7:00 a.m. to 3:30 p.m., though Skate Creek Road may not be maintained during winter months. Existing vendor-owned tanks at installation sites may remain in place and must be disconnected and moved to adjacent locations by the outgoing contractor for pickup. References must submit Past Performance Questionnaires directly to the Contracting Officer (Hal Hoversten at hal_hoversten@ios.doi.gov) by July 18, 2026. All questions and inquiries must be submitted by 3:00 p.m. Eastern Time on July 31, 2026, and final quotes are due by 3:00 p.m. Eastern Time on August 5, 2026.

Questions/Answers
Q.1. Given the remote mountainous terrain of Mount Rainier National Park and known cellular dead zones, does the government require satellite-capable wireless monitoring hardware to guarantee the real-time portal access and the 14% low-level notification threshold, or is cellular-based hardware acceptable where coverage exists?
A.1. Satellite wireless is required due to lack of cellular service in many locations.
Q.2. Regarding the 40 vendor-owned tanks to be leased and installed, are there currently incumbent-owned tanks at these locations that must be disconnected and removed by the outgoing contractor, or will the government-furnished sites be clear of existing tanks prior to the start of the transition period?
A.2. The existing vendor owned tanks may be in place and will need to be disconnected and placed in an adjacent location for the outgoing contractor to pick up.
Q.3. For deliveries requiring access past the Longmire Suspension Bridge (which has a posted 3-ton load limit), will the National Park Service provide escorts via Skate Creek Road at no cost to the contractor, and are there specific seasonal or hourly restrictions on when these escorts can be scheduled?
A.3. NPS will provide escorts for the tanks located south over the suspension bridge at no cost to the contractor. days for delivery will be Monday-Friday 7 am-3:30 pm. Skate creek may not be maintained during winter months.
Q.4. For the 500-gallon leased dispensing tank installation, will the government provide a dedicated electrical power source stubbed out to the immediate installation footprint, or is the contractor responsible for trenching and running electrical lines from a distant power source?
A.4. NPS will provide all electrical lines to the dispensing tank location.
Q.5. The solicitation notes that Past Performance Questionnaires (PPQs) must be submitted directly by references to the Contracting Officer by July 18, 2026, while final quotes are not due until August 5, 2026.
Will the government consider a quote non-responsive or technically unacceptable if a reference submits their PPQ after the July 18 deadline but before the August 5 quote deadline?
A.5. The end date of the RFQ is August 5th, 2026. All offers shall be received by no later than 3:00 pm Eastern Time by email to: hal_hoversten@ios.doi.gov
